ACTION
Adopt Resolution No. 13714 authorizing:
1. The city manager or designee to execute on behalf of the City of Scottsdale contract No. 
2026-118-COS with Operation Light Shine to accept a grant in the amount of $207,970 to 
fund one full-time detective position (1.00 FTE) for a two-year period to support activities 
aimed at reducing human exploitation and trafficking.
2. A budget transfer of up to $207,970 from the adopted Fiscal Year 2026/27 Grants 
Contingency Budget to a newly created cost center to record the related grant activity.
BACKGROUND
The Scottsdale Human Exploitation and Trafficking (HEAT) Unit, established in 2021.This 
specialized unit has evolved into a highly trained team focused on investigating child and adult sex 
trafficking, commercial sexual exploitation, online child predators, and other crimes affecting the 
Scottsdale community.
Operation Light Shine is a nonprofit organization focused on fighting child exploitation and human 
trafficking by equipping law enforcement and frontline professionals with the technology, training, 
and resources they need. Through initiatives like the INTERCEPT Task Force and its “Equip, 
Educate, Empower” approach, the organization supports investigations, rescues victims, and raises 
community awareness to help prevent abuse and bring offenders to justice. Part of their mission 
includes funding positions to combat crimes effecting child exploitation and human trafficking.
The funding will be used exclusively for the detective's base salary who will allocate their time for the 
purpose of investigating child exploitation and human trafficking. Specifically, the detective will 
proactively identify, investigate, and disrupt individuals who utilize online gaming and digital 
communication platforms to exploit, groom, or solicit minors for sexual purposes. Through the use of 
trained undercover investigators, advanced digital investigative techniques, and coordinated 
partnerships with ICAC and allied agencies, the Human Exploitation and Trafficking Unit seeks to 
hold offenders accountable while prioritizing the protection of children within the City of Scottsdale, 
the State of Arizona, and possibly other jurisdictions (if applicable).

The HEAT Unit, along with its supporting law enforcement personnel, aims to.expand its presence in 
the Scottsdale metropolitan area through enhanced enforcement and investigation activities reiated 
to human trafficking. The program’s effectiveness will be assessed tracking arrests rnade, 
prosecution of cases, and rescue of victims of human trafficking.

Available funding
By accepting the grant, funding for a full-time Police Officer ^ Detective position (1.00 FTE), which 
supports efforts to reduce human exploitation and trafficking, will shift from the General Fund. If the 
grant is not awarded in future years, the position will return to being funded by the General Fund.
This action requests a budget transfer of up to $207,970 from the adopted FY 2026/27 Grants 
Contingency Budget to provide budget appropriation for the purpose of the grant.

RESOLUTION NO. 13714
A RESOLUTION OF THE CITY OF SCOTTSDALE, MARICOPA COUNTY, 
ARIZONA, AUTHORIZING, ACCEPTANCE OF A GRANT, IF AWARDED, 
WITH OPERATION LIGHT SHINE FOR ANTI-HUMAN TRAFFICKING 
GRANT IN THE AMOUNT OF $207,970.
WHEREAS, the City has applied for a grant in the amount of $207,970 from 
Operation Light Shine purpose of investigating child exploitation and human trafficking; 
and
WHEREAS, Operation Light Shine will reimburse the City for payroll expenses and 
equipment related to the reduction of human exploitation and trafficking; and
WHEREAS, the Future Grants Budget in the Grant Fund allows the City the budget 
authority to accept grants throughout the fiscal year.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Scottsdale, 
Maricopa County, Arizona as follows;
Section 1. Authorize, the City Manager or designee to execute on behalf of the 
City of Scottsdale Contract No. 2026-118-COS with Operation Light Shine to accept a 
grant in the amount of $207,970 to fund one full-time detective position (1.00 FTE) for a 
two-year period to support activities aimed at reducing human exploitation and trafficking.
Section 2. Authorize, a budget transfer of up to $207,970 from the adopted Fiscal

L.IGHT SHINE
GRANT AGREEMENT
Between Operation Light Shine and the City of Scottsdale
This Grant Agreement (“Agreement”) is entered into by and between Operation Light Shine 
(“OLS”), a 501(c)(3) nonprofit organization that collaborates with law enforcement, field 
specialists, and subject matter experts to combat child exploitation and human trafficking, and 
the City of Scottsdale (“City”), an Arizona Municipal Corporation on behalf of the Scottsdale 
Police Department (“SPD”) (collectively, “the Parties”).
I. Purpose:
This Agreement establishes a grant agreement between the Parties for the purpose of 
supporting and strengthening City’s efforts to combat child exploitation and human trafficking 
through dedicated personnel support within the SP'D’s Human Exploitation and Trafficking Unit 
(HEAT).
II. Roles and Responsibilities:
A. Operation Light Shine’s Support to Scottsdale Police Department:
1. Salary Funding Support:
OLS will provide funding to support the base salary of one full-time Detective assigned to 
the Human Exploitation and Trafficking Unit (HEAT). This funding will not exceed 
$207,970 annually and is intended to directly enhance SPD’s investigative capacity in 
cases involving child exploitation and human trafficking.
2. Assigned Detective:
The assigned Detective’s primary responsibility will be to investigate crimes related to child 
exploitation and trafficking. While the Detective may assist with other duties as required by 
SPD, such assignments, whenever possible, should be limited and not interfere with the 
primary mission outlined in this AGREEMENT. Notwithstanding this section, the City reserves 
the right to redeploy the Detective to other duties in the event of an emergency or other urgent 
situation.
3. Intent of Funding:
OLS funding under this Agreement is provided to support an existing full-time Detective 
position already established and assigned by SPD to the Human Exploitation and 
Trafficking Unit (HEAT). This funding is intended to supplement, and not supplant, the City’s 
existing financial commitment to this position. The City will continue to fund the Detective

