Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative in
paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe your organization’s history, mission and goals.
The City of Chandler, Arizona, Fire Department is a progressive, internationally accredited organization with
an ISO Class 1 rating and a distinguished history of service to the community. On June 22, 1937, the first
meeting of the Chandler Fire Department (CFD) was held. Initially staffed by volunteers, CFD's first paid Fire
Chief was hired in 1953. In 1975, CFD added advanced emergency medical care by training three firefighters
as paramedics. Since that time, CFD has evolved into an internationally accredited agency that operates 11
fire stations, a regional training facility, a fire administration building, and a mechanical maintenance facility.

Presently, CFD provides fire, emergency medical, hazardous material, and technical rescue services to its
residents and those of neighboring cities (under automatic and mutual aid agreements). In total, CFD
responded to 26,371 emergency incidents in FY 19-20, 74% of which were medical in nature. Currently, there
are 234 sworn and civilian employees within the organization. All station personnel are EMT certified, and
124 of them are paramedics. Additional certifications held by Chandler firefighters include Hazmat, technical
rescue, wildland firefighting, child passenger safety technician, and bilingual specializations.

3. Describe the proposed project and your plan to implement.
The City of Chandler Fire Department (CFD) is applying for a grant of $42,971.74 from the Gila River Indian
Community's State-Shared Revenue Program. This proposed project aims to obtain the equipment and
software necessary to conduct virtual tactical fire operations training. Once purchased, CFD will install the
equipment in an existing room at the Chandler Fire Regional training center to create a new virtual tactical
simulation training room for use in the Department's quarterly training. The area will contain both new
simulation and command/observation spaces.

The Chandler Fire Department partners with several fire departments throughout the region to conduct its
quarterly training, including the Maricopa Fire Department, the Gila River Fire Department, and the Arizona
Fire and Medical Authority. The requested equipment will allow the Chandler Fire Department and its
regional training partners to provide new specialized virtual training for their company officers and incident
commanders to practice their scene management abilities in simulated scenarios. These scenarios will
include fires, EMS responses, hazardous materials spills, WMD incidents, natural disasters, roadway
incidents, active threat scenarios, and industrial accidents. The simulation software requested also allows for
creating custom-tailored scenarios for specific hazards and facilities unique to each community. Pictures from
sites in the community can be uploaded to the simulation and augmented with realistic smoke, fire, vehicles,
people, and other special effects to create an immersive training experience. The Chandler Fire Department
believes that regular training with these simulations will allow Chandler Firefighters and their training
partners to respond quicker and more effectively to a wide range of all-hazard incidents.

Due to the nature of the requested equipment, no additional site work or construction will be needed to
install this equipment at the Chandler Public Safety Training Center. Once installed, the City of Chandler IT
Department will maintain the equipment. The project equipment includes (4) 55" UHD displays mounted in a
custom configuration, an 82" UHD display, a 3x2 VESA display consisting of (6) 24" monitors, an intercom
system with belt packs and dual muff headphones, and a control center location with docking capabilities for
five laptop computers. All additional mounting equipment, cabling, connectors, computer racks, wall plates,
and other needed installation items are also included. This configuration will allow for up to five firefights to
participate in the training at one time. It is estimated that each company officer and incident commander in
the Chandler Fire Department and its regional training partners would have the opportunity to conduct
virtual tactical fire operations training at least once a quarter.

4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River
Indian Community.
The proposed project will satisfy the priority funding area of public safety by improving the quality of training
provided to Chandler Fire captains and incident commanders, as well as that of its regional training partners.
The requested equipment and software will enable the Chandler Fire Department to conduct virtual tactical
fire operations training at its regional fire training center. This training will help develop and enhance the
Department's knowledge, skills, and abilities to safely and efficiently manage a wide range of all-hazard
incidents. Ultimately, this will result in more effective responses and a higher quality of service for Chandler
residents.
5. Identify the needs/problems to be addressed, target population and number of people to be served by the
project.
The City of Chandler is comprised of an estimated 266,821 citizens. The Chandler Fire Department's goal is to
ensure that these citizens are receiving the best and most efficient emergency response possible. One of the
primary ways that it accomplishes this is by providing high-quality training to its firefighters. The Department
has recognized that the most effective way to train its company officers and incident commanders is to use
simulated incidents. The requested equipment will allow the Chandler Fire Department to simulate a wide
range of incident types tailored to the equipment that it uses and the community that it serves. The City of
Chandler has several locations throughout the City that offer unique response challenges, such as the 10,000
employee Intel campus and large specialty chemical manufacturing sites. A primary benefit of this proposed
equipment and software is that it can be customized so that the Department can train with real buildings and
environments from the community, such as these challenging, high-risk locations. The Chandler Fire
Department believes that regular training with these simulations will allow Chandler Firefighters to respond
quicker and more effectively to a wide range of all-hazard incidents throughout the region. This improved
response capability will be a direct benefit to all Chandler residents and the residents of its fire training
partners.

