Review. Accept the Audit Committee’s recommendation and authorize continuation of the 
Veterans Advisory Commission.
BACKGROUND
At its February 27, 2026 meeting, the Audit Committee voted (3-0) to recommend continuation 
of the Veterans Advisory Commission.
In September 2011, the City Council adopted Resolution No. 8823 establishing a Sunset 
Review process for its boards and commissions. This resolution directed the Audit Committee 
to develop a schedule for reviewing the city’s boards and commissions to evaluate Whether:
a) The reviewed board or commission is serving its intended purpose;
b) The purpose should be maintained or modified; and
c) The purpose has been served or is no longer required.
Subsequently, the Audit Committee is to recommend to the City Council whether to continue 
or terminate the reviewed board or commission.
The Audit Committee confirmed its review process and adopted the current Sunset Review 
schedule in May 2024, with the goal of reviewing each applicable board or commission once 
every three years. The adopted process requires the City Auditor to notify each board or 
comrnission and its staff liaison of the scheduled review. The City Auditor also collects 
background information on the board or commission, including its purpose as stated in City 
Code, its annual reports and other information as requested by the Audit Committee, Council 
or otherwise deehied relevant. Public commentniay also be provided to the Audit Committee 
at the scheduled meeting, in written format, or through other means.
For the current: review schedule, the Audit Committee has completed 12 Sunset Reviews, 
which are listed on page 2.

ANALYSIS & ASSESSMENT
Policy Implications
As provided in Scottsdale Revised Code §2-333, this commission’s purpose is to:
(1) Advise the City Council by making recommendations on military veteran programs, 
policies and practices designed to improve the quality of life for veterans;
(2) Educate the community on the status of military veterans’ rights, needs and contributions 
to our community;
(3) Recommend ways to strengthen existing services for military veterans while pursuing the 
creation of new program and service opportunities;
(4) Assist in creating and supporting a community connection point to inform, guide and 
direct military veterans seeking personal and professional enhancement services that may 
include education, mentoring, workforce support, and health and wellness; and
(5) Advise and make recommendations on other issues and matters relating to military 
veterans as the City Council may direct.
Community Involvement
Continuation of this commission allows its seven members to directly participate in advising
the Council on veterans matters. As well, this Commission allows additional public
participation from Scottsdale citizens and others through its regularly scheduled public
meetings.
RESOURCE IMPACTS 
Staffing, Workload Impact
If continuation is approved, existing city staff will continue supporting this commission in 
meeting its purpose. This support includes serving as staff liaison to schedule and coordinate

commission meetings, presenting staff recommendations, maintaining commission records 
and other such duties. Currently, Senior Director of Communications Holly Peralta supports 
the Veterans Advisory Commission.

Accept the Audit Committee’s recommendation and authorize continuation of the Veterans 
Advisory Commission.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE, 
ARIZONA, DIRECTING THE AUDIT COMMITTEE TO DEVELOP A 
SCHEDULE FOR THE PERIODIC REVIEW OF BOARDS AND 
COMMISSIONS AND AUTHORIZING THE AUDIT COMMITTEE TO 
REVIEW BOARDS AND COMMISSIONS PURSUANT TO THE 
ESTABLISHED SCHEDULE AND MAKE RECOMMENDATIONS TO 
THE COUNCIL REGARDING THE CONTINUATION OR 
TERMINATION OF THE BOARDS AND COMMISSIONS REVIEWED.
WHEREAS, pursuant to Ordinance Nos. 2236, 2304, 2480 and Division 6 Of Chapter 2, 
Article III of the Scottsdale Revised Code, Section 2-118, the City Council established the Audit 
Committee to consult with the City Auditor regarding technical issues, to work to assure 
maximum coordination between the work of the City Auditor and the needs of the City Manager 
and other charter officers and to perform other duties as required or directed by the City 
Council; and
WHEREAS, the City Council desires to establish a schedule for the periodic review of 
the City’s boards and commissions to determine whether the boards and commissions are 
meeting their intended purpose and whether to continue or terminate such boards and 
commissions;
follows:
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, as
Section 1. The City Council hereby authorizes and directs the Audit Committee to perform 
the following duties pertaining to the City’s boards and commissions;
a) 
Develop a schedule for reviewing the City’s boards and commissions;
b) 
Review the City’s boards and commissions in accordance with the established 
schedule;
c) 
Evaluate whether each board and commission reviewed is serving its intended 
purpose; \whetherthe purpose of each board and commission should be maintained 
or modified; and whether the purpose of each board and commission has been 
served or is no longer required; and
d) 
Submit to the City Council its recommendations regarding whether to continue or 
terminate each board and commission reviewed.
Section 2. Notwithstanding Section 1 of this Resolution, the City Council may terminate a 
board or commission at any time.

Sept. 4, 2024 Presentation and discussion of state and federal veterans’ legislation and the 
city’s legislative agenda. The commission approved recommending that this 
statement be added to the city’s legislative agenda: "Support state and federal 
legislation that increases the number of programs and benefits for veterans."
Oct. 2, 2024 Presentation and discussion of the 2024 Scottsdale Salutes recognition
program and the city’s annual Veterans Day commemoration, and the city’s 
receipt of a certificate of appreciation from the U.S. Vietnam War 
Commemoration.
Nov. 6, 2024 Presentation and discussion of November recognition programs and plans for 
upcoming veterans’ recognition.
Dec. 4, 2024 Presentation and discussion about veteran recognition events held in

Additional Efforts
o Per the adopted VAC Work Plan, the commission continued to support staff in maintaining 
the Veterans section of the city website and provided support and input for Scottsdale 
Salutes program.

The Commission worked with staff to create and host a Vietnarh Veterans Thank You Event 
that was attended by several hundred members of the public and earned many notes of 
thanks from those who attended.
• 
Scottsdale Salutes concluded another successful year, recognizing more than 40 local 
veterans on street light banners and hosting more than 100 at a thank you reception.
The Commission proudly presented to the City Council a certificate of recognition as a "Top 
Performer" from the U.S. Vietnam War Commemoration.

Additional Efforts
• Per the adopted VAC Work Plan, the commission continued to support staff in maintaining 
the Veterans section of the city website, and Commissioner Palmer completed work on a 
Veterans Quality of Life Manual that is now provided via the site as well.

• The commission initiated the Scottsdale Salutes program and supported it with guidance 
and nominations, which culminated in a very successful program including a reception for 
those being honored that was attended by more than 80 people.
In response to a last-minute request, Veterans Advisory Commission chair Steven Jackson 
was joined by fellow VAC commissioners Mark Ashley, Andrew Edwards and Pete Palmer 
who pinned American flags on veterans at the Revel Scottsdale retirement community for 
Veterans Day; this was in addition to supporting the city’s annual Veterans Day 
Commemoration.

proved difficult with limited resources, but staff will adjust and continue the effort.

reflect ongoing priorities.

Upcoming Opportunities, Challenges, or Outcomes:
The Scottsdale Salutes program was a successful initiative to publicly thank and celebrate the 
community’s veterans. The program is planned to become an annual commemoration in the month 
of November to coincide with Veterans Day, and the commission has discussed ideas about 
extending the length of time banners can be flown, and whether a more permanent 
location/installation is feasible.
