1. Call Meeting to Order.
Chair Babos declared a quorum present. The meeting was called to order at 5:06 pm.
2. Approval of the minutes from September 02, 2025 Historic Preservation Board meeting
It was motioned by Boardmember Nelson, seconded by Vice Chair Skogebo, that the minutes
from September 2, 2025 Historic Preservation meeting be approved.
Upon tabulation of votes, it showed:

3. Introduction of New City Archaeologist – Meghan Eaton.
Summary:
Megan Eaton, City Archaeologist, shared her background, including her experience in cultural
resource management and community engagement. She holds a master’s in Museum Studies
and expressed her excitement about joining the Historic Preservation Office.
4. Discussion Items:
4-a. 
Quarterly report of projects evaluated between July 2025 - September 2025 for
Certificates of Appropriateness (COA) and Section 106 reviews (as identified 
under the National Historic Preservation Act of 1966). See attachment 1.
Matthew Kriegl, Historic Preservation Officer, explained there were 6 Section 106 
Reviews in the 3rd quarter, bringing the total to 17 for the year. Also, there were 4 
Certificates of Appropriateness issued in the 3rd quarter, with two more in process, for a 
total of 18 reviewed in 2025.  
4-b. 
The January 2026 Mesa Historic Preservation Board retreat and potential topics.
Mr. Kriegl discussed the Historic Preservation Board Retreat planned for January 10, 
2026, at the Alston House. He noted the regular Historic Preservation meeting is 
scheduled for January 6, and the retreat could be postponed to January 24. The Board 
decided to keep the retreat on January 10.  Mr. Kriegl then requested retreat topics from 
the Board. 
Boardmember Nelson suggested recognizing notable individuals in the city and 
suggested discussing the opening of the Historical Museum’s upcoming baseball exhibit 
at the retreat. He also offered to do a mini tour of the Washington-Escobedo community 
at the retreat. 
Chair Babos proposed discussing the possibility of hanging banners of notable folks 
from Mesa during May, Historic Preservation Month, and the supplemental list at the 
upcoming retreat. The Chair also requested to discuss the potential plans the city has for 
the old Council Chambers building. 
4-c. 
Historic Preservation Board Purchasing a commemorative brick or nameplate as a
donation for the Mesa Historical Museum’s capital campaign Step Up to the Plate. 
Mr. Kriegl explained that the Board may purchase a commemorative brick with personal 
funds to make a donation on behalf of the Board.  
Charlotte McDermott, Assistant City Attorney, explained the process under the bylaws to 
the Board.

Chair Babos motioned to designate Vice Chair Skogebo to organize and collect funds for 
the brick. The motion was seconded by Boardmember Nelson.

4-d. 
Updates regarding the rehabilitation efforts of the City-owned Alston House
located at 453 N Pima, Mesa, AZ. 
Mr. Kriegl provided updates on the rehab efforts of the city-owned Alston House. 
Projects include addressing ADA compliance issues, improving entrance accessibility, 
and ensuring accessible parking. The city owns the house, and any exterior alterations 
will need a Certificate of Appropriateness. 
Boardmember Nelson mentioned the historical artifacts stored in the house and the need 
for better air conditioning. 
5. Hear reports from Board Members of current events and educational topics related to
historic preservation.*
There were no updates on this item from Board members.
6. Items from citizens present.**

Vic Linoff from the Mesa Preservation Foundation, 628 N Center St updated the Board on the
Arizona Heritage Center's water damage and the potential transfer of neon signs to the
Preservation Foundation. He stated the Foundation is discussing the consolidation of archives
and the need for more space and accessibility and wants to work with the City to accomplish
this. Mr. Linoff suggested recognizing important people in Mesa as part of the Arizona 250 and
America 250 celebrations.
7.
Historic Preservation Officer’s Updates.*
Mr. Kriegl shared the following items with the Board:

Mr. Kriegl discussed the Historic Preservation Art and Essay contest, with topics related to
Mesa's history and the America 250 celebration. A new group component has been added
to design a mural or sign for downtown that embodies the spirit of the past while capturing
Mesa’s bright future. The event will be held at The Post on May 2, with participation from
various city departments and stakeholders. Mr. Kriegl encouraged the Board to stay
informed on the events the City of Mesa is rolling out in conjunction with the America 250
celebration and provided the website address.

Mr. Kriegl mentioned the importance of the board members attending the next few meetings
to discuss text amendments and design guidelines. The board will receive updates on the
revised Historic Preservation design guidelines and code revisions during a study session in
December.
8. Adjournment.
It was motioned by Boardmember Sarkissian, seconded by Chair Babos, to adjourn. The
meeting was adjourned at 5:47 pm.
