Case Summary:
P-26-4-PZ: Proposed planned development 
rezoning of approximately 6.7 net acres 
currently zoned High Density Multiple-Family 
Residential (“RM-2”) to High Density Multiple-
Family Residential by Planned Development 
(“RM-2/PD”) to amend the development 
plans approved in Ordinance No. 1526 for the 
development of a 146 unit, 2 and 3-story 
apartment complex. 
The planned development is requested to 
allow a parking reduction of 27 spaces from 
the minimum parking requirement.

Public Input 
• The applicant has complied with the public notification requirements, including a sign 
posting, mail notification, and a newspaper posting. 
• A neighborhood meeting for the case was held at the Apache Junction Multi-
Generational Center on Wednesday, January 7, 2026. Six members of the public 
attended and asked questions regarding the site planning and concern with current 
issues of trespassing on the vacant property.
• Staff received e-mail correspondence from one city resident noting concerns with the 
site configuration, however this resident has also had a statement read to note support 
for the project in prior public hearings.
• The applicant provided 120 letters of support from local residents and business owners.

• On June 23, 2026, the Planning and Zoning Commission voted 7-0 to recommend the 
denial of P-26-4-PZ to the city council, noting concerns with the parking deviation, 
provision of green space & amenities, public outreach efforts, and neighborhood impact.
