RESOLUTION NO. 5441 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING AND AUTHORIZING AMENDMENT NUMBER 3 
TO THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF 
CHANDLER AND MARICOPA COUNTY TO PROVIDE TEMPORARY 
HOUSING FOR AT RISK INDIVIDUALS AND FAMILIES DUE TO THE 
COVID-19 PANDEMIC UTILIZING HOTEL ROOMS IN AN AMOUNT OF 
$79,580 FOR A NEW TOTAL EXPENDITURE OF $238,740; EXTENDING THE 
TERM OF THE AGREEMENT THROUGH MARCH 31, 2021; AND 
AUTHORIZING THE CITY MANAGER OR DESIGNEE TO SIGN THE 
AMENDMENT AND ALL RELATED DOCUMENTS ON BEHALF OF THE 
CITY OF CHANDLER. 
 
WHEREAS, on March 11, 2020, the Governor of the State of Arizona, Douglas A. Ducey, 
declared that a State of Emergency exists in Arizona due to the COVID-19 outbreak and 
determined that the COVID-19 outbreak presents conditions that are, or are likely to be, beyond 
the control of services, personnel, equipment, and facilities of any single county, city, or town, 
and which requires the combined efforts of the State of Arizona and its political subdivisions; 
and 
 
WHEREAS, on March 19, 2020, the Mayor of the City of Chandler, Kevin Hartke, by 
proclamation declared a State of Local Emergency for the City of Chandler to protect the health, 
safety, and welfare of the City and its residents and further declared that COVID-19 outbreak 
constitutes a condition of extreme peril to life and property within the City of Chandler; and  
 
WHEREAS, Arizona Revised Statutes, Section 11-951, et. seq., provides that public agencies 
may enter into intergovernmental agreements for the provision of services, or for joint or 
cooperative action; and 
 
WHEREAS, the City of Chandler and Maricopa County seek to amend an Intergovernmental 
Agreement to provide temporary housing for at risk individuals and families due to the COVID-
19 pandemic; and 
 
WHEREAS, the City of Chandler and Maricopa County seek a third amendment to an 
Intergovernmental Agreement to continue to provide temporary housing for at risk individuals 
and families due to the COVID-19 pandemic. 
 
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Chandler as follows: 
 
Section 1. 
Approves Amendment Number 3 to the Intergovernmental Agreement between 
the City of Chandler and Maricopa County for the purpose providing temporary 
housing for at risk individuals and families due to the COVID-19 pandemic 
utilizing hotel rooms, which extends the term of the Agreement through March 
31, 2021, and accepts an additional $79,580 in funding for a new not-to-exceed 
amount of $238,740.

Section 2. 
Authorizes and directs the City Manager, or designee, to execute this Amendment 
Number 3, in the form attached hereto and incorporated for reference,  and such 
other actions as are necessary to carry out the intent of this Resolution.
