RESOLUTION NO. 5507 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, ARIZONA, ADOPTING A PROGRAM FOR THE PURPOSE OF A LICENSING PROGRAM FOR SHARED MOBILITY DEVICES WHEREAS, the City of Chandler seeks to implement a program to permit the deployment of shared mobility devices by participating companies; and WHEREAS, planning is required for an efficient and safe transportation system, including the licensing of providers, in order to ensure an adequate quality of life; and WHEREAS, the City of Chandler’s initial pilot program approved through Resolution 5337 expired without any companies applying for or obtaining a license; and WHEREAS, multiple companies have approached staff asking for a renewed shared mobility program to allow for the operation of shared mobility devices within the City; and WHEREAS, a program would allow staff the opportunity to study the use of shared mobility devices, allow for public and business community feedback, and collect anonymized data from the pilot program participants to allow staff to conduct analysis and policy formulation. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona, as follows: Section 1. Authorize the City Manager, or designee, to adopt, and from time to time, amend the rules governing the operation of shared mobility device and electric scooter sharing system. Section 2. Authorize the City Manager, or designee, to enter into a license agreement with providers consistent with the terms of this resolution and to perform all acts necessary to give effect to this Resolution. Section 3. Authorize that the program charge the fees that were established by City Council Resolution and incorporated in the Citywide Fee Schedule based on City Code Chapter 2, Section 17.
