Resolution No. 5487 - Post Pandemic Policies

RESOLUTION NO. 5487 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, AUTHORIZING THE CITY MANAGER OR DESIGNEE TO 
APPROVE APPLICATIONS FOR SPECIAL EVENTS AND TEMPORARY OR 
PERMANENT 
EXTENSION 
OF 
PREMISES 
FOR 
ALCOHOL 
CONSUMPTION, RESUMING APPLICATION FEES WITH A MAXIMUM 
FEE OF $100 PER APPLICATION, AND RESETTING TIME LIMITS FOR 
TEMPORARY SALES AND PROMOTIONAL EVENTS BEGINNING JUNE 1, 
2021. 
WHEREAS, the Mayor of Chandler issued a proclamation on March 19, 2020, declaring a state 
of emergency in the City of Chandler, and urging residents and business owners to take steps that 
would limit the spread of the virus; and 
WHEREAS, the COVID-19 coronavirus pandemic led to a decrease in economic activity within 
the City of Chandler and across the country, which affected food and drink sales within the City; 
and  
WHEREAS, the City Council of the City of Chandler, Arizona approved Resolution No. 5414 
authorizing the City Manager or designee to approve applications and waive fees for temporary or 
permanent extension of premises for alcohol consumption and waive time limits for temporary 
sales and promotional events during the COVID-19 pandemic; and 
WHEREAS, the City Council of the City of Chandler, Arizona is mindful of the economic impacts 
related to special events and temporary and permanent extension of premises, and wishes to 
streamline the application process by authorizing the City Manager or designee to approve 
applications for special events and temporary and permanent extension of premises applications; 
and 
WHEREAS, the City Council of the City of Chandler also wishes to resume charging application 
fees for temporary or permanent extension of premises for alcohol consumption beginning June 1, 
2021, but with a maximum fee of $100 per application; and 
WHEREAS, a temporary extension of premises on private, non-residential property for 
accommodating additional restaurant seating is reviewed through the Temporary Sales and 
Promotional Event (TSPE) application process, and Council wishes to authorize staff to reset the 
time limit of 48 calendar days to begin on June 1, 2021 under City Code Section 32-1; and 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona, 
as follows:

Section 1. 
Authorizes the City Manager or designee to approve applications for special events 
and temporary and permanent extension of premises for consumption of alcohol; 
and  
Section 2.      Authorizes the City Manager or designee to resume charging application fees for 
special events and temporary and permanent extension of premises for alcohol 
consumption beginning June 1, 2021. Fees for special events and temporary 
extension of premises for alcohol consumption shall not exceed $100 total per 
application; and 
Section 3. 
Authorizes the City Manager or designee to reset the 48-day time limit for a TSPE 
to begin on June 1, 2021 under City Code Section 32-1; and
