MINUTES OF THE STUDY SESSION OF THE HONORABLE MAYOR AND CITY COUNCIL OF THE CITY OF
CHANDLER, ARIZONA, held in the Council Chambers, 88 E. Chicago Street, Chandler, Arizona, on

COUNCILMEMBER LOPEZ read the proclamation and invited the Neighborhood Resources Cares Team to

Proclamation – National Library Week
MAYOR HARTKE read the proclamation and invited Friends of the Chandler Public Library representative to
accept the proclamation.
Bob Lowry, President of The Friends of the Library, said it has been a trying year but it has been a stellar year
for them regardless. Mr. Lowry said they ran a campaign called Love Your Library and received dozens of
heartfelt thanks to the library for the services the libraries provided for Chandler.
5.
Asian Association for Youth and Culture, Joseph Yang
JOSEPH YANG, 4909 W Joshua Blvd, Chandler, AZ 85225, Asian Association for Youth and Culture President,
said the mission of the organization was to bring more Asian diversity and culture to Chandler and neighboring
cities as well as raise awareness of specific needs for Asian American youth in the community. Mr. Yang said
Chandler has the highest population of Asian Americans in Arizona based on the US Census in 2010 at 19,401
out of 261,165 residents which is 7.4%. Chandler has the least amount of Asian groups and most of these are in
Phoenix, Tempe, and Scottsdale and listed notable Asian organizations. Mr. Yang introduced the board
members of the Asian Association for Youth and Culture. Mr. Yang said they are recruiting more members to
work with the community and bring more Asian culture and groups to the City.
MAYOR HARTKE thanked Mr. Yang for his work and looked forward to future events in the coming year.

MAYOR HARTKE said there were comments on Consent Agenda Item No. 7.
7.
Introduction of Ordinance No. 4967, PLH20-0052/PLT20-0039 Serene Estates
COUNCILMEMBER ORLANDO thanked staff, developers, and citizens for work on this project. This was a model
where everyone could work together on a solution and walk away happy.
MAYOR HARTKE said there were comments on Consent Agenda Item No. 10.

Resolution No. 5458, Authorizing Support for a Foreign Trade Zone Application for Viavi Solutions, Inc.;
Manufacturing Facility to be Located at 3455 South McQueen Road
COUNCILMEMBER ORLANDO thanked staff for bringing the item forward and foreign trade zones are not done
often. Councilmember Orlando said this allows for reduced taxes because of the global transactions.
Councilmember Orlando said traditionally the school district does not share in some of the rewards and they
have asked in the past for the businesses to work with the school district to see how they could help.

MICAH MIRANDA, Economic Development Director, said the education employment feedback loop was
discussed prior to the company selecting Chandler. The company has shared they want to engage in the school
district and have already taken steps to do so.
COUNCILMEMBER ORLANDO said the school district is a very competitive edge and wanted to ensure they
keep that.
COUNCILMEMBER HARRIS said he had questions on Consent Agenda Item No. 14.

Agreement No. PD5-961-3521, Amendment No. 1, with American Traffic Solutions Inc., dba Verra
Mobility, for Photo Enforcement
COUNCILMEMBER HARRIS asked how many photo cameras are in Chandler right now.
SEAN DUGGAN, Police Chief, said 17 cameras at 12 intersections. Chief Duggan presented the following
presentation.

Photo Enforcement History
o Goal of photo enforcement program is to reduce the number of collisions and their severity by
influencing driver behavior
o Original Photo Enforcement contract began in 2001 with Redflex Traffic Systems
o In 2007, the City renewed its contract with Redflex for photo enforcement services and exercised the
final extension option through 2016
o In 2016, the City selected American traffic Solutions, Inc., dba Verra Mobility, to provide photo
enforcement services after a competitive bidding process
o The term agreement was five years with the option of one additional five-year extension
•
Photo Enforcement Impact
o Nationally, red-light running is a leading cause of urban crashes and often causes injury and death
o Studies conducted in Chandler show that there is a statistically significant reduction in collisions at
intersections that are photo enforced
o The Police Department’s experience with photo enforcement as a tool to reduce collisions and
increase traffic has been positive
o Photo enforcement leverage’s technology to help keep our roadways safe
o Photo enforcement supplements traffic enforcement by police officers by providing round-the-clock
monitoring of collision prone intersections
o Part of overall 3E’s approach to traffic safety: Enforcement, Education, Engineering

Photo Enforcement
o Presently, 12 intersections with photo enforcement camera systems
o 5 intersections have two camera systems (example: eastbound and southbound approaches)
o 17 total photo enforcement cameras operating in the City of Chandler
o All cameras have red light and speed on green enforcement
o Each approach is clearly marked with a radar speed feedback display and signed 300 ft. in advance
providing notice to a person that a photo enforcement system is present and operational (ARS 28 -
1204)

Photo Enforcement Impact
o If the photo enforcement program generates a positive cash flow, all funds are set aside annually in
the General Fund balance as restricted for traffic safety purposes only to be used by Police and
Traffic Engineering for traffic enhancements including signage, roadway improvements and other
items that increase traffic safety in Chandler.

o Request Council approve on additional five-year contract extension with American Traffic Solutions
(ATS) beginning April, 2021 through March, 2026
COUNCILMEMBER HARRIS confirmed if the cameras were mostly in the north and west.
CHIEF DUGGAN said they are located in historically high collision intersections.
COUNCILMEMBER HARRIS asked what the projected income levels were for the areas where the cameras were
located.
CHIEF DUGGAN said he did not know.
COUNCILMEMBER HARRIS said the cameras are mostly in the north and west and asked if these are still the
same high traffic collision areas.
CHIEF DUGGAN said it has been some time since they have run the numbers, but they are in the process of
doing that. Chief Duggan said he believed these to still be high collision intersections as they are main arterials
with a high volume of traffic.

