These units save the Department from having to tie up its larger four-person fire apparatus resulting in slower response times for critical emergency medical, rescue and fire incidents. Since the inception of the program, response times have dropped dramatically, and now CFD is requesting $106,275 grant funding to further expand the program from two to three low acuity units. Narrative The Chandler Fire Department is making a new request of $106,276 in one-time grant funding to the Fort McDowell Yavapai Nation to grow its fleet of low acuity units from two units to three. This project will directly impact the lives and public safety of the 266,821 Chandler residents who rely on the Chandler Fire Department for emergency service by reducing call response times throughout the City. In 2015, the Chandler Fire Department (CFD) began its low acuity vehicle program to minimize response times to its residents and ensure more effective deployment of its resources. CFD low acuity units are smaller than a traditional four-person fire apparatus and allow for responses to a wide range of incident types with just two firefighters. Such incidents include responses to non-life-threatening injures like animal bites, minor burn injures, minor fall injures, heat-related injuries, and many other incident types which would not benefit from the additional staffing and equipment of a more extensive apparatus. This modified deployment allows the Department to keep its larger 4-person fire apparatus units available for critical emergency medical, rescue, and fire-related calls. Since the introduction of its first low acuity units, Chandler has seen an average reduction in response time of approximately 7 seconds per call across the entire Department. Low acuity units provide a great value to Fire Departments due to their reduced upfront costs, lower maintenance requirements, and substantially decreased staffing needs. Traditional fire engines can cost upwards of $250,000 apiece by the time the upfitting has occurred. In contrast, Chandler Fire can purchase low acuity for as little as $106,276. Additionally, fire engines often require specialized parts, equipment, and mechanics to provide maintenance and repairs when needed. Since Chandler low acuity units are built on standard Ford F450, chassis parts are much cheaper and readily available, while any automotive shop can provide maintenance work. Lastly, due to the decreased labor requirements of utilizing two firefighters instead of four, the Department can realize a labor savings of over 50% for call responses involving low acuity units compared to a traditional engine response. The primary drawback to low acuity units is that they cannot respond to every type of call. The units do not include firefighting gear or water pumping equipment. There is no ladder equipment or specialized rescue equipment. Furthermore, due to the unit’s size, only a limited range of medical supplies are available. Many types of critical medical responses, such as cardiac arrests or incidents with multiple patients, benefit significantly from the presence of a four-person crew. However, low acuity response eligible calls account for the most significant percentage of the Department’s calls at over 7,224 incidents in 2020. Of these calls, low acuity units responded to 1,078 of them due to unit availability. The substantial gap between eligible calls and actual responses means that there is still a tremendous opportunity for the Chandler Fire Department to utilize additional low acuity units to decrease response times and service these incidents more effectively. The Chandler Fire Department currently has two low acuity units in service. However, even with these two additional units, there are still many “stacked calls” in which multiple calls arise simultaneously from the same geographical area. During these stacked call incidents, a unit from another portion of the City must be brought in to cover the call, which drastically increases the response time for that call. In 2020, there were 7,000 stacked call incidents which resulted in a 50- second longer response when compared to average Department response times. In critical Fire and Emergency medical incidents, every second counts, and this additional time might mean the difference between someone losing their life or property. The Chandler Fire Department believes that the expanded coverage provided by the addition of a third low acuity unit will dramatically reduce the number of stacked that the Department must deal with each year. Once the vehicle has been purchased, upfitted, and deployed, all maintenance, repairs, tires, fuel, staffing, and other costs related to the vehicle’s ongoing operation will be paid for by the Chandler Fire Department. After the initial grant funds have been awarded, the Chandler Fire Department will request no additional grant funds to support this vehicle. Furthermore, the vehicle will be added to the Chandler Citywide vehicle replacement program, allowing it to be replaced at the end of its useful life. The Chandler Fire Department has worked closely within the bounds of the City of Chandler purchasing guidelines to obtain competitive pricing estimates for both the base vehicle and the necessary upfitting for the unit. Should grant funds be awarded, CFD would look to procure the additional unit as quickly as possible, conduct the needed upfitting, and bring the unit into service within six months. The Department maintains detailed records regarding response times, call volumes, and other vital metrics, which will help determine and quantify the new low acuity unit’s effectiveness. If desired, CFD can provide these metrics to the Fort McDowell Yavapai Nation. The Chandler Fire Department does not currently have any plans to request funding for its low acuity program from any other tribes. Additional upfitting includes an 8’ service body, a telescopic roof, body lighting, step bumpers, bed slides, and a back up alarm. Please reference the attached quote for additional details. Light/Siren/Additional Upfitting $12,739.09 Chandler Low Acuity Units also require a wide range of upfitting which must be performed by specialized providers.
