Introduction
Residential Pursuits Investments, LLC (RPI) is excited to bring Arbor Square, a new single-family 
development in the City of Chandler located North of Warner Road East of Alma School Road. Arbor Square 
is relatively unique to the region, and was developed through RPI's creative research and development 
process. RPI intends for Arbor Square (the “Site”) development to become a point of pride within the City 
and to the current and future residents, offering architecturally distinct housing choices and opportunity 
themed open spaces. (See Exhibit A: Vicinity Map).
Arbor Square is a proposed residential development of approximately 2.7 gross (2.48 net) acres, nestled 
between existing developments. The Site is an undeveloped parcel of land within a neighborhood known as 
Amberwood II. The "Site" proximity to shopping, employment, freeway access, and award-winning schools 
allows for the creation of a unique environment that responds to the housing needs of the surrounding area. 
Arbor Square is anticipated to have 16 residences of single-family detached housing types on a minimum 
45 ’x 75’ lots size, for an overall density of approximately 5.90 du/ac. 
RPI believes this Site is an appropriate location to build this unique housing product and community.  RPI, 
a private equity firm that is continuing to build upon its reputation throughout the United States for the 
selecting, constructing and marketing of housing products within infill locations. Arbor Square is compatible 
with the surrounding neighborhoods with it's proposed Spanish Colonial, Modern Ranch, Desert Modern, 
and Farmhouse architectural characteristics. The quality and proposed aesthetics of Arbor Square reflects 
RPI's commitment to community design and development. 
Background
Under the City of Chandler’s General Plan, the Site is designated as Neighborhoods and is currently zoned 
PAD. Additionally, the immediate area has also developed a variety of residential densities and housing 
products. Arbor Square meets the objectives of the City’s General Plan, and demonstrates compatibility 
between new development and existing neighborhoods by incorporating a compatible lot size and product 
type. 
In order to develop this challenging infill parcel, Residential Pursuits Investments, LLC (RPI) requests:
•	
The Site be zoned Planned Area Development (PAD) for Residential;
•	
Approval of the Preliminary Development Plan (PDP); and
•	
Approval of the Preliminary Plat (PPT)
Much of the immediate area is established with a variety of single-family residential densities generally 
built between 1970 and 1999 with a few between year 2000 and the present. The Site’s development as 
a residential neighborhood is consistent with the General Plan land use designation of Neighborhoods. 
Currently, there is large regional commercial developments just .3 miles west and .4 miles southeast of 
the Site. These developments, along with a number of major employment entities in the area, support the 
proposed single family residential development and zoning designation.
The proposed development also incorporates a different product type of a similar but varied density to the 
surrounding area, which creates a diverse housing market without introducing a development so different 
as to be inappropriate or incompatible with the existing neighborhoods. The proposed architectural style 
and enhanced landscape elements will bring aesthetic diversity to the area with a unique yet authentic 
character.

Planned Area Development 
The Site is currently zoned PAD as a part of the Amberwood North II / Casa Linda Neighborhood. RPI 
is requesting the Site be zoned PAD Residential as an example of New Urban Design. Arbor Square will 
employ design standards that create an appealing modern, yet traditional and intimate neighborhood by 
utilizing desirable architectural features and complementary theming details throughout the community. 
The proposed Development Plan will establish a prominent and accessible community, with an intimate 
and amenable atmosphere. (See Exhibit B: Development Plan and Exhibit C: Landscape Plan). Arbor 
Square will include a total of 16 lots, at a net density of approximately 5.90 dwelling units per acre. The 
layout has been designed to be sensitive to the existing single-family developments. There is a minimum 
25-foot open space buffer along the south edge of the site and 22-feet to the west. Through our discussions 
with staff we have decided it is in the best interest of Arbor Square to limit the lots on the North and 
East side of the community that Plan 3522 can be built on. This is reflected in Exhibit B: Development 
Plan showing the lots Plan 3522 will be restricted to The Site plan provides approximately 17% open 
space as part of the total development’s net acreage. (See Exhibit E: Open Space Plan). The open space 
has been appropriately located on the Site to provide efficient retention as well as visual relief across 
the development. A centralized, 0.20-acre community amenity area is prominently featured within 
the community. (See Exhibit F: Amenity Plan). This amenity area will be easily accessible to all of the 
residents of Arbor Square, supporting recreational activity and social interaction. The amenity area 
will complement the architectural style of the homes, and the landscape accents will incorporate desert 
material and natural colors. The amenity area will feature open space turf and a shaded seating area. Five-
foot attached internal sidewalks encourage pedestrian connectivity and provide an active street scene.

