ACTION
Adopt Resolution No. 13722 authorizing Amendment #1 to the Intergovernmental Agreement No. 
2025-122-COS between the City of Scottsdale and the Salt River Pima-Maricopa Indian Community 
(SRPMIC) for the purpose of providing prisoner transports to the Salt River Pima Maricopa Indian 
Community Police Department.
BACKGROUND
The Scottsdale Police Department (SPD) conducts prisoner transports via shuttle van, (prisoner 
transport) to the Maricopa County Sheriffs Office Intake, Transfer & Release Facility (MCSO ITR) in 
Phoenix for booking. The prisoner transports are conducted on a constant basis and are staffed by 
SPD detention officers, thus alleviating the need to pull Scottsdale police officers out of the field to 
transport prisoners to MCSO. SPD’s prisoner transport generally has capacity for additional 
passengers.
The City of Scottsdale City Council approved Intergovernmental Agreement (IGA) No. 2025r122-COS 
on October 21, 2025 to provide prisoner transport for Salt River Pima-Maricopa Indian Community’s 
Police Department (SRPD). Prior to this agreement, SRPD staff transported individuals as they were 
arrested to the MCSO ITR Facility. SRPD’s staff spent several hours at the MCSO ITR Facility for 
processing and booking, which left their areas of service vacant for long periods of time.
The Intergovernmental Agreement No. 2025-122^COS is valid through July 1,2026. This short initial 
term allowed SPD to begin providing prisoner transport services to SRPD this fiscal year with the 
intention that a new 5-year IGA would be proposed for July 1, 2026 through July 1, 2031. This would 
synchronize the SRPD IGA renewal period with a similar prisoner transport IGA that is in place with 
the Paradise Valley Police Department.
The proposed Amendment #1 (2025-122-COS-A1) between SRPD and Scottsdale would continue to 
benefit SRPD and enhance public safety in both communities by allowing SRPD police officers to 
remain in the field through the utilization of SPD prisoner transports.
ANALYSIS & ASSESSMENT
The proposed amendment to the IGA will be beneficial as it will continue to enhance public safety in 
both communities by allowing SRPD police officers to remain in the field as criminal activity often 
crosses borders. The agreement includes a minimum of 260 prisoner transports in year 1 of the 
agreement with a fiat fee of $94,296, minus a one-time credit of $44,972 for unused transports from 
FY 2025/2026. Years 2 through 5 of the agreement allow a minimum of 225 prisoner transports each

fiscal year at an annual flat fee of $81,602. Prisoner transports beyond 225 will be reimbursed at a 
rate of $362.68 per transport and no credits for unused transports will be issued after Year 1. Collected 
revenues are deposited into the city's General Fund.
Additionally, there is language within the agreement with SRPD that stipulates that SPD reserves the 
right to refuse transports for either planned or unplanned operational reasons. In any event that SPD 
is not able to transport prisoners, SPD will notify SRPD as soon as possible if unplanned issues arise 
and within one week if there is a planned operational reason for inability to transport prisoners.
This is a five-year agreement, at which point both parties will reassess the agreement.
RESOURCE IMPACTS 
Available Funding
The detention officers assigned to this agreement are all budgeted general fund positions. The 
estimated additional overtime incurred because of this agreement is expected to be minimal, and the 
department has sufficient budget capacity to absorb any additional costs. Under the Amendment, 
SRPD will pay Scottsdale a flat fee of $49,324 in Year 1 for a minimum of 260 transports and $81,602 
in Years 2 through 5 for a minimum of 225 prisoner transports per year. Prisoner transports beyond 
the stated minimum will be reimbursed at a rate of $362.68 per transport.
Staffing, Workload Impact
Given that transport minimums are not increasing under this amendment, workloads are not 
anticipated to further increase from current levels under the existing agreement. Additionally, SPD’s 
prisoner transports generally have capacity for additional passengers. SPD will continue to monitor its 
capacity to manage both Scottsdale’s required prisoner transports and the 225 or more additional 
transports annually for SRPD. As stated, SPD reserves the right to not transport prisoners.
OPTIONS & STAFF RECOMMENDATION 
Recommended Approach
Staff recommend that the City Council approve Amendment #1 to the Intergovernmental Agreement 
No. 2025-122-COS-A1.
Proposed Next Steps
If Resolution No. 13722 is approved, the City will continue to provide prisoner transports for SRPD. If 
Resolution No. 13722 is not approved, the City will cease to provide prisoner transports for SRPD on 
July 1,2026.

