RESOLUTION NO. 5461 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, AMENDING THE 2020-2025 CONSOLIDATED PLAN AND 
SUBMITTING SUBSTANTIAL AMENDMENT #1 TO THE UNITED STATES 
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR ITS 
CONSIDERATION IN ORDER TO REDIRECT THE PLANNED USE OF 
ANTICIPATED COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS; 
AND APPROVING AND AUTHORIZING THE ACTING CITY MANAGER OR 
HIS DESIGNEE TO SUBMIT SUBSTANTIAL AMENDMENT #1 TO THE 
UNITED 
STATES 
DEPARTMENT 
OF 
HOUSING 
AND 
URBAN 
DEVELOPMENT. 
WHEREAS, the City of Chandler is a recipient of Community Development Block Grant (CDBG) 
funds from the United States Department of Housing and Urban Development (HUD); and 
WHEREAS, the City of Chandler’s 2020-2025 Consolidated Plan establishes priorities, goals and 
outcomes over a five-year period that address the City’s community development and housing 
needs and periodically requires the City to propose a substantial amendment to the Consolidated 
Plan to effectively implement its programs and address the City’s most pressing needs; and 
WHEREAS, the City of Chandler recommends a planned allocation of CDBG funds not currently 
included in the 2020-2025 Consolidated Plan to support relocation assistance for households with 
low and moderate income that may be impacted by a future Rental Assistance Demonstration 
(RAD) project; and also plans to redirect administrative funds to support fair housing activities; 
and 
WHEREAS, in order to support new activities or redirect CDBG funds as aforesaid, the City must 
amend its 2020-2025 Consolidated Plan which was approved by Council through Resolution No. 
5381, and submit Substantial Amendment #1 to the 2020-2025 Consolidated Plan to HUD for its 
consideration; and 
WHEREAS, the City of Chandler has, in coordination with the City’s Housing and Human 
Services Commission, held a public hearing and presented aforesaid Substantial Amendment #1 
to the 2020-2025 Consolidated Plan for the public’s consideration; and 
WHEREAS, the aforesaid Substantial Amendment #1 to the 2020-2025 Consolidated Plan has 
been available for a 30-day public comment, and in adherence to the Citizen Participation Plan; 
and 
WHEREAS, this Council has determined by reviewing all pertinent information that it is necessary 
and in the best interest of the City of Chandler to approve and authorize the Substantial 
Amendment #1 to the 2020-2025 Consolidated Plan, with all documents and materials as may be 
required to HUD; and

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona 
as follows: 
Section 1.  
Approves the Substantial Amendment #1 to the 2020-2025 Consolidated Plan, a 
copy of which shall be kept on file in the office of the Director of Neighborhood 
Resources. 
Section 2.  
Approves and authorizes the Acting City Manager, or his designee, to execute and 
submit the aforesaid Substantial Amendment #1 to the 2020-2025 Consolidated 
Plan, with all documents and materials as may be required to HUD. 
Section 3. 
Authorizes the Acting City Manager, or his designee, to provide required policy 
and administrative assurances including civil rights, equal opportunity, citizen 
participation, relocation and property acquisition policy, environmental assurances, 
labor standards, and others as may be specified under federal law.  
Section 4.  
Authorizes the Acting City Manager, or his designee, to take those actions 
necessary and prudent to implement the planned actions and revisions as described 
in the aforesaid Substantial Amendment #1 to the 2020-2025 Consolidated Plan 
including, but not limited to, the signing of contracts, expenditure of funds, the 
hiring of personnel and/or contractors, the scheduling of activities, the 
establishment of procedures for monitoring and evaluation of program activities 
and other steps necessary to ensure that the CDBG program can be carried out in a 
timely and effective manner.
