V" Item 2 GimouNGii REPORT 11a Meeting Date; Generali Plan Element: General Plan Goal: ACTION July 2, 2026 Public Services and Facilities Provide a safe environment for all citizens, visitors, and private interests Adopt Resolution No. 13690, authorizing a FY2026/27 capital budget appropriation transfer from the CIP Stormwater Fee Contingency of up to $200,000 to a newly created capital project titled Indian Bend Wash (IBW] Spillway Repair Project, funded by CIP Stormwater Utility Fee funds. Background During the storm events in the months of October and November 2025, the IBW Spillway located at the northwest corner of the Hayden and Indian School Roads intersection received significant amount of stormwater flows. The flows in the spillway and in the IBW both were results of the back-to-baCk storm events and water release from the Arizona Canal by the Central Arizona Project (CAP) at the Indian Bend Road location. The sustained flows through the channel and the spillway over a period of a few days caused significant damage to the spillway structure. The toe-down structure was undermined; the concrete sloped floor was heavily damaged and partially destroyed; rip-rap protections on the sides of ^e spillway were adversely impacted; and the downstream concrete floor was structurally damaged. The city wishes to proceed and develop final design plans to repair the IBW Spillway. This approval is for the development of the design plans for the repair of the IBW Spillway. The proposed project will repair the hydraulic and structural elements of the spillway. The proposed project location is shown in the attached location map. The total project cost for the design is estimated to be $200,000, based on initial discussions with the design consultant. Significant Issues to be Addressed This report identifies the need for the design for the repair of the IBW Spillway. It will also mitigate issues regarding maintenance of the damaged spillway structure. ANALYSIS & ASSESSMENT Recent Staff Action Stormwater Management Staff coordinated with Capital Improvement Project and Street Operations in the Transportation and Infrastructure Department for the design of the IBW Spillway Repair Project. Community Involvement As necessary, targeted public meetings will be held with the residents and other impacted stakeholders in the vicinity of the project. The new Indian Bend Wash [IBW] Spillway Repair Project will be funded by Stormwater Utility Fee funds. Staffing, Workload Impact The contract administrator responsible for enforcing all contract provisions will be Hasan Mushtaq, Floodplain Adrriinistrator, Planning and Development Services Department, City of Scottsdale. Derek Rogers, Transportation and Infrastructure, will be the Project Manager for the design of the Indian Bend Wash [IBW] Spillway Repair Project. No additional staffing needs have been identified because of this action. Future Budget Implications Annual maintenance costs for the IBW Spillway Project are estimated at approximately $5,000/year, which is included in the operating budget for the Street Operations in Transportation and Infrastructure Department. OPTIONS & STAFF RECOMMENDATION Recommended Approach Adopt Resolution No. 13690, authorizing a FY2026/27 capital budget appropriation transfer from CIP Stormwater Fee Contingency of up to $200,000 to a newly created capital project titled Indian Bend Wash [IBW] Spillway Repair Project, funded by CIP Stormwater Utility Fee funds. Proposed Next Steps Upon approval by Council, the Floodplain Administrator will continue to work with Capital Project Management to monitor all project costs during all phases of the design of the Indian Bend Wash [IBW] Spillway Repair Project.