position with its own resources as it would in the absence of this Agreement, and OLS 
funding is provided in addition to, not in place of, those existing City funds. The purpose of 
OLS funding is to increase investigative capacity dedicated to child exploitation and human 
trafficking cases, and it shall not be used to reduce, replace, or offset any funding the City 
would othenwise allocate to this position or to the HEAT Unit.
4. Mission Alignment and Support:
OLS will provide ongoing support, guidance, and resources where possible to strengthen 
investigative capacity and outcomes. This partnership reflects a shared commitment to 
protecting children, supporting victims, and holding offenders accountable.
5. Exclusions:
In addition to the salary support described above, OLS will provide a one-time payment of 
$7,000 to fund equipment that supports the assigned Detective’s investigative work under 
this Agreement. Except for the salary support and the $7,000 equipment payment expressly 
provided in this Agreement, OLS funding does not include beriefits, retirement contributions, 
overtime, vehicles, or any additional compensation unless otherwise agreed to in Writing by 
both Parties.
B. City’s Responsibilities:
1. Designation of Personnel:
SPD will assign one full-time Detective to SPD’s Human Exploitation and Trafficking Unit 
(HEAT) whose primary responsibility will be cases involving child exploitation and human 
trafficking.
2. Use of Funds;
SPD agrees to utilize OLS-provided funding strictly for the purposes outlined in this 
Agreement and to ensure that the funding directly supports the assigned Detective role 
except as otherwise provided in this Agreement.
3. Documentation and Accountability:
SPD will maintain appropriate documentation related to salary funding and will provide 
reasonable updates or information upon request to demonstrate alignment with the mission 
of this partnership.
4. Quarterly Reporting and Impact Updates:
SPD agrees to provide quarterly updates to OLS outlining key statistics and outcomes

resulting from this partnership. These updates may include, but are not limited to, cases 
initiated, arrests, victim identifications, and other relevant investigative metrics that 
demonstrate impact. OLS is not entitled nor authorized to receive protected criminal justice 
information or other information that would be othenwise deemed confidential pursuant to law.
5. Compliance and Certification;
SPD agrees to use all funding in accordance with this Agreement. Misuse of funds may 
result in review and potential termination of this Agreement. SPD may be required to certify 
and provide proof that funding was utilized appropriately.
III. General Provisions:
A. Performance and Collaboration;
To the extent permitted by law, the Parties agree to maintain open communication regarding 
investigative impact, case activity, and opportunities for continued collaboration. To the extent 
permitted by law and City policy, SPD agrees to collaborate, when appropriate, with its Public 
Information Officer (PIO) and OLS’s marketing team to share success stories and outcomes 
through local media outlets and OLS communication channels. All external marketing 
communications will be coordinated and mutually agreed upon.
B. Disclaimer of Non-Entitlement
Participation in this Agreement does not entitle any Party or individual to benefits or considerations 
not specifically outlined herein and no employee of either Party shall be considered an employee 
of the other Party
C. Term of Agreement:
This Agreement will commence on July 1, 2026, and will remain in effect for a period of two (2) 
years, ending on June 30, 2028, unless extended by mutual agreement or terminated earlier 
by either Party.
Either Party may terminate this Agreement with 60 days’ written notice. Amendments to this 
Agreement must be made in writing and signed by both Parties.
D. Entire understanding:
This Agreement embodies the entire understanding between the parties with respect to the 
subject matter hereof and supersedes all prior or contemporaneous Agreements and 
understandings, inducements and conditions, express or implied, oral or written, except as herein 
contained. This Agreement may not be modified or amended other than by an Agreement in 
writing.
E. Binding nature of agreement;

This Agreement shall be binding upon and inure to the benefit of the parties and their 
respective heirs, personal representatives, successors and assigns, except no party may assign 
or transfer such party’s rights or obligations under this Agreement without the prior written 
consent of the other party.
F. Statutory cancellation right:
In addition to its other rights hereunder, the City shall have the cancellation rights specified in 
A.R.S. § 38-511 (relating to conflicts of interest).
G. Compliance with the E-Verify program:
To the extent applicable under the jarovisions of A.R.S. §41-4401, both Parties warrant to the 
other that each party will comply with all Federal Immigration laws and regulations that relate to 
their employees and that each now complies with the E-Verify Program under A.R.S. §23- 
214(A).
H. Severability:
The provisions of this Agreement shall be deemed severable and the invalidity or enforceability 
of any provision shall not affect the validity or enforceability of the other provisions hereof.
I. No Partnership, Employer or Joint Venture Relationship:
It is hereby expressly understood and agreed that this Agreement does not in any way or for 
any purpose create or intend to create the relationship of agent, servant, employee, partnership, 
joint venture or association as between the parties at any time during the term of this Agreement 
or any renewal thereof.
J. Indemnification:
To the extent permitted by law, each Party does hereby covenant and agree to indemnify, 
defend, and hold harmless the other Party, its elected officials, officers, employees, volunteers 
and agents from and against any and all suits, actions, legal or administrative proceedings, 
claims, demands or damages of any kind or nature relating to this Agreement which, are the 
result of any act or omission of the Party, its elected officials, officers, employees, volunteers, 
agents, and anyone acting under its direction or control, whether intentional or negligent, in 
connection with or incident to this Agreement.
