Item 13 CITY COUNCIL REPORT m mmi ♦* Meeting Date: General Plan Element: General Plan Goal: ACTION January 13,2026 Community Involvement Seek community-wide representation on issues Accept the Audit Committee recommendation for the Transportation Commission Sunset Review. Accept the Audit Committee’s recommendation and authorize continuation of the Transportation Commission. BACKGROUND At its December 12,2025 meeting, the Audit Committee voted unanimously (2-0) to recommend continuation of the Transportation Commission. In September 2011, the Council adopted Resolution No. 8823 establishing a Sunset Review process for its boards and commissions. This resolution directed the Audit Committee to develop a schedule for reviewing the City’s boards and commissions to evaluate whether: a) The reviewed board or commission is serving its intended purpose; b) The purpose should be maintained or modified; and c) The purpose has been served or is no longer required. Subsequently, the Audit Committee is to recommend to the Council whether to continue or terminate the reviewed board or commission. The Audit Committee confirmed its adopted process and adopted the current Sunset Review schedule in May 2024, with the goal of reviewing each applicable board or commission once every three years. The adopted process requires the City Auditor to notify each board or commission and its staff liaison of the scheduled review. The City Auditor also collects background information on the board or commission, including its purpose as stated in City Code, its annual reports and other information as requested by the Audit Committee, Council or otherwise deemed relevant. Public comment may also be provided to the Audit Committee at the scheduled meeting, in written format, or through other means. For the current review schedule, the Audit Committee has completed nine Sunset Reviews, which are listed on page 2. Action Taken. Community Involvement Continuation of the Transportation Commission allows its seven members to directly participate in Scottsdale’s government functions through serving as an advisory board to the Council on matters related to transportation. Further, this Commission’s duties specifically include providing a public forum for citizen comments and requests regarding transportation matters, which it does through its regularly scheduled public meetings. RESOURCE IMPACTS Staffing, Workload Impact If continuation is approved, existing City staff will continue supporting this Commission in meeting its purpose. This support includes serving as staff liaison to schedule and coordinate commission meetings, presenting staff recommendations, maintaining commission records and other such duties. Currently, Senior Transportation Planner Susan Conklu provides staff support forthe Commission. ARIZONA, DIRECTING THE AUDIT COMMITTEE TO DEVELOP A SCHEDULE FOR THE PERIODIC REVIEW OF BOARDS AND COMMISSIONS AND AUTHORIZING THE AUDIT COMMITTEE TO REVIEW BOARDS AND COMMISSIONS PURSUANT TO THE ESTABLISHED SCHEDULE AND MAKE RECOMMENDATIONS TO THE COUNCIL REGARDING THE CONTINUATION OR TERMINATION OF THE BOARDS AND COMMISSIONS REVIEWED. WHEREAS, pursuant to Ordinance Nos. 2236, 2304, 2480 and Division 6 of Chapter 2, Article III of the Scottsdale Revised Code, Section 2-118, the City Council established the Audrt Committee to consult with the City Auditor regarding technical issues, to work to assure maximum coordination between the work of the City Auditor and the needs of the City Manager and other charter officers and to perform other duties as required or directed by the City Council: and WHEREAS, the City Council desires to establish a schedule for the periodic review of the City's boards and commissions to determine whether the boards and commissions are meeting their intended purpose and whether to continue or terminate such boards and commissions; follows: NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, as Section 1. The City Council hereby authorizes and directs the Audit Committee to perform the following duties pertaining to the City’s boards and commissions: a) Develop a schedule for reviewing the City’s boards and commissions; b) Review the City’s boards and commissions in accordance with the established schedule; c) Evaluate whether each board and commission reviewed is serving its intended purpose; whether the purpose of each board and commission should be maintained or modified; and whether the purpose of each board and commission has been served or is no longer required; and d) Submit to the Cify Council its recommendations regarding whether to continue or terminate each board and commission reviewed. Also, the Transportation Commission is to provide a public forum to hear citizen comments and requests regarding transportation matters. In summary, the Code further states that the Transportation Commission’s duties include but are not limited to: • Annually recommending to Council prioritized five-year and one-year transportation capital improvement programs, including an analysis of funding resources. Periodically, as appropriate, recommendingto Council a prioritized implementation program and