CITY OF CHANDLER COUNCIL MEETING MINUTES 
Special Meeting 
Thursday, January 14, 2021 
 
INSTALLATION OF NEWLY ELECTED COUNCILMEMBERS AND INTRODUCTION OF GUESTS 
 
1. Councilmember Ellis  
 
MAYOR HARTKE noted that there were dignitaries from Haiti attending virtually in support of 
Councilmember Ellis.  
 
CHRISTINE ELLIS was joined by her family and was given the Oath of Office by Reverend Bradley Davis. 
 
2. Councilmember Stewart  
 
MARK STEWART was joined by his family and was given the Oath of Office by Pastor Victor Hardy.  
 
3. Councilmember Harris  
 
OD HARRIS was joined by his family and was given the Oath of Office by Dr. Charles Johnson. 
 
 
CALL TO ORDER OF THE NEW COUNCIL 
 
MINUTES OF THE SPECIAL MEETING OF THE HONORABLE MAYOR AND CITY COUNCIL OF THE CITY 
OF CHANDLER, ARIZONA, held on Thursday, January 14, 2021, in the Council Chambers, Council 
Conference Room, 88 E. Chicago Street, Chandler, Arizona 
 
THE MEETING WAS CALLED TO ORDER BY MAYOR KEVIN HARTKE AT 6:46 P.M.

ACTION 
 
1. 
Election of Vice Mayor 
 
Move that the Council elect a Vice Mayor of the Council with a term beginning January 15, 
 
2021, and ending January 13, 2022. 
 
MAYOR HARTKE MOVED TO ELECT MARK STEWART AS VICE MAYOR FOR A TERM BEGINNING 
JANUARY 15, 2021 AND ENDING JANUARY 13, 2022; SECONDED BY VICE MAYOR LOPEZ. 
 
MOTION TO ELECT MARK STEWART AS VICE MAYOR CARRIED UNANIMOUSLY (7-0) 
 
 
CURRENT EVENTS 
 
1. Mayor's Announcements 
 
MAYOR HARTKE thanked Vice Mayor Lopez for serving as Vice Mayor.  
 
MAYOR HARTKE announced a new program called CIVIC to introduce residents to how the City works 
and that there have been 68 people who have applied.  Mayor Hartke encouraged residents to serve 
on boards and commissions.  
 
2. Council's Announcements 
 
COUNCILMEMBER STEWART thanked his family for their support and was grateful to continue to serve 
the people of the community.  
 
COUNCILMEMBER HARRIS thanked his family for their support. Councilmember Harris said there is 
not one group of people who needs representation, but all people need representation and he would 
work to do that. Councilmember Harris said Council would do their best job to serve the residents of 
the City.  
 
VICE MAYOR LOPEZ congratulated Vice Mayor Stewart and the new Councilmembers.  
 
VICE MAYOR LOPEZ announced the Multicultural Festival would be held virtually and the International 
Film Festival would be held at the end of the month. Vice Mayor Lopez encouraged residents to 
attend.  
 
COUNCILMEMBER ELLIS said it was surreal to be the first black woman to sit on the Chandler City 
Council. Councilmember Ellis said she was excited to work and push Chandler forward and looked 
forward to working with other Councilmembers. Councilmember Ellis said that the Council would be

there for the residents as COVID-19 continues and that help would come soon. Councilmember Ellis 
thanked her family and the community for their support.   
 
COUNCILMEMBER ROE welcomed the new Councilmembers and saw they had great enthusiasm. 
Councilmember Roe said 2021 is a chance for a new beginning and they would have a great year. 
Councilmember Roe thanked staff for their work.  
 
COUNCILMEMBER ORLANDO welcomed the new Councilmembers and looked forward to working 
with the Council.  
 
3. City Manager's Announcements 
 
MARSHA REED, City Manager, thanked Vice Mayor Lopez for his work as Vice Mayor. Ms. Reed 
congratulated Vice Mayor Stewart on his new role on Council. Ms. Reed welcomed Councilmember 
Harris and Councilmember Ellis and looked forward to working with them.  
 
ADJOURNMENT:  The Special Meeting was adjourned at approximately 7:19 P.M.
