BACKGROUND
At its December 12,2025 meeting, the Audit Committee voted unanimously (2-0) to 
recommend continuation of the Transportation Commission’s Paths and Trails Subcommittee.
In September 2011, the Council adopted Resolution No. 8823 establishing a Sunset Review 
process for its boards and commissions. This resolution directed the Audit Committee to 
develop a schedule for reviewing the City’s boards and commissions to evaluate whether:
a) The reviewed board or commission is serving its intended purpose;
b) The purpose should be maintained or modified; and
c) The purpose has been served or is no longer required.
Subsequently, the Audit Committee is to recommend to the Council whether to continue or 
terminate the reviewed board or commission.
The Audit Committee confirmed its adopted process and adopted the current Sunset Review 
schedule in May 2024, with the goal of reviewing each applicable board or commission once 
every three years. The adopted process requires the City Auditor to notify each board or 
commission and staff liaison of its scheduled review. The City Auditor also collects 
background information on the board or commission, including its purpose as stated in City 
Code, its annual reports and other information as requested by the Audit Committee, Council 
or otherwise deemed relevant. Public comment may also be provided to the Audit Committee 
at the scheduled meeting, in written format, or through other means.
For the current review schedule, the Audit Committee has completed nine Sunset Reviews, 
which are listed on page 2.

ANALYSIS & ASSESSMENT
Policy Implications
This Subcommittee’s purpose, as provided in Scottsdale Revised Code §2-283, is to advise the 
Transportation Commission and provide a public forum for issues surrounding paths and trails. 
Specifically, the Paths and Trails Subcommittee is to evaluate existing and planned 
modifications and improvements for sidewalks; bicycle paths, lanes, and routes; equestrian 
paths; and pedestrian, bicycle and equestrian facilities (except those within the McDowell 
Sonoran Preserve) and provide recommendations to the Transportation Commission.
Community Involvement
Continuation of the Transportation Commission’s Paths and Trails Subcommittee allows its 
five members to provide a public forum for issues surrounding paths and trails and to advise 
the Transportation Commission.
RESOURCE IMPACTS
Staffing, Workload Impact
If continuation is approved, existing City staff will continue supporting this Subcommittee in 
meeting its purpose. This support includes serving as staff liaison to schedule and coordinate 
subcommittee meetings, presenting staff recommendations, maintaining subcommittee 
records and other such duties. Currently, SeniorTransportation Planner Susan Conklu 
provides staff support for the Paths and Trails Subcommittee.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE,
ARIZONA, DIRECTING THE AUDIT COMMITTEE TO DEVELOP A 
SCHEDULE FOR THE PERIODIC REVIEW OF BOARDS AND 
COMMISSIONS AND AUTHORIZING THE AUDIT COMMITTEE TO 
REVIEW BOARDS AND COMMISSIONS PURSUANT TO THE 
ESTABLISHED SCHEDULE AND MAKE RECOMMENDATIONS TO 
THE COUNCIL REGARDING THE CONTINUATION OR 
TERMINATION OF THE BOARDS AND COMMISSIONS REVIEWED.
WHEREAS, pursuant to Ordinance Nos. 2236, 2304, 2480 and Division 6 df Chapter 2, 
Article ill of the Scottsdale Revised Code, Section 2-118, the City Council established the Audit 
Committee to consult with the City Auditor regarding technical issues, to wot1( to assure 
maximum coordination between the work of the City Auditor and the needs of the City Manager 
and other charter officers and to perform other duties as required or directed by the City 
Council; and
WHEREAS, the City Council desires to establish a schedule for the periodic review of 
the City's boards and commissions to determine whether the boards and commissions are 
meeting their intended purpose and whether to continue or terminate such boards and 
commissions;
follows;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, as
Section 1. The City Council hereby authorizes and directs the Audit Committee to perform 
the following duties pertaining to the City's boards and commissions;
a) 
Develop a schedule for reviewing the City's boards and commissions;
b) 
Review the City’s boards and commissions in accordance with the established 
schedule;
c) 
Evaluate whether each board and commission reviewed is serving its intended 
purpose; whether the purpose of each board and commission should be maintained 
or modified; and whether the purpose of each board and comrriission has been 
served or is no longer required; and
d) 
Submit to the City Council its recommendations regarding whether to continue or 
terminate each board and commission reviewed.
Section 2. Notwithstanding Section 1 of this Resolution, the City Council rriay terminate a 
board or commission at any time.