A RESOLUTION OF THE CITY OF SCOTTSDALE, MARICOPA COUNTY,
ARIZONA, AUTHORIZING AMENDMENT NO. 1 TO AN INTERGOVERNMENTAL
AGREEMENT WITH THE SALT RIVER PIMA MARICOPA INDIAN COMMUNITY
FOR THE PURPOSE OF PROVIDING PRISONER TRANSPORTS
WHEREAS, the City of Seottsdale and the Salt River Pima Maricopa Indian Community 
currently have an Intergovernmental Agreement for the purpose of providing prisoner transports 
to the Salt River Pima Maricopa Indian Community Police Department; and
WHEREAS, the Intergovernmental Agreement is expiring, and the Parties wish to extend 
it for an additional five-year term;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Seottsdale, Maricopa 
County, Arizona, as follows!
Section 1. The Mayor is hereby authorized and directed to execute, on behalf of the City 
of Scottsdale, Amendment No. 1 to Intergovernmental Agreement No. 2025-122-COS, between 
the City of Scottsdale and the Salt River Pima Maricopa Indian Community for the purpose of 
providing prisoner transports to the Salt River Pima Maricopa Indian Community Police 
Department.

AMENDMENT #1 TO INTERGOVERNMENTAL AGREEMENT FOR 
PROVISION OF PRISONER TRANSPORT SERVICES 
BETWEEN
THE CITY OF SCOTTSDALE 
AND
SALT RIVER PIMA MARICOPA INDIAN COMMUNITY
This Amendment to the Intergovernmental Agreement (“Amendment’) between the City of 
Scottsdale, a municipal corporation of the State of Arizona (“City”), and Salt River Pima- 
Maricopa Indian Community, a federally recognized Indian tribe (“SRPMIC”) is made and 
entered into____day of_______ , 2026.
RECITALS
WHEREAS, the Parties now mutually desire to amend sections 7, Payment and Billing, and 9, 
Duration, Renewal and Cancellation of the Agreement, of the Intergovernmental Agreement.
NOW THEREFORE, in consideration of the mutual promises and obligations set forth herein, 
the Parties hereto agree as follows.
TERMS
1. The recitals above are incorporated into this Amendment by this reference.
2. This Amendment shall be effective on July 1, 2026 (“Effective Date”), contingent on 
approval by the governing authorities of the parties, whether approval is given on, 
before, or after that date. The reference to Effective Date in the introductory paragraph 
of the Intergovernmental Agreement is modified as above by this provision.
3. All terms and clauses of the Intergovernmental Agreement remain in effect except as 
modified herein.
4. The following sectioris of TERMS AND CLAUSES are replaced and superseded in the 
Agreement:
7. PAYMENT AND BILLING:
SRPMIC shall pay City an annual flat fee of $81,602 for the cost of a minimum of 225 
prisoner transports each fiscal year (“Annual Transports”), except for the first year of the 
agreement, where there shall be a minimum of 260 prisoner transports at a cost of 
$94,296 minus a one-time credit of $44,971.52 for unused transports from FY 
2025/2026. SRPMIC shall pay an additional amount of $362.68 for every prisoner 
transported by the City in excess of the Annual Transports. The annual flat fee shall be 
due by December 1 of each year. Except for Year 1 as indicated above, SRPMIC shall 
not be entitled to any credits for any unused transports for each year of the Agreement. 
SRPMIC shall pay an additional amount specified below for every prisoner transported

by Scottsdale in excess of the Annual Transports. Payment for prisoner transport in 
excess of the Annual Transports shall be due within 30 days of receiving an invoice from 
Scottsdale.

9. DURATION. RENEWAL AND CANCELLATION OF AGREEMENT
9.1 This Agreement shall become effective upon execution by the Parties hereto and 
shall remain in effect until July 1,2031, unless otherwise terminated by the terms of this 
Agreeriient or operation of law. Either Party may withdraw from this Agreement with or 
without cause by giving thirty calendar days' written notice to the other Party to the 
Agreement.
9.2. This Agreement may be extended as many times as desirable, but each extension 
. may not exceed the duration of the original term of five years. The Parties may extend this 
Agreement on or before the termination date upon mutual written agreement signed by 
authorized signers for the Parties.
5. This Amendment may be executed in two (2) or more counterparts, each of which shall be 
deemed original, but all of which together shall constitute one and the same instrument. The 
signature pages from one (1) or more counterparts may be removed from such counterparts 
and such signature pages all attached to a single instrument so that the signatures of all parties 
may be physically attached to a single document.
