Improvement Project, to be funded by CIP Stormwater Utility Fee

Background
The IBW Lakes & Irrigation project in the Vista Del Gamino park (McDowell to Roosevelt] is
ongoing. The north and south lakes are being improved; increased in volume/depth and lined to
improve the water quality for irrigation of the: park turf and trees. It was found that the three (3]
storm drain outfall pipes which discharge into the north lake need replacement.
Street Operations have recently cleaned the pipes and performed camera inspections. These are
corrugated metal pipes and in poor conditions which require replacements. Future replacements
will be extremely costly, due to new conditions with the new irrigation system, trees, and concrete
sidewalks that would need to be removed/replaced.
The city wishes to proceed with replacing the three (SJ Storm Drain outfall pipes which discharge
into the Vista Del Camino North Lake. Existing condition of the pipes are poor and they are in need
of replacement. Replacing the outfaU pipes with current Vista Del Camino Park Improvement
Project is desirable.
The proposed project location is shown in the attached location map.
The total project cost for replacing the three (3J storm drain pipes which discharge into the Vista
Del Camino North Lake is estimated to be $500,000, based on the cost estimate submitted by the
contractor. Valley Rain.
Significant Issues to be Addressed
This report identifies the need for replacing the three (3) Storm Drain outfall pipes Which
discharge into the IBW Vista.Del Camino North Lake.

Recent Staff Action
Stormwater Management Staff coordinated with Capital Improvement Project in the
Transportation and Infrastructure Department for the IBW Vista Del Camino Drainage
Improvement Project.
Community Involvement
As necessary, targeted public meetings will be held with the residents and other impacted
stakeholders in the vicinity of the project.

RESOURCE IMPACTS
Available funding
To fund this proposed action, staff is recommending a budget transfer of $500,000 from the
existing Granite Reef Wash Phase 2B project (PF2301) to the proposed Indian Bend Wash (IBW)
Vista Del Camino Drainage Improvement Project. Due to anticipated change in timing of work
within the Granite Reef Wash Phase 2B project {PF2301), the $500,000 requested is available in
the project's FY 2026/27 budget and it will be requested to be added back in FY 2027/28 during
the upcoming budget development process.

There is no net change in appropriation during FY 2026/27 as a result of this council action.
Staffing, Workload Impact
The contract administrator responsible for enforcing all contract provisions will be Hasan
Mushtaq, Floodplain Administrator, Planning and Development Services Department, City
of Scottsdale. Annette Grove, Transportation and Infrastructure, will be the Project
Manager for the Indian Bend Wash (IBW) Vista Del Camino Drainage Improvement Project.
No additional staffing needs have been identified because of this action.
Future Budget Implications
Annual maintenance costs for the IBW Vista Del Camino Drainage Improvement Project are
estimated at approximately $2,500/year, which is included in the operating budget for the
Street Operations in Transportation and Infrastructure Department.

Proposed Next Steps
Upon approval by Council, the Floodplain Administrator will continue to work with Capital
Project Management to monitor all project costs during all phases of the Indian Bend Wash
(IBW] Vista Del Camino Drainage Improvement Project.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE, MARICOPA
COUNTY, ARIZONA AUTHORIZING FISCAL YEAR 2026/27 CAPITAL BUDGET
APPROPRIATION TRANSFER OF UP TO $500,000 IN CIP STORMWATER UTILITY
BILL FEE BUDGET TO THE INDIAN BEND WASH (IBW) VISTA DEL CAMINO
DRAINAGE IMPROVEMENT PROJECT FROM THE GRANITE REED WASH PHASE 2B
PROJECT.
WHEREAS, the three (3) storm drain outflow pipes which discharge into the IBW Vista Del
Camino North Lake are in poor conditions and need replacement;
WHEREAS, the city wishes to replace the three (3) storm drain outflow pipes which discharge
into the IBW Vista Del Camino North Lake;
WHEREAS, a budget transfer is necessary to fund the replacements.
BE IT RESOLVED by the Council of the City of Scottsdale, Maricopa County, Arizona that the
following budget adjustment is hereby authorized:
Section 1. A FY 2026/27 capital budget appropriation of up to $500,000 to a newly created capital
project named Indian Bend Wash (IBW) Vista Del Camino Drainage Improvement Project, funded by
existing FY 2026/27 CIP Stormwater Utility Fee budget in the Granite Reef Wash Phase 2B project
(PF2301).
