1. Acceptance of the 2025 Edward Byrne Mentonal Assistance Grant (JAG) in the amount of up 
to $39,252 to continue to partially ^nd a full-time Property and Evidence Technician position; 
and

Chief of Police or designee(s) with the concurrence of the City Attorney to conduct all 
negotiations and to execute and submit all documents and other necessary or desirable 
instruments ip connection with the acceptance of the grant; and
3. A budget transfer of up to $39,252 from the adopted FY 2026/27 Grants Contingency Budget 
to a newly created cost center to record the related grant activity.
BACKGROUND^
When a crime is committed, police officers, detectives, and crime scene specialists collect 
property and evidence from the scene to investigate, solve the crime, and prosecute the 
offender. These items are stored in the Department’s secure property and evidence warehouse 
for forensic processing and used as court exhibits. All properly and evidence must be retained 
until the case is resolved and closed (when the offender is adjudicated). Once the case is 
closed, the property and evidence may be eligible for release or destruction. State statutes and 
City Ordinances govern the procedures for the disposal or release of property and evidence.

Because some cases take months or even years to resolve, new crimes continually result in 
additional property and evidence being brought into and stored in the warehouse.
The Edward Byrne Memorial Justice Assistance Grant Program (JAG), funded by the 
Department of Justice, Bureau of Justice Assistance, Supports various components of the 
criminal justice system. Proposed projects under JAG funding aim to improve tfie effectiveness 
and efficiency Of criminal justice processes and address local crime prevention and control 
needs.

JAG funds are allocated based op a formula that takes into account population size and each 
city's share of total violent crime reported through the State’s Unified Crime Reporting (UCR) 
system. The Scottsdale Police Department has received JAG funding since 2009, using the - 
funds to support a variety of department needs, including the purchase of patrol’ and laboratory 
equipment: Sirice the FY 2014/15 fiscal year, JAG funds have also been used to partially fund a 
full-time Property and Evidence Technician. (Res. 13045).

ANALYSIS & ASSESSMENT
By again directing the 2025 JAG award to partially fund the full-time Property and Evidence 
Technician position (1.00 FTE), the items in the secure warehouse that are eligible to be 
disposed of or destroyed will continue at a proportional rate of new items received and stored 
for evidence purposes.
RESOURCE IMPACTS
Available funding
The acceptance of the grant funds will continue to allow a full-time Property and Evidence 
Technician position (1.00 FTE) to dispose of and destroy eligible evidence timely, while not 
increasing the General Fund budget. If the grant is not awarded in subsequent years, either the 
position would need to be reduced to part-time, or the department would look to the General 
Fund to absorb the full cost of the position.
This action requests a budget transfer of up to $39,252 from the adopted FY 2026/27 Grant 
Contingency Budget to provide budget appropriation for the purpose of the grant.
Staffing, Workload Impact
Approval of the grant will reduce the backlog of property and evidence cases waiting to be 
processed and provide a balance of workload for the current Technicians.
Future Budget Impacts
There are no additional cost recovery opportunities nor is there a match requirement associated 
with the grant.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE, MARICOPA
COUNTY. ARIZONA, AUTHORIZING THE ACCEPTANCE OF THE EDWARD
BYRNE MEMORIAL ASSISTANCE GRANT FROM THE DEPARTMENT OF
JUSTICE, JUSTICE ASSISTANCE PROGRAMS (JAG) IN THE AMOUNT OF
$39,252
WHEREAS, the Department of Justice, Justice Assistance Grant ("JAG") provides funding 
to local law enforcements to prevent and control crime and to improve the criminal justice system; 
and
whereas, the acceptance of this grant will allow the Police Department to continue to 
address the disposal needs of property and evidence seized for investigative purpose and no 
longer needed; and
WHEREAS, the Future Grants Budget and/or the Grant Contingency Budget for FY 
2026/27 provides the budget authority necessary to accept grants throughout the fiscal year.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, Maricopa 
County, Arizona, as follows:
Section 1. Authorize, acceptance of the 2025 Edward Byrne Memorial Assistance Grant 
(JAG) in the amount of up to $39,252 to continue to partially fund a full-time Property and Evidence 
Technician position (1.00 FTE); and
Section 2. Authorize, Chief of Police or designee(s) with the concurrence of the City Attorney 
to conduct all negotiations and to execute and submit all documents and other necessary or 
desirable instruments in connection with the acceptance of the grant; and
Section 3. Authorize, a budget transfer of up to $39,252 from the adopted FY 2026/27 Grants
