BACKGROUND
At its December 12,2025 meeting, the Audit Committee voted unanimously (2-0) to 
recommend continuation of the Human Services Advisory Commission.
In September 2011, the City Council adopted Resolution No. 8823 establishing a Sunset 
Review process for its boards and commissions. This resolution directed the Audit Committee 
to develop a schedule for reviewing the City’s boards and commissions to evaluate whether:
a) The reviewed board or commission is serving its intended purpose;
b) The purpose should be maintained or modified; and
c) The purpose has been served or is no longer required.
Subsequently, the Audit Committee is to recommend to the Council whether to continue or 
terminate the reviewed board or commission.
The Audit Committee confirmed its review process and adopted the current Sunset Review 
schedule in May 2024, with the goal of reviewing each applicable board or commission once 
every three years. The adopted process requires the City Auditor to notify each board or 
commission and its staff liaison of the scheduled review. The City Auditor also collects 
background information on the board or commission, including its purpose as stated in City 
Code, its annual reports and other information as requested by the Audit Committee, Council 
or otherwise deemed relevant. Public comment may also be provided to the Audit Committee 
at the scheduled meeting, in written format, or through other means.
For the current review schedule, the Audit Committee has completed nine Sunset Reviews, as 
listed on page 2.

ANALYSIS & ASSESSMENT
Policy Implications
As provided in Scottsdale Revised Code §2-279, the Human Services Advisory Commission’s 
purpose is to advise the City Council on improving the city’s existing human services; planning 
and development of human services to address Scottsdale citizens’ needs; coordinating private 
agencies, city services and other governmental agencies delivering human services in Scottsdale; 
providing opportunities for citizen involvement and participation in the city’s human services 
programs and activities; and other human services issues and matters as the City Council may 
direct.
Further, the commission shall review and make recommendations to the City Council on funding 
applications made by organizations seeking to provide housing and human services programs, 
activities, or services to benefit Scottsdale and its residents. Funding sources for which the 
commission is to review and provide recommendations include but are not limited to: Community 
Development Block Grant (CDBG), home investment partnerships program (HOME), Scottsdale 
Cares, Scottsdale Community Endowment Fund, Herbert R. Drinkwater Youth Services Fund, and 
the City’s General Fund.
Community Involvement
Continuation of this commission allows its members to serve as an advisory board to the City 
Council on the city’s human services programs. Further, this commission allows additional public 
participation from Scottsdale citizens and others through its regularly scheduled public meetings.
RESOURCE IMPACTS 
Staffing, Workload Impact
If continuation is approved, existing city staff will continue supporting this commission in 
meeting its purpose. This support includes serving as staff liaison to schedule and coordinate 
commission meetings, presenting staff recommendations, maintaining commission records

and other such duties. Currently, Kira Peters, Human Services Director, provides support the 
Human Services Advisory Commission.

Accept the Audit Committee’s recommendation and authorize continuation of the Human 
Services Advisory Commission.

Alternatively, the Council may choose to terminate or modify the purpose of this commission.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE,
ARIZONA, DIRECTING THE AUDIT COMMITTEE TO DEVELOP A 
SCHEDULE FOR THE PERIODIC REVIEW OF BOARDS AND 
COMMISSIONS AND AUTHORIZING THE AUDIT COMMITTEE TO 
REVIEW BOARDS AND COMMISSIONS PURSUANT TO THE 
ESTABLISHED SCHEDULE AND MAKE RECOMMENDATIONS TO 
THE COUNCIL REGARDING THE CONTINUATION OR 
TERMINATION OF THE BOARDS AND COMMISSIONS REVIEWED.
WHEREAS, pursuant to Ordinance Nos. 2236, 2304, 2480 and Division 6 of Chapter 2, 
Article III of the Scottsdale Revised Code, Section 2-118, the City Council established the Audit 
Committee to consult with the City Auditor regarding technical issues, to work to assure 
maximum coordination between the work of the City Auditor and the needs of the City Manager 
and other charter officers and to perform other duties as required or directed by the City 
Council; and
WHEREAS, the City Council desires to establish a schedule for the periodic review of 
the City’s boards and commissions to determine whether the boards and commissions are 
meeting their intended purpose and whether to continue or terminate such boards and 
commissions;
NOW, THEREFORE. BE IT RESOLVED by the Council of the City of Scottsdale, as
follows:
Section 1. The City Council hereby authorizes and directs the Audit Committee to perform 
the following duties pertaining to the City’s boards and commissions:
ai) Develop a schedule for reviewing the City’s boards and commissions;
b) 
Review the City’s boards and commissions in accordance with the established 
schedule;
c) 
Evaluate whether each board and commission reviewed is serving its intended 
purpose; whether the purpose of each board and commission should be maintained 
Or modified; and whether the purpose of each board and commission has been 
served or is no longer required; and
d) 
Submit to the City Council its recommendations regarding whether to continue or 
terminate each board and commission reviewed.
Section 2. Notwithstanding Section 1 of this Resolution, the City Council may terminate a 
board or commission at any time.