updates for the transportation master plan. Periodically reviewing transportation-related plans and policy documents and providing appropriate comments and recommendations. Subcommittees: A Paths and Trails Sub-Committee was formed on March 18,2010, as a result of the updated Transportation Commission Ordinance approved by City Council on November 3,2009. The Sub-Committee consists of two Transportation Commissioners that are appointed by the Transportation Commission Chair, and two non-Commission members that are appointed by City Council. The Paths and Trails Sub-Committee was established to advise the Transportation Commission as a whole and provide a public forum for issues surrounding paths and trails. Ethics Training: Yes, all Commission Members completed online Ethics training prior to their first meeting of the year on January 16,2025. Selected Officers: Yes. The Transportation Commission appointed Commissioner Lall for Chair and Commissioner Miller for Vice-Chair. Upon Chair Lall’s term ending, Vice-Chair Miller was voted Chair and then Commissioner Wilcoxon was voted the new Vice-Chair. SCOTTSDALE TRANSPORTATION COMMISSION REPORT To: From: Subject: Meeting Date: Item in Brief Transportation Commission Nathan Domme, Transportation Planning Manager City of Scottsdale Strategic Transportation Safety Plan January 16, 2025 Action: Approve proposed calendar for Transportation Commission Meeting items to review the Strategic Transportation Safety Plan Purpose: Provide an overview of the progress made so far in the current effort to develop a Strategic Transportation Safety Plan and present the transportation commission schedule for future action items about the Strategic Transportation Safety Plan. This is an informational item only, and an opportunity for questions and answers will follow the presentation. Receive the Transportation Commission’s concurrence on the calendar of Meeting Items. Background: The Scottsdale Transportation and Streets Department is currently developing a citywide Strategic Transportation Safety Plan to guide safety improvements, programs, and strategies for all transportation modes, especially for the most vulnerable users. The Plan focuses on creating policies to help improve safety in several key components, including Workforce in the Right of Way, development of the High Injury Network, Education, Enforcement, and countermeasures identification. City staff and the consultant have collected traffic and crash data and are currently analyzing the data to determine the results. Upcoming Transportation Commission Schedule: Staff proposes the nine action items to several transportation commission meetings to provide sufficient opportunities to develop and review the Strategic Transportation Safety Plan. A series of meetings are provided belowforthe Commission members’ consideration. February 20th Meeting: Item 1: Common Practices and Department’s Successes. Staff and a consultant will present the draft common practices document. This document identifies best practices by other cities and regional partners. Staff will also present on practices the city of Scottsdale has eonducted over the past twenty years and how they have been effective. March 20th Meeting: Item 2: Initial Goals and Policies Discussion. Staff and consultants will present goals and policies demonstrating a safety commitment. Including the following components: • An Education Component (public safety messaging) • An Enforcement Component • Evaluation tools to monitor progress • Workforce Safety in the Right-of-way • Build off our program successes We aim to reduce the likelihood of traffic crashes resulting in fatal or serious injuries. Staff and the consultant will present the Crash Data Analysis and ultimately develop a high-injury network. This will include identifying intersections, segments, and corridors that exhibit possible safety issues. Item 4: Strategies/Countermeasure Identification. Staff and the consultant will present Safety Countermeasures and Solutions identified in the Plan. May 15th Meeting: Item 5: Education Component. Staff will present policies to enhance public outreach and safety education material. This will include coordination with other departments and possible programs for Safe Routes and Safe Routes to Schools. June 19th Meeting: Item 6: Workforce Safety. Staff will present strategies to improve safety for work in the right-of- way. August 21st Meeting: Item 7: Enforcement/Emergency Responders. Staff will present of strategies to improve speeding prevention and coordination with police. This effort will also include possible partnering strategies to help prevent terrorist attacks in the street environment with our numerous events. October 16th Meeting: Item 8: First Draft. Staff and the consultant will compile all items, transportation commission comments, and public outreach comments and present a draft of the entire Plan. Staff and the consultant will also present individual safety project prioritization and evaluation tools about the implementation of the Plan. March 2026 Meeting: Item 9: Final Document Review and approval with recommendations to Council.