The Paths and Trails Subcommittee’s purpose, as provided in Scottsdale Revised Code 
Sec. §2-283, subsections A(8) - (11), is to advise the Transportation Commission and 
provide a public forum for issues surrounding paths and trails.
More specifically, the Paths & Trails Subcommittee is to evaluate existing and planned 
modifications and improvements for sidewalks; bicycle paths, lanes, and routes; 
equestrian paths; and pedestrian, bicycle, and equestrian facilities (except those 
within the McDowell Sonoran Preserve) and provide recommendations to the 
Transportation Commission.
Attached are three Paths and Trails Subcommittee’s most recent annual reports, 
covering calendar years 2024, 2023, and 2022.
ACTION:
As stated in Resolution No. 8823, the Audit Committee is to evaluate whether the 
board or commission being reviewed is serving its intended purpose; whether the board 
or commission purpose should be maintained or modified; and whether the purpose 
has been served or is no longer required.

Subcommittees: Background: The Paths & Trails Subcommittee (formerly known as the Trails 
Sub-Committee] was formed on March 18, 2010 as a result of the updated Transportation 
Commission Ordinance approved by City Council on November 3, 2009. The Sub-Committee 
consisted of two Transportation Commissioners who are appointed by the Transportation 
Commission Chair, and two non-Commission members who are appointed by City Council. The 
Trails Sub-Committee was established to advise the Transportation Commission as a whole and 
provide a public forum for issues surrounding paths and trails outside of the boundary of 
Scottsdale’s McDowell Sonoran Preserve.
The Trails Sub-Committee at their meeting of December 6, 2013, and the Transportation 
Commission at their meeting of December 19, 2013, recommended that the City Council adopt a 
revised Ordinance No. 4148. At the City Council meeting of April 29, 2014, the Council adopted the 
Revised Ordinance No. 4148 that primarily changed the name of the Trails Sub-Committee to the 
"Paths & Trails Subcommittee” and increased the membership of the Paths & Trails Subcommittee 
to include a Parks & Recreation Commission representative.
Ethics Training: Yes. Online ethics training was completed by all Commissioners and 
Subcommittee Members prior to their first meeting of the year on February 6, 2025.
Selected Officers: Yes. At the Transportation Commission meeting on February 15, 2024, Lee 
Kauftheil was selected to be Chair and Kerry Wilcoxon was selected to be Vice-Chair.
Reviewed Bylaws/City Code: Yes. As noted above, the Trails Sub-Committee at their meeting of 
December 6, 2013, and the Transportation Commission at their meeting of December 19, 2013, 
recommended that the City Council adopt a revised Ordinance No. 4148. At the City Council

Subcommittees: Background: The Paths & Trails Subcommittee (formerly known as the Trails 
Sub-Committee] was formed on March 18, 2010 as a result of the updated Transportation 
Commission Ordinance approved by City Council on November 3, 2009. The Sub-Committee 
consisted of two Transportation Commissioners who are appointed by the Transportation 
Commission Chair, and two non-Commission members who are appointed by City Council. The 
Trails Sub-Committee was established to advise the Transportation Commission as a whole and 
provide a public forum for issues surrounding paths and trails outside of the boundary of 
Scottsdale’s McDowell Sonoran Preserve.
The Trails Sub-Committee at their meeting of December 6, 2013, and the Transportation 
Commission at their meeting of December 19, 2013, recommended that the City Council adopt a 
revised Ordinance No. 4148. At the City Council meeting of April 29, 2014, the Council adopted the 
Revised Ordinance No. 4148 that primarily changed the name of the Trails Sub-Committee to the 
"Paths & Trails Subcommittee" and increased the membership of the Paths & Trails Subcommittee 
to include a Parks & Recreation Commission representative.
Ethics Training: Yes. Online ethics training was completed by all Commissioners and 
Subcommittee Members prior to their first meeting of the year on February 6, 2024.
Selected Officers: Yes. At the Transportation Commission meeting on November 16, 2023 
Commissioner Lall was appointed as Chair and Commissioner Kauftheil was appointed to serve as 
members of the Path & Trails Subcommittee.
Reviewed Bylaws/City Code: Yes. As noted above, the Trails Sub-Committee at their meeting of 
December 6, 2013, and the Transportation Commission at their meeting of December 19, 2013, 
recommended that the City Council adopt a revised Ordinance No. 4148. At the City Council 
meeting of April 29, 2014, the Council adopted the Revised Ordinance No. 4148 that primarily 
changed the name of the Trails Sub-Committee to the "Paths & Trails Subcommittee" and increased 
the membership of the Paths & Trails Subcommittee to include a Parks & Recreation Commission 
representative.
