1. Proclamation - Drowning Impact Awareness Month
MAYOR HARTKE read the proclamation and invited staff to accept.
JESSICA CHAMBERLAIN, Recreation Coordinator, said drowning is the number one cause of death for
children under the age of five. Ms. Chamberlain said they are thankful the City is supportive of the
efforts to combat drowning. Drowning can happen to anyone and it is important to stop them from
happening.
Noah Dueker, Police Officer, said drowning is a big public safety issue and the Police Department is

happy to join with the Fire Department and Aquatics to address drownings in the community.

COUNCILMEMBER ORLANDO declared a conflict of interest on Consent Agenda Item No. 17.
Motion carried unanimously (7-0) with the exception of Consent Agenda Item No. 17 which passed
unanimously (6-0), Councilmember Orlando declaring a conflict of interest.

COUNCILMEMBER LOPEZ asked if this included antibody testing or only viral positives.
CHIEF DWIGGINS said this is only PCR positive tests and not antibody tests.

COUNCILMEMBER HARRIS said many people have reached out about masks and asked if the priority
was to get vaccinated and then use the mask as a protocol to reduce the spread.
CHIEF DWIGGINS said yes, the number one priority is to get vaccinated as it is the best thing to do to
protect yourself from COVID-19 and then different variants. Chief Dwiggins said the City follows CDC
protocols and masks are advised to be used indoors in high areas to prevent the spread.
COUNCILMEMBER HARRIS said there is a lot of misinformation on social media and asked if there has
been any major defects or side effects from the vaccines.
CHIEF DWIGGINS said they defer to the professionals and the Fire Department had a virologist from
the State discuss the vaccine. There are adverse reactions such as having a fever or feeling run down,
occasionally there are other issues that are extremely rare. Chief Dwiggins said he has not seen a study
that shows a consistent disease and if there are side effects it is equivalent to what you would see in
an aspirin or Tylenol study where there is always a chance of reaction.
COUNCILMEMBER HARRIS asked if the Chief’s recommendation was to get vaccinated.
CHIEF DWIGGINS said yes, based on his conversations with the professionals the number one priority
is to get vaccinated.
COUNCILMEMBER ELLIS asked about the shortage of nurses and if the trend for healthcare
professionals is to mandate the vaccine or if it will remain optional.
CHIEF DWIGGINS said right now there are hospital systems that are mandating the vaccines such as
Valleywise, Banner, and Dignity. Chief Dwiggins said no one knows what will happen when that
mandated date arrives.
COUNCILMEMBER ORLANDO said the emergency use approval is a legitimate concern for citizens and
said the FDA is looking at approval as soon as possible and asked if the Chief had an update regarding
that.

CHIEF DWIGGINS said the subject did come up and there was speculation it may occur within the next
few weeks for one of the manufacturers; the other two have not applied yet. Chief Dwiggins said he
has heard the concerns and some were waiting for the approval to get the vaccine but did not have
exact numbers.
COUNCILMEMBER ORLANDO said Chandler is at 54.2% and asked for a zip code breakdown.

COUNCILMEMBER ORLANDO asked if the correlation of those vaccinated match the number of cases
that are being seen.
CHIEF DWIGGINS said they track specific zip code data every day for about a year and stopped about
four months ago. The zip code 85225 will always have the most cases as it is double the size of some
zip codes. Chief Dwiggins said staff would begin tracking as the delta variant is out there and would
see how many cases there are versus the number vaccinated.
COUNCILMEMBER ELLIS asked about congregate care and the elderly vaccination rate.
CHIEF DWIGGINS said a Task Force was set up with all of the nursing homes to bring them together
to share resources and best practices during the first wave and by the second wave they were doing

much better. Chief Dwiggins said this week, they reestablished contact and all six of the larger nursing
homes are doing outstanding. Their internal policies are in place, so they know how to navigate this
and about 90% of their residents are vaccinated and a good portion of their work force is vaccinated.
They are also tested twice a week and have 30 days of PPE. Right now, they have no needs from the
City.
COUNCILMEMBER ELLIS thanked staff for their work on this.

COUNCILMEMBER LOPEZ asked if there were reasons listed for those who were evicted.
MS. POWELL said they did not have specific data but there are reasons people get evicted that does
not have to do with late rent which makes the success rate higher.
MS. POWELL continued the presentation.