6. Define the project as a new or continuing program. Has GRIC previously funded this project?
This project is a new program and has not previously received any funding from the Gila River Indian
Community. Should this grant request be awarded, it would be the first time that the Chandler Fire Regional
Training Center would be able to offer large-scale virtual tactical fire operations training.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
Should the Chandler Fire Department receive a grant award notification in October 2021, it will immediately
purchase the materials and software required for this project. The purchase and delivery of these materials
will likely occur within two months after the grant is awarded. Installation of the materials at the Chandler
regional training center would then occur before the end of December 2021. The first virtual tactical fire
operations training should then begin in January of 2022. However, this timeline is very flexible and can be
adapted to meet the Gila River Indian Community's time requirements.
8. Identify other organizations, partners or funders participating in the project and their roles.
The Chandler Fire Department will provide the funding to cover the annual repair, maintenance, and
replacement costs of the virtual tactical fire operations training equipment after the initial equipment
purchase. Additionally, Chandler's regional training partners will also be utilizing this new software and
equipment when they attend their quarterly training. The training partners include the Maricopa Fire
Department, the Gila River Fire Department, and the Arizona Fire and Medical Authority.
9. Would you be able to implement the proposed plan if your organization received partial funding for this project?
The Chandler Fire Department would be able to implement a scaled-down version of the project with partial
funding. Currently, the virtual tactical simulation training room will be able to accommodate five individuals
training at once. This training capacity could be scaled back to allow for a lower number of concurrent
participants. However, if this were to occur, CFD will not be able to meet its goal of providing each company
officer and incident commander a chance to conduct virtual tactical fire operations training each quarter.

10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described
sustainability plan.
The costs associated with the virtual tactical fire operations training equipment are primarily upfront. Once
purchased, the equipment will be maintained and serviced by the City of Chandler IT Department. The
Chandler Fire Department budget will absorb any additional repairs and maintenance costs along with any
future recurring software service charges. These costs are expected to be minimal.
11. Describe your plan to document progress and results.
All required reports will be submitted according to the format and timetable specified by the Gila River Indian
Community at the time of the award. CFD will keep physical and digital copies of all relevant grant
documents through the grant period. All purchases made with grant funding will be tracked separately in the
City of Chandler accounting system to ensure an accurate and complete recording of expenditures. Unit
response metrics and incident outcomes will be measured and recorded by the Department throughout the
grant period and the following fiscal years to determine what impact the virtual tactical fire operations
training has on response effectiveness.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state
shared revenues for this and any other project for the past five (5) years. If this information is included in a

1. Incident Command Tactical Simulator Design, Hardware, and Installation - $39,573.74 – This dollar figure was derived
through extensive consultation with Spinitar, an audiovisual design/integration company. Spinitar has been vetted as an
approved vendor for City of Chandler audiovisual projects and provided the design, equipment, and installation for the
City of Chandler Emergency Operations Center. The quote provided includes all design, hardware, and installation cost
for the virtual tactical simulations room, along with a one-year performance guarantee.
2. Incident Command Simulation Software - $3,398.00 – This dollar figure was derived by quote directly from
SimsUshare. SimsUshare is the premier fire simulation software in the industry. It allows for creating custom scenarios
and events tailored to real-life environments and locations through photo upload. Realistic smoke, fire, vehicles, people
and other effects can then be added to the simulation to create an immersive training experience. This software will be
utilized to control the simulation environment.

Incident Command Tactical Simulator
TITLE:
Spinitar shall provide an audio visual system interface and control center for the Chandler Fire Tactical simulator. The system shall consist of
wall-mounted displays for five operators within the space, as well as a control center location at the rear of the room for observation and control of the
Sim.
Spinitar shall install four 55 inch displays , for two users on each side, and one 82 inch display at the center on the front wall. These displays shall be
connected back to the new/provided equipment rack housing the OFE simulator laptop PCs. (Assumes the pc's are laptops for space savings in the rack)
The control console shall consist of an equipment rack adjacent to an owner furnished table for the Sim operator to use. A 3 x 2 desktop mount VESA
display , accommodating six 24 inch HD displays shall be installed on the table and arranged in a format reflective of the seated positions in the room.
The bottom center display shall be utilized by the Sim operator to have access to each of the five Sim laptops and utilize a KVM system to select which
laptop to view/control via keyboard hotkeys for quick selection.
Also included is an intercom system with belt packs and dual muff headphones for each of the five Sim participants along with the main Sim control
operator. It is a party line base system with push to talk capability. Wall plates shall be installed near each Sim users station on the wall for the intercom
connection. The displays shall turn on and off based on signal presence and/or screen saver modes from the five Sim laptops.
Spinitar shall provide wiring from a wall plate at the Sim control center to each of the displays as well as the intercom. We shall require AC to each of the
displays on the wall, and wall backing for the 82 inch display, provided by others.
