Project Summary:

The main goal of this project is to purchase safety items to provide to crime victims in the
Chandler community. The purchase of the safety devices will aid victims in safeguarding their
homes to aid in reducing the risk of future crimes.

Narrative:

The City of Chandler Police Department (CPD) is requesting funding for the purchase of home
safety items through the Fort McDowell Yavapai Proposition 202 grant process. This project
meets two of Fort McDowell’s funding priorities, Public Safety and Health. The safety items
will be provided by CPD to enhance the safety in homes and neighborhoods within the City of
Chandler. Providing these devices will have a positive impact on each victims’ personal
physical health and emotional health. The total grant requested is for $10,000 to enable CPD
personnel to offer a variety of home safety items to deter and prevent criminals from entering a
home and cell phones for communication with police and support services.

The Chandler Police and Fire Departments have existed and operated with excellence since the
City’s inception in 1912. Over the years, Chandler has exploded in growth from a small farming
town into the 4" largest city in the State of Arizona, serving a growing population of just over
267,000 residents.

CPD’s mission is “To provide a safe community where people can live, work, and thrive”.
Along with patrol officers fighting crime on the street, the department has a specific unit focused
on crime prevention to include personal safety, senior safety, workplace violence prevention,
robbery and theft prevention, and home security design education. The Crime Prevention
Officers have received certification for Crime Prevention Through Environmental Design. This
is a tactical design in which recommendations are offered to help assist residents, neighborhoods,
and businesses create safer and more secure environments by utilizing the built environment for
natural surveillance with plants and shrubs and to control the access points to make the property
more difficult offenders to enter undetected. Along with educating the residents on home safety,
this funding will enable Public Safety Officers to provide window locks, motion sensor and flood
lighting for property surveillance, locks for gates, and other items to reduce criminal activity.
Security cameras and video doorbells will capture evidence to aid in police investigations and
hold criminals accountable.

In 2018, the police department opened the Chandler Family Advocacy Center allowing multiple
CPD personnel and from partnering agencies to assist crime victims of domestic violence, child
abuse, sexual violence, stalking, and survivors of homicide. The suspects of most of these
crimes personally know the victims and the location of their residences. The Chandler Police
Victim Services Unit works within the Family Advocacy Center. Victim Services Advocates
offer emotional support and services to enhance crime victims’ ability to participate in the
criminal justice process and aid in the improvement of victims’ emotional and physical health
and safety.

Advocates assess each victim’s needs to identify interventions and resources, as well as to
develop a safety plan. Safety plans include ways to secure windows and doors, as well as
enhance the surveillance with security systems or devices to alert them when someone is
attempting to damage their property and enter their home. Cell phones are not only the line of
communication with first responders and support, but they are also a mechanism victims can use
to monitor their homes from an outside location, such as their place of work. Crime can
negatively affect a victim’s emotional, mental, and physical health. Also the fear of the
possibility of future victimization and injuries can create challenges for coping with the
aftermath of the crime, develop into physical and mental health concerns, and affect an
individual’s ability to function in the community. Many victims do not have the financial means
to purchase home security devices and smart phones, so they are left feeling defenseless. With
this funding, advocates will be able provide tangible instruments to empower victims to secure
their home, simultaneously protecting their emotional and physical health.

In the past, a nonprofit organization donated Ring Doorbells to the Chandler Police Department.
Patrol Officers, Victim Services and Crime Prevention personnel distributed them throughout the
Chandler community.

This funding will allow CPD to provide additional home safety items, beyond the Ring Doorbell.
This will be a new component for the department to increase the public’s safety and wellbeing.
The implementation of this project can begin immediately upon receipt of funding. Chandler
Council approval occurred on April 22, 2021. Victim Services Advocates can purchase the items
and have them readily available for crime victims upon contact with the police and fire
departments. This year, Chandler Police Department is not submitting any applications for this
purpose to another tribal nation.

Budget Items

The Chandler Police Department is requesting funding for multiple types
of home safety and security devices. Based off Home Depot and Walmart
web searches, the average cost of each device is listed in an attachment,
along with the number of each item the department desires to purchase.
Estimated State use tax of approximately 5.6% would be added.

The City’s procurement process would be followed so the actual cost may
vary slightly.

The City of Chandler will not install the devices in the homes, omitting
any installation costs placed on the city.
