Adopt Resolution No. 13589:
1. Authorizing the City to enter into an Intergovernmental Agreement, Contract 2020-010-COS- 
Al with Maricopa County, the cities of Avondale, Chandler, Glendale, Peoria, Surprise, 
Tempe, The Town of Gilbert and the City of Goodyear to continue to operate as a 
consortium to receive federal funding under the HOME Investment Partnership Program.
2. Authorize the City Manager or his designee to execute any other documents and take such 
other actions as necessary to carry out the intent of the Resolution.
BACKGROUND
The HOME Investment Partnership Program (HOME) was signed into law as Title II of the Craston 
Gonzalez National Affordable Housing Act in 1990. The HOME Program helps to expand the supply 
of decent, affordable housing for low and very-low-income families by providing grants to States 
and local governments referred as participating jurisdictions.
HOME Funds are federal housing assistance block grants and are available to the City of Scottsdale 
because of participation in the Maricopa County HOME Consortium. The Consortium is a direct 
recipient of federal HOME funds through the U.S. Department of Housing and Urban Development 
(HUD). The HOME Consortium has been comprised of the Cities of Scottsdale, Avondale, Chandler, 
Glendale Peoria, Surprise, Tempe, the Town of Gilbert and Maricopa County.
Scottsdale became a member of the HOME Consortium on January 25, 2005, through Resolution 
No. 6597.
Scottsdale's HOME Program has supported a wide range of affordable housing through partnerships 
with non-profit entities. Central to HOME funds, they are intended to expand nonprofit capacity 
and leverage private sector participation in affordable housing. This dual focus helps ensure long­
term sustainability and broader community impact. Scottsdale has added more than twenty (20) 
long-term housing opportunities and developed Tenant Based Rental Assistance (TBRA) programs 
through the use of these funds.

The HOME Program requires agencies receiving HOME funds to provide a match in the amount of 
twenty-five (25) percent of the total HOME award. A match, either in cash or in-kind is a 
contribution from a non-federal source and must go towards housing that meets HOME Program 
rules. Typical uses of HOME funds include homeownership, single-family and multi-family housing 
acquisition, rehabilitation, new construction and tenant-based rental assistance.
On February 18,2020, the Mayor and City Council through Resolution No. 1167 entered into an 
Intergovernmental Agreement through Contract No. 2020-010-COS to continue to operate as a 
consortium and received federal funding. Through this amended Intergovernmental Agreement, 
Contract No. 2020-010-COS-A1, the City of Goodyear would be added to the Maricopa County 
HOME Consortium.
IMPACT ANALYSIS 
Staffing, Workload Impact
No additional staffing is required to administer the HOME Program.
Available Funding
The Consortium requires each Consortium member to enter an IGA to receive funding for HOME 
activities. This Intergovernmental Agreement has no financial impact on FY 25/26 adopted 
operating budget.
OPTIONS & STAFF RECOMMENDATION
Recommended Approach 
Adopt Resolution No. 13589:
1. Authorizing the City to enter into an Intergovernmental Agreement, Contract 2020-010-COS- 
A1 with Maricopa County, the cities of Avondale, Chandler, Glendale, Peoria, 5urprise, 
Tempe, The Town of Gilbert and the City of Goodyear to continue to operate as a

