Shared Mobility Program Rules Summary
Agreement Required – Shared mobility companies must enter into a license
agreement with the City.  Licenses last for a period of one year and may be renewed
by the City for additional one-year periods.
Early Termination – The City will be allowed to terminate an agreement at any time
for any reason.
Shared Mobility Device (SMD) Requirements – SMDs must have a functioning
headlight, rear reflector or light, and brakes.  The maximum speed for SMDs will be
15 miles per hour.
Shared Mobility Fleet – Companies must have a minimum of 50 SMDs and a
maximum of 100 SMDs deployed in Chandler.  After three months, companies may
be permitted to increase fleet size up to 250 SMDs.  Fleet expansion may be
authorized administratively, but will only be awarded to a company that
demonstrates compliance with program rules.
Clustering of Devices – Within the downtown area, scooter and bicycle staging areas
are marked, and all SMDs must be parked within these areas.  Outside of downtown
Chandler, no more than 5 scooters or 3 bicycles may be staged together in a cluster.
Clusters must be separated by a minimum of 150 feet, unless otherwise designated
by the City.  No clusters will be permitted in single-family residential neighborhoods.
Rebalancing Requirements – All SMDs must be collected each night and restaged
the following day, unless a company can successfully demonstrate nightly
rebalancing that keeps the devices staged in an organized manner and only parked
in appropriate areas.
Parking Restrictions – All SMDs must be parked upright and must all be facing the
same direction when parked in a group.  In downtown Chandler, SMDs may only be
parked within designated parking/ staging areas.  Elsewhere, SMDs may not be
parked in the following locations:

In a manner that obstructs accessible space as required by federal
Americans with Disabilities Act (ADA) law, such as 4’ continuous width
on sidewalks, curb ramps and landing areas, access to traffic signal
push buttons, and wheelchair boarding space at bus stops
o
Within 10’ of curb ramps, traffic signal push buttons, and fire hydrants
o
Within roadway, bike lane, driveway entrance/ exit, or accessible
parking space/ loading zone
o
On a sidewalk less than 6’ in width

On private property, unless authorized by property owner
o
Under the colonnade in downtown Chandler

In a vegetated area
Enforcement – Companies will have 2 hours to collect or relocate SMDs when given
notice that an SMD is parked improperly.  If the company does not remove the
improperly parked SMD within 2 hours, a penalty fee will be assessed (see below for
information on fees).  The City may also relocate or impound devices blocking ADA
required space if needed.
Data Sharing – Shared mobility companies will be required to share data with the
City, including data on each trip taken, a monthly summary of trips, and heat maps
showing trip patterns.
Insurance and Indemnification – Shared mobility companies will be required to
have insurance and accept indemnification language.
Fees – Each company will be required to pay a one-time $3,000 application fee, and
monthly payments based on $0.10 per ride taken each month.  For violations, first,
second, third and subsequent offenses will be charged at $50/ $250/ $500 per device
per day.
