Dear Mayor Borowsky and Mcmbcni of the City Council,
We are writing as concerned residents to propose revisions to the City's Code of Cthicul 
Behavior (Scottsdale Uevised Code §§ 2-47—2-S8) to strengthen public trust in decision- 
inuking processes, particularly for development projects. Recent discussions and decisions 
highlight the need for immediate clearer rules on campaign contributions, which currently do not 
bigger automatic recusal despite potential perceptions of influence.
To addre.ss this, we suggest adopting an amending ordinance (below) that revises .Section 2- 
49(b) to deHnc "substantial interest" as including aggregate campaign conti'ihulions over 
$250 with a 12-month lookback seems to be the most common and popular parameters 
from parties (e.g., builders, developers, architects, lawyers, and any parties associated with, 
or related to family members as.sociatcd with the project) for decisions involved in pending 
city matters. This would require imnicdiate recusal, public disclosure, and e.xelusion from 
related discussion.s/votes—aligning with state law while going further to prevent conllict.s.

Francisco, San Jose, San Antonio, San Diego, Dallas, Boston, DC, N.ashville, Portland, Vegas, 
Henderson, Detroit, Memphis, Louisville, Baltimore, Albuquerque, Milwaukee, 'fucson, Fresno, 
Mesa, K.C. Atlanta, Colorado Springs, Long Beach, Raleigh, Miami, Virginia Beach, Tulsa, 
Bakersfield, Wichita, Tampa, NOLA, Cleveland, Anaheim, Honolulu, St. Paul, Cincinnati, Chula 
Vista, Buffalo, St. Petersburg, Madison. Fort Wayne, and others too numerous to mention.
This is easy. This is necessary, now more than ever. This is transparency in action.
This change could be initiated via a Council resolution directing the City Attorney to refine 
and schedule it fur hearings. It promotes transparency without overly restricting political 
speech, and public workshops would allow broad input. Please place this on a .lanuary 2026 
agenda.

ORDINANCE NO.
AN ORDINANCE AMENDING THE CITY OK
SCOTTSDALE CODE OF ETHICAL BEHAVIOR TO REQUIRE RECUSAL WHEN 
CAMPAIGN CONTRIBUTIONS CREATE A CONFLICT OF INTEREST
BE IT ORDAINED by the Council of the City of Scott.sdale a.s follows:
Section 1. Scottsdale Revised Code § 2-49(b) is amended by adding a new subsection (3) to 
read;
(3) Campaign contribution conflict. A city official shall have a conflict of interest requiring 
full recusal if, within the preceding twenty-four (24) months, the official or the official’s 
campaign committee has accepted campaign contributions totaling more than two hundred, fifty 
dollars ($250) from any person or entity (or its officers, employees, or agents) with a 12-month 
lookback, that is a party to, or has a direct financial interest in, or related to a family member 
who has lies to a matter pending before the city that is subject to an official action by that 
official. Upon identifying such a conflict, the official shall immediately;
Refrain from all participation in the matter.
Publicly disclose the conflict on the record, and 
Leave the dais/mceting room during discussion and vote.
Section 2. Severability, effective date, and publication provisions as standard.
