A RESOLUTION OF THE PUBLIC HOUSING AUTHORITY COMMISSION 
OF 
THE 
CITY 
OF 
CHANDLER, 
ARIZONA, 
APPROVING 
AND 
AUTHORIZING AN AMENDMENT TO CONSOLIDATED ANNUAL 
CONTRIBUTIONS CONTRACT BETWEEN THE U.S. DEPARTMENT OF 
HOUSING AND URBAN DEVELOPMENT AND THE CHANDLER PUBLIC 
HOUSING AUTHORITY AND CITY OF CHANDLER HOUSING AND 
REDEVELOPMENT FOR THE EMERGENCY HOUSING VOUCHERS; 
AUTHORIZING AN MEMORANDUM OF UNDERSTANDING WITH 
CONTINUUM OF CARE; AND AUTHORIZING THE HOUSING AND 
REDEVELOPMENT DIVISION TO UTILIZE FUNDING ASSOCIATED 
WITH

AS 
WELL 
AS 
ADDITIONAL AVAILABLE VOUCHERS; AND AUTHORIZING THE 
ACTING CITY MANAGER OR DESIGNEE TO SIGN AGREEMENTS AND 
ALL RELATED DOCUMENTS ON BEHALF OF THE CITY OF CHANDLER. 
 
WHEREAS, on March 11, 2021, President Biden signed the American Rescue Plan Act of 
2021 (P.L. 117-2, hereafter referred to as “the ARP”) into law, which provides over $1.9 trillion 
in relief to address the continued impact of the COVID-19 pandemic on the economy, public 
health, State and local governments, individuals, and businesses; and 
 
WHEREAS, on May 11, 2021, U.S. Department of Housing and Urban Development (HUD) 
notified the City’s Housing and Redevelopment Division that Chandler Public Housing 
Authority was eligible for new Emergency Housing Vouchers (EHVs) and funding as 
authorized by the ARP of 2021; and 
 
WHEREAS, the Agency Plan developed incorporates the attached Public Housing and Housing 
Choice Voucher Program policies and lease forms utilized to implement the City of Chandler 
Housing Program; and 
 
WHEREAS, these EHV vouchers can be used to provide tenant-based rental assistance to 
individuals and families who are: (1) homeless; (2) at risk of homelessness; (3) fleeing, or 
attempting to flee, domestic violence, dating violence, sexual assault, stalking or human 
trafficking; or (4) recently homeless and for whom providing rental assistance will prevent the 
family’s homelessness or having high risk of housing instability. 
 
NOW, THEREFORE, BE IT RESOLVED that the Public Housing Authority Commission of 
the City of Chandler, Arizona, as follows: 
 
Section 1. 
Approves and authorizes an Amendment to the Consolidated Annual 
Contributions Contract between HUD and the Chandler Public Housing 
Authority and the City of Chandler, in the forms attached hereto, as well as the 
documents incorporated therein. 
 
Section 2. 
Authorizes the City of Chandler Housing and Redevelopment Division to enter

into a memorandum of understanding with Continuum of Care. 
 
Section 3. 
Authorizes the Acting City Manager, or designee, to accept additional EHV 
vouchers if such become available on behalf of the Chandler Public Housing 
Authority and the City of Chandler 
 
Section 4. 
Authorizes the Acting City Manager, or designee, to sign agreements and all 
related documents on behalf of the Chandler Public Housing Authority and the 
City of Chandler.