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE, MARICOPA 
COUNTY, ARIZONA, APPROVING THE FIRST AMENDMENT TO THE 
INTERGOVERNMENTAL AGREEMENT, CONTRACT NO. 2020-101-COS-A1, 
WITH THE MARICOPA COUNTY, THE CITIES OF AVONDALE, CHANDLER, 
GLENDALE, PEORIA, SURPRISE, AND TEMPE AND THE TOWN OF GILBERT, TO 
ADD THE CITY OF GOODYEAR AS A PARTY TO THE AGREEMENT AND TO 
CONTINUE OPERATING AS A CONSORTIUM TO RECEIVE FEDERAL FUNDING 
UNDER THE HOME INVESTMENT PARTNERSHIPS PROGRAM.
WHEREAS, Arizona Revised Statutes Sections 11-951 to 11-955 provide that public agencies may 
enter into intergovernmental agreements for the provision of services or for joint or cooperative action;
WHEREAS, Article 1, Section 3-1 of the City Charter of the City of Scottsdale ("City”) authorizes 
the City to enter into intergovernmental agreements with various public agencies, including subdivisions of 
the State;
WHEREAS, the U.S. Department of Housing and Urban Development (“HUD”) permits units of 
general local government to form consortia for the purpose of qualifying as a Participating Jurisdiction under 
the HOME Program pursuant to 24 CFR Part 92;
WHEREAS, the Maricopa Horne Consortium has been recognized by HUD as a HOME Consortium 
and has entered into a three-year Consortium Agreement approved by HUD;
whereas, the City of Goodyear desires to join the Consortium and participate in the HOME 
Program through the Consortium, and has negotiated an amendment to the Consortium Agreement to add 
Goodyear as a member; and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, Maricopa County, 
Arizona, as follows:
Section 1. The City Council hereby authorizes, approves, and directs the Mayor to execute, on 
behalf of the City, Contract No. 2020-101-COS-Al, the first amendment to - the consortium 
intergovernmental agreement between the City, Maricopa County, the cities of Avondale, Chandler, 
Glendale, Peoria, Surprise, and Tempe, and the Town of Gilbert and further authorizes execution of the 
First Amendment to the Consortium Agreement adding the City of Goodyear as a member.
Section 2. The City Council hereby authorizes the City Manager or his designee to execute any 
other documents and take such other actions as are necessary to carry out the intent of this Resolution.

AMENDMENT TO 
MARICOPA HOME CONSORTIUM 
INTERGOVERMENTAL AGREEMENT
This Amendment to the HOME Consortium Intergovernmental Agreement (“IGA”) (C-22-20-033- 
3-00) is entered into by and among the existing members of the MARICOPA HOME 
CONSORTIUM and the CITY OF GOODYEAR, effective February 25. 
2026.
WHEREAS, the MARICOPA HOME CONSORTIUM was established pursuant to 24 CFR Part 92 
and HUD Notice CPD-13-002, and has been recognized by the U.S. Department of Housing and 
Urban Development (“HUD”) as a Participating Jurisdiction under the HOME Investment 
Partnerships Program; and.
WHEREAS, one local government entity must be designated to act as a representative for all 
member local governments for the purpose of the HOME Program; and,
WHEREAS, Maricopa County (“County”) is designated as the Lead Agency of the Maricopa 
HOME consortium; and,
WHEREAS, the CITY OF GOODYEAR desires to join the Consortium and has adopted a 
resolution of its governing body authorizing participation in the Consortium; and,
WHEREAS, the Consortium members agree to accept CITY OF GOODYEAR as a member, 
subject to HUD approval, and to amend the IGA accordingly; and,
NOW, THEREFORE, as pursuant to Paragraph 1., subparagraph (b) of the Intergovernmental 
Agreement, as executed by the parties, the parties agree to amend the IGA as follows:
1. 
Addition of New Member:
The CITY OF GOODYEAR is hereby added as a member of the Consortium, with all rights, 
responsibilities, and obligations set forth in the Agreement and applicable HUD 
regulations.
2. 
Term:
The term of this Amendment shall be coterminous with the existing Consortium 
Agreement, expiring JUNE 30, 2026 unless renewed in accordance with HUD 
requirements.
3. 
Lead Entity Responsibilities:
MARICOPA COUNTY shall continue to serve as the lead entity and assume responsibility 
for compliance with HOME program requirements on behalf of all Consortium members, 
including the newly added member.

4. Countetparts. Separate Signature pages:
This Agreement may be executed in any number of counterparts or using separate 
signature pages. Each such executed counterpart and each counterpart to which such 
signature pages are attached shall be deemed to be an original instrument, but all such 
counterparts together shall constitute one and the same instrument. A signed copy of this 
Agreement delivered by facsimile, e-mail or other means of electronic transmission shall 
be deemed to have the same legal effect as delivery of an original signed copy of this 
Agreement.
The parties certify that this Amendment; together with the resolutions of the governing bodies of 
the Consortium members, satisfies the requirements of 24 CFR Part 92 and HUD Notice CPD- 
13-002.