The landscape theming of Arbor Square will feature Modern Desert design elements and motifs which will 
help reflect the community’s distinct style while maintaining an aesthetic balance with the surrounding 
area. The design of the perimeter walls reflects the quality and character of the community. Also, the 
community mailbox cluster matching the specific theme wall design will be located near the amenity area. 
(See Exhibit H: Wall Plan and Exhibit I: Wall Details).  The alignment of the entrances, shaped like bases 
of a square arbor, is ideal based on the constraints of the site and traffic patterns. One of the community 
entrances will include an entry signage monument adjacent to the central amenity area with  metal pin steel 
lettering. This entrance and the signage will be accentuated with enhanced ornamental desert plantings 
organized in formal massing and patterns. (Exhibit J: Entry Details and Exhibit K: Screen Wall Details).

Housing Product
The architecture and character of the housing product for Arbor Square will provide quality housing 
choices throughout the community. You may refer to Exhibit O: Concept Elevations and Exhibit P: Color 
Schemes & Materials. The architectural character and elements throughout the development, is an 
original genre known as Modern Desert. Modern Desert character incorporates differing architectural 
styles found across the southwest from Texas to Southern California and fuses them together with a 
southwest twist. This genre involves a composite of traditional farmhouse and/or ranch style architecture, 
modern geometry and building masses, utilizing varied materials and colors. Identifiable elements and 
characteristics of this style include the following:

Gabled roofing that accentuates concrete 'S' and horizontal roof tiling
•	
Various methods of shading and building accents
•	
Refined modern forms and geometry
•	
Emphasis on balanced vertical and horizontal lines
•	
Asymmetry
•	
Incorporation of indoor/outdoor spaces
•	
Decorative tile
•	
An eclectic application of natural materials such as metal, stone and concrete blended with desert 
color inspired stucco and glass paneling. 
The proposed single-family detached product creates a visually pleasing street scene. The floor plans offer 
two-story homes with two- and three-car parking driveways and two-car garages. The front elevations 
offer a combination of front loaded garages, font livable architecture, porches, and recessed entries which 
all assist in providing articulation between the front setbacks and living spaces. The overall concept 
provides marketable traditional singe-family detached homes to a wide range of home buyers. Some key 
product features include:

Parking & Refuse
Arbor Square incorporates planning and design elements that provide proper parking and access for 
management. Parking is available throughout the development through parallel parking along internal 
circulation routes, as well as two garage spaces per unit, and driveway parking. The need for guest 
parking is anticipated to be a minimum of one guest space per every two units, with the development 
having an average of one to two guest spaces per unit. In addition to providing adequate parking, the 
layout of the community gives residents the ability to properly locate their trash receptacles allowing 
waste management services to collect them efficiently and with ease. (See Exhibit Q: Street Sections and 
Exhibit R: Parking & Trash Location Plan).

Grading and Drainage
There are no off-site flows that historically pass through the project site. The adjacent off-site streets 
and internal on-site streets will convey storm water to multiple surface retention basins. (See Exhibit T: 
Preliminary Grading & Drainage Plan).
Conclusion
Arbor Square makes good sense on this challenging infill site. The proposed PAD, and PDP meet the goals of 
the City by providing a community that is visually attractive. Arbor Square satisfies the goals of the General 
Plan and the Area Plan by providing varied housing that will provide additional support to the existing 
retail and employment uses in the area. The proposed amenity will help to create a close community by 
providing  place for families, friends and neighbors to gather together. Pedestrian connectivity throughout 
the development reinforces a desirable lifestyle and embraces place-making principles. The architectural 
design, landscaped open space, and engaging thematic elements that reflect the aviation heritage of the 
area assure that Arbor Square will be a valuable asset to the City and immediate area. We request your 
approval.