COUNCILMEMBER ELLIS asked how staff is looking to reach those who need this assistance but may
not be aware of it or overcome the stigma of taking the assistance.
MS. POWELL said recently staff attended the meeting the teacher night at Galveston and staff signed
up about 40 people that evening out of 200 who attended. Ms. Powell said they also looking to be out
in the community more such as setting up a table at grocery stores and getting information out through
the nonprofits.
COUNCILMEMBER ELLIS said For Our City is a great partner as well as the faith organizations as that
is where many people go when they are in need.
COUNCILMEMBER LOPEZ asked if there is a time requirement for the additional funding that has to be
spent.
MS. POWELL said September 2022 but the dates have been changing.

COUNCILMEMBER LOPEZ said for the ERA 2.0 funds is the time period the same.
RIANN BALCH, Community Resources Manager, said ERA 2.0 is 50% by March 31, 2022.
COUNCILMEMBER LOPEZ asked about the remaining 50%.
MS. BALCH said 2025 but the date has moved a couple times.
COUNCILMEMBER LOPEZ said there is a concern that a lot of these funds are being left on the table
and asked for clarification that the intent is to extent beyond 2021/2022 as the impacts may not be
realized until later.
MS. POWELL said the money came out and then the rules come out later, so it takes some time for the
money to be spent. Now there is a process in place please are able to start spending quicker.
COUNCILMEMBER HARRIS said it is great to have these clarifying conversations. Councilmember Harris
said other cities are taking a long time to get the funds out and asked how fast Chandler is able to get
someone from start to finish.
MS. POWELL said currently, if a complete application is received, it is 15 business days from the
application to the payment to the landlord.
COUNCILMEMBER HARRIS asked if that is done via check or ACH.
MS. POWELL said most of it is done ACH but there are checks sometimes. If it is a landlord that has
multiple payments or properties it can be done faster.
COUNCILMEMBER HARRIS asked if the tenant receives a document stating they were approved for
these funds.
MS. POWELL said there is documentation from AZCEND that they were approved before the check gets
to the landlord. That is typical whenever there is rental assistance and that Promise to Pay can be used
in court to stop an eviction.
MS. BALCH said AZCEND is also making phone calls to the landlords and drop of checks if they need it
same day.
COUNCILMEMBER HARRIS asked what type of document is needed when someone applies.
MS. POWELL said there is income documentation, tax returns, W-9, and a copy of the lease, and proof
of relation to COVID-19 that this was caused by COVID-19.
COUNCILMEMBER HARRIS asked if that was generally a letter from an employer or a doctor.
MS. POWELL said there are those types of documentation or there are certain situations where self-
attestation is allowed.

Councilmember Harris encouraged residents to reach out if they need assistance and spread the

Mayor's Announcements
MAYOR HARTKE said the Tokyo Olympics came to an end last weekend and congratulated all of the
Olympians. Arizona had 17 athletes that represented Team USA, including Chandler’s Jamie Westbrook
who competed in baseball and received a silver medal. Skateboarding made its Olympic debut with
Chandler’s Andrew Nicholas as the men’s team manager. Mayor Hartke said the Paralympics would
begin soon as well which also have Arizona athletes.
MAYOR HARTKE announced Michael Whitaker passed away who was a veteran and passionate
volunteer. Mayor Hartke said Mr. Whitaker was involved with the Chandler Exchange Club, responsible
for putting out thousands of flags on September 11, and spearheaded the Race Across America
program. Mayor Hartke said there would be a celebration of life at Valley of the Sun cemetery.
MAYOR HARTKE said on August 14 from 6-10 p.m. at Desert Oasis Aquatics Center, there is a free dive
in movie.
Council's Announcements
COUNCILMEMBER HARRIS announced Nancy Ritter, a member of American Legion Post 35, passed
away. Councilmember Harris said she was a huge contributor to the City.
COUNCILMEMBER LOPEZ encouraged people to be mindful while driving through the neighborhoods
and near the schools now that school is back in session.
VICE MAYOR STEWART wished his wife a happy birthday.
COUNCILMEMBER ROE encouraged residents to reach out to the non-profits as they are always in need
of assistance not just around the holidays.
COUNCILMEMBER ELLIS said Christine Ringer lost her brother and father and announced there would
be a celebration of life.

COUNCILMEMBER ELLIS said there is a need for landlords to get people into homes. There are
incentives for landlords and encouraged landlords to consider it as there are 3500 on the waiting list
with vouchers.
City Manager's Announcements
MAYOR HARTKE congratulated Joshua Wright for being appointed City Manager.
JOSHUA WRIGHT, City Manager, thanked Council for their support and said it has been a privilege to
work with Council to achieve their vision. Mr. Wright said he is excited to serve the community and
work with the outstanding staff. Mr. Wright thanked staff for all of their work and their support as
well.
