RESOLUTION NO. 5442 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, AUTHORIZING THE REALLOCATION OF $3,000,000 OF 
AZCARES 
GRANT 
FUNDS 
FOR 
FUTURE 
DISTRIBUTION; 
AND 
AUTHORIZING REALLOCATION OF AZCARES GRANT FUNDS IN THE 
AMOUNT OF $1,115,000 TO CHANDLER AZCEND, THE SALVATION 
ARMY 
CHANDLER 
CORP, 
SAVE 
THE 
FAMILY, 
AND 
THE 
NEIGHBORHOOD RESOURCES DEPARTMENT FOR SERVICES TO 
ASSIST CHANDLER HOUSEHOLDS NEGATIVELY IMPACTED BY THE 
CORONAVIRUS PANDEMIC 
 
WHEREAS, the City of Chandler, non-profit partners, faith based organizations, community 
leaders, and caring Chandler residents, provide a network of human services, education and 
assistance to Chandler’s most vulnerable residents; and 
 
WHEREAS, non-profit organizations serving the Chandler community have an increased need to 
serve persons experiencing housing instability and homelessness in association with COVID-19, 
and some individuals are not eligible for Federal funds; and 
 
WHEREAS, the City of Chandler received AZCares grant funds and on December 10, 2020, in 
Resolution No. 5430, the City Council allocated $4,115,000 AZCares funds to AZCEND, the 
Salvation Army Chandler Corp, and the Neighborhood Resources Department to assist Chandler 
households in need; and 
 
WHEREAS, in mid-January, 2021, the City of Chandler received $7,946,091.60 from the US 
Department of Treasury for emergency rent and utility assistance for eligible Chandler 
households in need; and 
 
WHEREAS, the City of Chandler Neighborhood Resources Department recommends returning 
$3,000,000 to the AZCares fund for future distribution; and 
 
WHEREAS, the City of Chandler Neighborhood Resources Department recommends 
reallocating the remaining $1,115,000 of the $4,115,000 AZCares funds allocated on December 
10, 2020 to AZCEND, the Salvation Army Chandler Corp, Save the Family, and the 
Neighborhood Resources Department to serve Chandler households in need. 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona, 
as follows:  
 
Section 1. 
Accepts the reallocation of $3,000,000 of AZCares grant funds for future 
distribution. 
 
Section 2. 
Authorizes AZCares grant funds in the amount of $200,000 be reallocated to 
AZCEND for rent, utility, mortgage and move-in assistance. 
 
Section 3. 
Authorizes AZCares grant funds in the amount of $450,000 be reallocated to The 
Salvation Army Chandler Corps for rent, utility, mortgage, move-in assistance, 
and weather related respite services.

Section 4. 
Authorizes AZCares grant funds in the amount of $340,000 be reallocated to Save 
the Family to for Rapid Rehousing for Chandler families experiencing 
homelessness, for a second year. 
 
Section 5. 
Authorizes AZCares grant funds in the amount of $125,000 be reallocated to the 
Neighborhood Resources Department for client services for people experiencing 
homelessness. 
 
Section 6. 
Authorizes the City Manager, or her designee, to enter into agreements to carry 
out the intent of this Resolution.
