He reviewed how the meeting would progress and what would be covered. The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in an Informal Session at 9:30 AM on Monday, June 26, 2023, in the Supervisors’ Conference Room 301 W Jefferson, 10th Floor Phoenix, AZ 85003, with the following members present: Clint Hickman, Chairman, District 4; Jack Sellers, Vice Chairman, District 1; Thomas Galvin, Supervisor, District 2; Bill Gates, Supervisor, District 3; Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, Clerk; Jen Pokorski, County Manager; Andrea Cummings, Legal Counsel; Kelly Gardiner, Minutes Coordinator. PRESENTATION 1. PRESENTATION AND PUBLIC HEARING ON THE MARICOPA COUNTY FY 2024 BUDGET Presentation regarding the Maricopa County Budget for FY 2024 Cynthia Goelz, Chief Financial Officer Convene a public hearing to hear taxpayers who may wish to comment on the FY 2024 Tentative Budget which was adopted on May 22, 2023, the proposed tax levy, and on any proposed changes to the Tentative Budget. See A.R.S. §§ 42-17104 and 42-17107. This budget represents no change in total from the Tentative Budget of $4,352,282,707. (C- 18-23-162-X-00) Chairman Hickman asked Cindy Goelz, Chief Financial Officer to come forward. Ms. Goelz said there were a few changes from the tentative budget that was adopted in May 2023. She reviewed the slide above and said the total shift of funds between the Contingency Operating and Contingency Non-Recurring was a $2.7 million shift which increased the expenditures while decreasing the contingency. Ms. Goelz said there would be an increase in the Operating budget as seen on the slide. The above slide showed shifts related to the Non-Recurring Contingency between the departments. Ms. Goelz reviewed those department details. Informal Meeting Minutes Monday, June 26, 2023 Page 4 of 13 The Property Tax Rate slide was reviewed and Ms. Goelz said the tax rates would be set in August. The proposed tax rate was going down to 1.4068 which was the Truth in Taxation rate. Ms. Goelz reviewed the Maximum Levy slide. The Budget calendar slide was reviewed. Chairman Hickman thanked Ms. Goelz and asked the Board if there were any questions. Supervisor Galvin remarked on the ongoing good stewardship of County money. He asked Ms. Goelz what is she most proud of? She said she believes the County is well prepared for the future in the event of a downturn. The other area she mentioned was the unfunded liabilities that have been paid down over the past few years. He commended the good work of the budget team. Chairman Hickman asked the Clerk if there were any speakers on this hearing item. The Clerk said none were received. Presentation only. No action taken. MEETING RECESSED Chairman Hickman recessed the Board of Supervisors to convene as the Board of Directors of various special districts. MEETING RECONVENED Chairman Hickman reconvened the Board of Supervisors. PUBLIC HEARING ON COUNTY IMPROVEMENT DISTRICTS FY 2024 BUDGETS Convene a public hearing to hear taxpayers who may wish to comment on the FY 2024 County Improvement Districts Tentative Budgets which were adopted May 22, 2023, or on any proposed changes. See A.R.S. §§ 48-954 and 42-17104. (C-18-23-156-X-00) No presentation. No action taken. Chairman Hickman asked the Clerk if there were any speaker slips received for the Improvement District. The Clerk said none were received.
