Item 2 RESOLUTION NO. 13583 A RESOLUTION OF THE COUNCIL OF THE CITY OF SCOTTSDALE, MARICOPA COUNTY, ARIZONA, FORMING THE DOWNTOWN TASK FORCE; DIRECTING THE CITY MANAGER TO PROVIDE SUPPORT FOR THE TASK FORCE; AND PROVIDING FOR DISSOLUTION OF THE TASK FORCE UPON COMPLETION OF THE TASK WHEREAS, the City Council of Scottsdale recognizes the importance of Downtown as a vital part of Scottsdale; and WHEREAS, the Council desires to form a task force to provide recommendations on improving the Downtown Character Area Plan and the Downtown marketing; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Scottsdale, Maricopa County, Arizona, as follows: Section 1. The Downtown Task Force is hereby formed, consisting of fifteen (15) members. Each Councilmember shall appoint two members to the Downtown Task Force, with the Mayor appointing the chair and two (2) additional members. Councilmembers shall name their appointments at or prior to the January 27, 2026, Council meeting. Task Force membership shall be limited to current or past downtown merchants/tenants, property owners that lease or rent to downtown merchants/tenants, hoteliers and others involved in the tourism industry. Appointments shall be representative of the Historic Old Town, the Fifth Avenue Shopping District, Entertainment District, the Arts District and the Tourism Industry. No aforementioned area shall have more than three (3) members. To ensure balanced representation, the Council shall coordinate appointments to meet the stakeholder composition described above. Councilmembers shall make appointments in order of seniority. Members shall serve at the pleasure of the appointing Councilmember and need not be residents of the City of Scottsdale. Section 2. The Downtown Task Force shall make recommendations to the City Council on revising and improving the Downtown Character Area Plan and the Downtown marketing effort to insure the best possible product. The Task Force will conduct community outreach on the Plan’s primary elements: 1) Land Use; 2) Character and Design; 3) Mobility; 4) Arts and Culture; 5) Economic Vitality; 6) Public Services and Facilities; and 7) Other issues that the Task Force deems relevant, such as preserving or enhancing the tourism draw of downtown. Resolution No. 13583 Page 1 of 2 Action Taken: Resolution No. 13583 FAILED by a vote of 2 to 5 Section 3. Before October 1,2026 the Downtown Task Force shall present to the City Council its findings and a recommended revised Downtown Character Area Plan and a Downtown Marketing Plan. Unless otherwise extended by City Council Resolution, the Downtown Task Force shall terminate the day after the presentations required by this section. Section 4. The City Manager is directed to provide the Task Force relevant staff, meeting space and other necessary resources for the Task Force to accomplish its charge. Section 5. The City Attorney and City Clerk are directed to work with the Task Force to ensure compliance with all public meeting and public records laws.