Anticipated Key Issues:
• 
Rent and Utility Assistance Process Improvements; Improve the rent and utility 
assistance process to provide more timely support to qualified households in need.
• 
Homelessness and Homelessness Prevention: Continue to support the work as directed 
by city leadership associated with homelessness in Scottsdale.
o Respond to Scottsdale requests. ScottsdaleEZ is the City’s on-line reporting tool for the 
public to submit issues that they come across in the city that they are concerned about, 
o Assist Scottsdale community members that are at imminent risk of being homeless 
specifically families, seniors and veterans.
• 
Focus on Senior Services: Continue to work on enhancing Scottsdale Senior Services by 
focusing efforts on healthy food programs, d3mamic recreation opportunities, broadening 
the Dementia Friendly initiative and providing access to case management through Senior 
Center Case Worker teams.
Food Bank Expansion Project: Work to provide more effective and safe access to 
households that are food insecure will continue in 2025 as Human Services staff expand 
and optimize the main community food bank to the McKellips Warehouse location, while 
also providing limited emergency food bags through satellite locations at Vista del Camino, 
Granite Reef Senior Center, Via Linda Senior Center and Paiute Community Centers.
Future Significant Work Products:
A significant work product in 2025 will be implementing year one of the recently completed 
Human Services Strategic Plan. This work will impact the high priority areas to:
1. Increase awareness of the Human Services Department
2. Develop and maintain a highly skilled, motivated and productive workforce
3. Enhance and expand Senior Services programs and facilities
4. Create a Volunteer Program specific to Scottsdale Human Services
5. Strengthen collaborations with community partners to improve services to 
Scottsdale’s vulnerable populations

Strengthen the data organization, collection, and reporting practices within Human Services

The Human Services Advisory Commission commend the Human Services staff that work diligently 
to provide exceptional services for vulnerable populations and seniors, while also innovating with 
programs to minimize the impact of homelessness in our community. Under city leadership, a 
strategic planning initiative was undertaken with a questionnaire completed by 1,645 residents, 
along with offering 26 community focus groups. This initiative resulted in 5 high priority areas as 
addressed above in this report.
As commissioners, we continue to collaborate with city staff on many initiatives, including the key 
issues and work products identified above. We look forward to 2025 being a year to further 
innovate and address needs of our community to reduce the risks associated with vulnerable 
persons.

The Scottsdale Human Services Advisory Commission respectfully submits this report to update the City 
Council on our recent activities, ongoing impact, and strategic direction to better serve vulnerable 
populations across our city.
Commission Overview
The Human Services Advisory Commission advises city staff and leadership on critical areas of human 
services, including:
• Senior Services
• Home Delivered Meals
• Homeless Outreach and Prevention
■ Community Centers (Paiute and Vista Del Camino)
■ Career Center
• Food Bank
• Day Relief Services
• Opioid Settlement Funds
• Intervention Court
• Family Resource Center
• Housing and Community Assistance
We are unique among city commissions in that we also serve as the Housing Agency Governing Board, 
fulfilling a federal requirement to oversee HUD sponsored Housing Choice Vouchers (HCVs).
Current Needs and Community Impact
The needs of Scottsdale's vulnerable populations remain significant. Our community currently supports 
approximately 540 families through HUD Housing Choice Vouchers, with a waiting list of at least two 
years—a clear indicator of the urgent need for more affordable housing options especially for our senior 
and disabled residents.
Scottsdale Cares funding this year supported 436 unduplicated individuals with vital services including:
• Homelessness prevention and outreach (addressed through the Community Development Block
Grant)
• Youth and family support and crisis case management
• Emergency rental and legal assistance
• Services for individuals with intellectual disabilities, autism, and those who are neurodivergent 
With general fund support, we've ensured oversight and delivery of:
• 125 brown bag meals per month to seniors
■ Counseling and referral services for 75 low-income seniors
• Emergency shelter for victims of domestic violence
• Transportation services for homebound seniors
These services are essential in promoting stability, health, and well-being among Scottsdale's most at- 
risk residents.

Strategic Partnerships and Leadership
The Commission has worked collaboratively with city staff to develop and begin implementing a 
strategic human services plan. This includes deep engagement with non-profit and faith-based partners 
to enhance service delivery citywide.
We also reviewed, prioritized, and made formal recommendations on the allocation of public funding 
through Scottsdale Cares, CDBG, General Funds, SRPMIC, and Endowment funds. Notably, Scottsdale 
Cares has raised over $5 million over the past 30 years, a testament to our community's commitment to 
supporting local human service needs.
Future Focus Areas
As we look ahead, the Commission has identified the following strategic priorities:
• Strengthen partnerships between the city, non-profits, and faith-based organizations
• Oversee implementation of the city's human services strategic plan
• Advocate for increased support and contributions to Scottsdale Cares
• Raise public awareness around the challenges faced by vulnerable groups—especially
seniors and veterans
■ Continue to champion the needs of underserved populations through advocacy and 
accountability
