I Item 12 ClTyjBQUNCll REPORT + >r Meeting Date: Charter Provision: Objective: ACTION 03/24/2026 Provide for the orderly government and administration of the affairs of the City Chief Fiscal Officer Designation Designate the City Treasurer as City of Scottsdale’s Chief Fiscal Officer for the Fiscal Year 2026/27 Annual Expenditure Limitation Report. Adopt Resolution No. 13634 designating the Chief Fiscal Officer for officially submitting the Fiscal Year 2026/27 Expenditure Limitation Report to the Arizona Auditor General. BACKGROUND Arizona Revised Statutes (A.R.S.) § 41-1279.07(E) requires that the governing body of each county, city, town, and community college district annually provide to the Auditor General by July 31 the name of the Chief Fiscal Officer (CFO) the governing body has designated to officially submit the current year’s annual expenditure limitation report (AELR) on the governing body’s behalf. The statute also requires that the governing body notify the Auditor General of any changes of individuals designated to file the required reports that occur midyear, which requires an updated, signed resolution. The Auditor General provides a resolution template for cities, towns, counties, and community college district governing bodies to use to satisfy this obligation. City Council must adopt this resolution annually and when any changes occur midyear, designating the CFO to submit that fiscalyear’s AELR. The signed resolution must then be submitted to the Auditor General’s Office. Adopting Resolution No. 13634 will designate Sonia Andrews, City Treasurer/Chief Financial Officer, as the City’s CFO for purposes of submitting the fiscal year 2026/27 AELR to the Arizona Auditor General’s Office on the City Council’s behalf. ANALYSIS & ASSESSMENT A.R.S. §41-1279.07 requires cities and towns to submit an AELR, an accountants’ report on the AELR, and audited financial statements to the Auditor General by March 31 after the end of the fiscal year being reported. Action Taken _ City Council Report | Designate City Treasurer as CFO for FY 2025/26 Annual Expenditure Limitation Report A.R.S. § 41-1279.07(E) requires a city’s or town’s governing body (city or town council) to designate a chief fiscal officer to officially submit the AELR on the governing body’s behalf by July 31“' of the fiscal year being reported. If a new CFO is appointed midyear, cities and towns must submit an updated, signed resolution approved by its council designating the Chief Fiscal Officer. OPTIONS & STAFF RECOMMENDATION Staff recommends Council adopt Resolution No. 13634 designating Sonia Andrews, the City Treasurer/Chief Financial Officer, as the City’s Chief Fiscal Officer for officially submitting the Fiscal Year 2026/2027 Expenditure Limitation Report to the Arizona Auditor General. WHEREAS, A.R.S. § 41-1279.07(E) requires each county, city, town, and community college district to annually provide to the Auditor General by July 31 the name of the Chief Fiscal Officer the governing body designated to officially submit the current year’s annual expenditure limitation report (AELR) on the governing body’s behalf; WHEREAS, the City of Scottsdale (City) Mayor and Council (Council) desires to designate Sonia Andrews, the City Treasurer/Chief Financial Officer, as the City’s Chief Fiscal Officer for purposes of submitting the fiscal year 2026/27 AELR to the Arizona Auditor General’s Office; WHEREAS, entities must submit an updated form and documentation for any changes in the individuals designated to file the AELR; and NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF SCOTTSDALE, ARIZONA, as follows: Section 1. The recitals above are hereby incorporated as if fully set forth herein. Section 2. Sonia Andrews, the City Treasurer/Chief Financial Officer, is hereby designated as the City’s Chief Fiscal Officer for purposes of submitting the fiscal year 2026/27 AELR to the Arizona Auditor General’s Office on the governing body’s behalf. Section 3. The City Treasurer is hereby authorized to execute such other documents and take such other actions as are necessary to carry out the intent and purpose of this Resolution.
