Job Order Contracts (JOC) for Vegetation Management and Wildland Fire Fuel Reduction Services.
Adopt Resolution No. 13570 authorizing Job Order Contract (JOC) No. 2024-019-COS-A1 with
ArborWorks Arizona, LLC, Contract No. 2024-020-COS-A1 with Artistic Land Management, Inc. and
2024-021-COS-A1 with Birrueta Reforestation, Inc., each for a one-year time extension in an amount
not to exceed $2,000,000 annually per contract, for Vegetation Management and Wildland Fire Fuel
Reduction Services in and around the City of Scottsdale on an "as needed" basis.
BACKGROUND
The purpose of this action is to authorize the first ofthree possible one-year extensions allowed under
the terms of the City's active JOCs with ArborWorks Arizona, LLC, Artistic Land Management, Inc. and
Birrueta Reforestation, Inc.
Since approval Of these JOCs in January 2024, ArborWorks Arizona, Artistic Land Management and
Birrueta Reforestation have provided timely, high quality, and cost-effective services for the City on
a number of projects. These have included the Pima Road and Stage Coach Pass Road Fire Fuels
Treatment, the Trailhead Parking Vegetation Management and the Sonoran Heights Community Fire
Mitigation.
For each Job order, the JOC contractor will be available to work with Transportation and Infrastructure
staff throughout civil project design development, providing input on value engineering, cost
estimates, and construction schedules.
No unencumbered funds will roll over from the previous year of the contract into the new year. For
larger individual construction projects, staff will continue to select contractors using either low-bid or
other qualification-based (Construction Manager at Risk or Design Build) selection procedures and
seek Council approval for individual construction contracts.
The maximum annual aggregate limit of $2,000,000 per contract is consistent with anticipated
requirements that would be suitable for execution using these contracts over the next year.

ANALYSIS & ASSESSMENT
Community Involvement
Staffwill continuetouse the samecommunity involvement and notification proceduresfor job orders
issued under this contract that are used when projects are constructed using other procurement
methods.
Community involvement for each individual job order will be coordinated with the sponsoring Division
as design progresses.
RESOURCE IMPACTS
Available funding
Award of this contract does not encumber any City funds. Funds for individual job orders issued under
these contracts are available in various CIP projects. Available operational funding may also be used
to perform constructibn work using this contract.
Staffing, Workload Impact
The contract administrator, responsible for enforcing al| contract provisions, will be Melanie Gibson,
Project Coordinator in Transportation and Infrastructure. Existing city staff will coordinate contractor
activities and provide on-site inspection of work.
OPTIONS & STAFF RECOMMENDATION
Recommended Approach:
Adopt Resolution No. 13570 authorizing Job Order Contract (JOC) No. 2024-019-COS-A1 with

Proposed Next Steps:
Following approval of the three (3) JOC contract modifications, individual projects identified for
execution will be awarded under the terms of the contracts.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE.
MARICOPA COUNTY. ARIZONA AUTHORIZING JOB ORDER CONTRACT
NO. 2024-019-COS-A1 WITH ARBORWORKS ARIZONA. LLC. CONTRACT
NO. 2024-020-COS-A1 WITH ARTISTIC LAND MANAGEMENT. INC. AND
CONTRACT NO. 2024-021-COS-A1 WITH BIRRUETA REFORESTATION. INC..
EACH FOR A ONE-YEAR TIME EXTENSION OF AN EXISTING CONTRACT
FOR VEGETATION MANAGEMENT AND WILDLAND FIRE FUEL
REDUCTION SERVICES WITH AN ANNUAL CONTRACT AMOUNT NOT TO
EXCEED $2,000,000 PER CONTRACT.
WHEREAS, the City desires to extend existing Job Order Contracts for Vegetation
Management and Wildland Fire Fuel Reduction Services, which include mechanical and
chemical treatments such as wildland fire fuel reduction projects and treatments of invasive
plants throughout the City of Scottsdale on an "as needed” basis; and
WHEREAS, these extensions are for the first of three (3) possible one-year extensions,
after the completion of the original two-year term of each respective Job Order Contract; and
WHEREAS, ArborWorks Arizona. LLC, Artistic Land Management, Inc. and Birrueta
Reforestation, Inc. are qualified to continue rendering the services desired by the City.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale as
follows;
Section 1. The Mayor is hereby authorized and directed to execute Job
Order Contract No. 2024-019-COS-A1 with ArborWorks Arizona, LLC, Contract No. 2024-020-
COS-A1 with Artistic Land Management, Inc. and Contract No. 2024-021-COS-A1 with Birrueta
Reforestation, Inc., each for a one-year extension of an existing contract for Vegetation
Management and Wildland Fire Fuel Reduction Services with an annual contract amount not to
exceed $2,000,000 per contract.

MODIFICATION TO JOB ORDER CONTRACTING SERVICES
THIS CONTRACT MODIFICATION (the “Modification") made and entered into this 13th
day of January 2026, between the City of Scottsdale, an Arizona municipal corporation (the
“City"), and ArborWorks Arizona, LLC, a California limited liability company (the “Contractor”),
amending the Contract dated January 9, 2024 between the City and the Contractor.
RECITALS:
The Mayor of the City of Scottsdale is authorized and empowered by provisions of the
City Charter to execute Contracts and Contract Modifications; and
Two (2) years of the authorized five (5) years under the Contract have been used and
the City desires to extend by one (1) year, the term of the original Job Order Contract No. 2024-
019-COS for Vegetation Management and Wildland Fire Fuel Reduction Services, in
accordance with the terms of the original Contract; and
The City and the Contractor now desire to extend and modify the Contract in accordance with
the terms outlined in this Modification.
IN CONSIDERATION of the Parties’ mutual promises and obligations herein, the City
and the Contractor hereby agree as follows:
