BACKGROUND ' 
The Scottsdale Police Department Communications Center is a fully operational police dispatch center 
staffed by both call takers and dispatchers. The City of Scottsdale remains committed to funding the 
center to ensure continued operations into the foreseeable future.
The Arizona Department of Administration (ADOA) oversees the Arizona 9-1-1 Prograrh, which 
distributes revenues collected through the Emergency Telecomrnunication Services Revolving Fund, , 
in accordance with A.R.S. § 41-704. These funds are allocated to local jurisdictions that operate a 
Public Safety Answering Point (PSAP). Since the Scottsdale Police Department (SPD) provides 9-1 - 
1 services through its own PSAP, it qualifies for funding through the Arizona 9-1-1 Grant Program. 
Eligible reimbursable expenses under this program include:
Equipment or services necessary for the implementation and operation of emergency 
telecommunication services, including capital expenditures, maintenance, and operational 
costs.
• Costs incurred by wireless carriers related to the development, design, construction, provisloii,’ 
and maintenance of wireless emergency telecommunication services.
If approved, the City will enter into an agreement in an amount up to $313,582. The agreement would 
be effective from July 1, 2026, through June 30, 2027.

ANALYSIS & ASSESSMENT
The requested grant funds will support the SPD Communications Technology Services Division in 
maintaining 9-1-1 services through its own PSAP. The funds will be used to purchase equipment that 
can be used outside the commutijcation center in case of evacuation or remote work. This equipme^it 
can be deployed for special events, or used in the records department, and other areas to continiie! 
handling 9-1-1 and administrative calls. This grant was previously awarded to the City by ADOA for, 
PSAP operations last fiscal year, as approved by Council in Resolution No.13413.

Available Funding
The proposed FY 2026/27 Grants Contingency budget includes sufficient appropriation for this 
transfer.
On an annual basis, and contingent upon the availability of state funding, the City expects to be 
reimbursed by ADOA, resulting in a net-zero fiscal impact. If state funding is insufficient to fully fund 
the program, the remaining costs would be absorbed by the General Fund.
Staffing, Workload Impact
There is no anticipated increase in workload impacts.
Cost Recovery Options
Pursuant to Arizona Revised Statute §41-704, ADOA will reimburse costs on an annual basis 
associated with the fiye-year AT&T managed services contract through the Arizona 9-1-1 program.

RESOLUTION OF THE CITY OF SCOTTSDALE, MARICOPA COUNTY, 
ARIZONA AUTHORIZING THE ACCEPTANCE OF A GRANT FROM THE 
ARIZONA STATE DEPARTMENT OF ADMINISTRATION ARIZONA 9-1-1 
GRANT PROGRAM IN THE AMOUNT OF $313,582.
WHEREAS, the City of Scottsdale operates a public safety answering point (PSAP) for 
emergency telecommunications, colloquially known as 9-1-1- services; and
WHEREAS, the Arizona State Department of Administration Arizona 9-1-1 Grant 
Program, per Arizona Revised Statutes §41-704, makes funds available to local jurisdictions 
for operation of PSAPs for which the City of Scottsdale is eligible; and
WHEREAS, the grant, if awarded, is expected to be in the amount of $313,582 from 
the Arizona State Department of Administration Arizona 9-1-1 Grant Program per Arizona 
Revised Statutes § 41-704;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, 
Maricopa County, Arizona as follows:
Section 1. Authorize, if awarded, a grant from the Arizona State Department of 
Administration Arizona 9-1-1 Grant Program pursuant to Arizona Revised Statute §41-704 in the