COUNCILMEMBER HARRIS asked what the revenue was for the City.
CHIEF DUGGAN said it varies from year to year. This year they are anticipating a net loss of $200,000.
COUNCILMEMBER HARRIS asked if the City pays the money to renew the contract again.
CHIEF DUGGAN said it is a five-year contract as it historically evens out over that time. The two years before
there was a net increase.
COUNCILMEMBER ORLANDO asked if they need a police officer to verify the incident.
CHIEF DUGGAN said that was correct. There is a sworn officer who reviews the information before a citation is
sent out.
COUNCILMEMBER ORLANDO confirmed that if the officer does not review it then a citation is not sent.
CHIEF DUGGAN said that was correct.
COUNCILMEMBER ORLANDO asked why we pay the company $20 dollars for an enforceable photo. He said
he had the same question when this was first implemented years ago. Councilmember Orlando said if this
keeps the roadways safe then it is another tool to use and would like to see more information on the data of
the program. The photos should be provided to the City for free as part of the contract of doing business with
the company.
CHIEF DUGGAN said they used to pay for each photo and now they are only billed for actual citation photos as
a result of Councilmember Orlando’s concerns in previous years.
COUNCILMEMBER ORLANDO requested staff see what could be done regarding this.
MAYOR HARTKE asked if the program makes the City safer.
CHIEF DUGGAN said he believed without a doubt that this makes the City safer.
MAYOR HARTKE asked if this helped in terms of officer management and what the impact would be if this went
away.
CHIEF DUGGAN said if this goes away there would be no more traffic enforcement at these intersections than
there are presently. If this goes away no one would monitor the locations 24/7.
MAYOR HARTKE said if residents called because the intersection is crazy there needs to be officers there, it
would change the model if officers needed to be there to issue citations.
CHIEF DUGGAN said the model would be the same, as they have a limited number of officers. Chief Duggan
said they have fewer traffic officers than when it was originally initiated back in 2008. The main benefit of the
program is the influence and shaping of behavior and it is hard to measure. Chief Duggan said he is confident

it has an influence on driver’s behavior as they approach the intersection. It may not be sustainable, but when
they approach the intersection behavior changes.
VICE MAYOR STEWART asked for more data about the program and the intersections that they are placed. Vice
Mayor Stewart said he would speak more about this during the Thursday meeting.
COUNCILMEMBER HARRIS asked how many hours it takes for an officer to review the photos.
CHIEF DUGGAN said this is something an officer does every day when they receive photos from ATS. They are
able to turn those photos around daily so there is not a large queue, but it is a full time job.
COUNCILMEMBER HARRIS asked how many are processed per day.
CHIEF DUGGAN said it is different to process a citation as there are variables with each photo. Not all photos
become citations. Last year, they issued 23,000 citations and about half of those were generated through photo
enforcement.
COUNCILMEMBER HARRIS asked for a number of how many bad photos there are.
CHIEF DUGGAN said he would provide that information.
COUNCILMEMBER ROE said he would like to know how many are red light versus speeding.
MAYOR HARTKE asked if it was too early to see the impact of the enforcement of cells phones and distracted
driving.
CHIEF DUGGAN said it is difficult to measure it.
MAYOR HARTKE asked if they have seen a decrease in traffic violations.
CHIEF DUGGAN said they would need more time as enforcement did not begin until January 1.
VICE MAYOR STEWART asked what the camera recorded, if it scans each car, and if the data is being kept at
ATS.
CHIEF DUGGAN said they do have access to all the data, but would gather information for how long it is stored.

Accept a Coronavirus Response and Relief Supplemental Appropriation Act (CRRSA) Grant
Move City Council pass and adopt Resolution No. 5452 authorizing a grant agreement with the Federal
Aviation Administration to accept a Coronavirus Response and Relief Supplemental Appropriation Act
(CRRSA) grant not to exceed $57,162 for airport operating purposes; and authorizing the City Manager,
or designee, to execute the grant agreement and all other documents necessary to effect the
agreement.

FY 2020-21 One-time Exceptional Performance Awards for Employees
Move City Council approve a one-time exceptional performance award of $3,000 to each full-time
employee and $1,500 to each part-time employee, employed as of December 31, 2020, and remaining
employed through March 27, 2021, for an estimated cost of $5,530,000 across all Funds; and $3,060,000
in Fund Contingency Transfers to only be used should vacancy savings appropriation not be sufficient in
a specific Fund/Cost Center combination, including General Fund of $2,800,000, to various Cost Centers
within General Fund, Special Revenue Funds (i.e. Grant-217, Community Development Block Grant
(CDBG)-219, Public Housing Authority (PHA)-224, 227, 230, 232, 233) and Self Insurance Funds (i.e.
Workers Compensation-736, Insured Liability-737, Uninsured Liability-738, Short Term Disability-739,
and Medical-741); Water Fund 605 of $200,000; and Solid Waste Fund 625 of $60,000.

Rezoning
Move City Council adopt Ordinance No. 4961, approving PLH20-0023 Pecos and McQueen Retail
located at the southwest corner of Pecos and McQueen roads, Rezoning from Agricultural District (AG -
1) to Planned Area Development (PAD) for Neighborhood Commercial (C-1) uses, subject to the
conditions as recommended by Planning and Zoning Commission.
