RESOLUTION NO.  5481 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, 
APPROVING 
ALLOCATIONS 
OF 
THE 
ANTICIPATED 
AMERICAN RESCUE PLAN ACT (ARPA) GRANT AND REMAINING 
AZCARES GRANT CONTINGENCIES BEGINNING JULY 1, 2021.  
 
WHEREAS, the State of Arizona authorized and implemented the AZCares Fund Program to 
assist local governments through the allocation of the federal CARES Act funds received 
through the State; and   
 
WHEREAS, the AZCares Program funds are designed to address local governments’ unforeseen 
financial needs and risks created by the COVID-19 public health emergency; and  
 
WHEREAS, there are still remaining AZCares Program funds that are to be allocated as outlined 
by the Mayor and Council in their Strategic Micro-retreat held on April 21, 2021: and 
 
WHEREAS, the ARPA Program funds are also designed to address local governments’ financial 
needs created by the COVID-19 public health emergency; and  
 
WHEREAS, the ARPA Program funds and AZCares Program funds in the Grant Fund 
Contingency are to be allocated as discussed by the Mayor and Council in their Strategic Micro-
retreat held on April 21, 2021 and as generally outlined in Exhibit A, by the City Council Focus 
Areas of Economic Vitality of $4,611,946, Innovation and Technology of $18,275,000, Mobility 
of $4,000,000, Quality of Life of $12,820,000, and Neighborhoods of $3,850,000, with 
$1,000,000 remaining in Contingency, beginning July 1, 2021; and  
 
WHEREAS, the City of Chandler must comply with the certain terms and conditions for the 
receipt of the funds.  
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona, 
as follows: 
 
Section 1. 
That the Acting City Manager, or his designee, is authorized and approved to 
enter into any grant agreement with the Federal Government for the ARPA 
Program funds to address financial needs created by the COVID-19 public health 
emergency. 
 
Section 2. 
That the Acting City Manager, or his designee, is authorized and approved to 
take all appropriate action necessary to receive the ARPA Program funds 
including but not limited to: (a) submit all documents, information, plans, and 
materials required by a grant agreement; and (b) disburse the ARPA Program 
funds made available to the City of Chandler as authorized under any grant 
agreement.

Section 3. 
That the ARPA Program funds and AZCares Program funds totaling $44,556,946 
in the Grant Fund Contingency are to be allocated as discussed by the Mayor and 
Council in their Strategic Micro-retreat held on April 21, 2021 and as generally 
outlined in Exhibit A, by the City Council Focus Areas of Economic Vitality of 
$4,611,946, Innovation and Technology of $18,275,000, Mobility of $4,000,000, 
Quality of Life of $12,820,000, and Neighborhoods of $3,850,000, with 
$1,000,000 remaining in Contingency, beginning July 1, 2021.  
 
PASSED AND ADOPTED by the City Council of the City of Chandler, Maricopa County, 
Arizona, this 13th day of May, 2021.
