RESOLUTION NO. 5522 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, AUTHORIZING AN AGREEMENT BETWEEN THE UNITED 
STATES DEPARTMENT OF THE TREASURY AND THE CITY OF 
CHANDLER IN THE AMOUNT OF $6,287,370.40 FOR THE EMERGENCY 
RENTAL ASSISTANCE PROGRAM (ERA 2.0); AUTHORIZING AN 
AGREEMENT BETWEEN THE CITY OF CHANDLER AND AZCEND TO 
ADMINISTER AND DISTRIBUTE FUNDS IN AN AMOUNT UP TO 
$6,287,370.40 TO ASSIST CHANDLER HOUSEHOLDS IN NEED DUE TO 
COVID-19; 
AUTHORIZING 
THE 
NEIGHBORHOOD 
RESOURCES 
DEPARTMENT TO UTILIZE UP TO TEN PERCENT OF THE FUNDS TO 
ADMINISTER THE EMERGENCY RENTAL ASSISTANCE PROGRAM AND 
THE CHANDLER CARES TEAM; AND AUTHORIZING THE CITY 
MANAGER OR DESIGNEE TO SIGN AGREEMENTS AND ALL RELATED 
DOCUMENTS ON BEHALF OF THE CITY OF CHANDLER. 
 
WHEREAS, the City Council approved and adopted Resolution 5543 on February 22, 2021, 
authorizing the City of Chandler Neighborhood Resources Department to accept an initial 
Emergency Rental Assistance rental assistance award to aid individuals and families; and 
 
WHEREAS, many Chandler households have a continued urgent need for rental and utility 
assistance due to the financial impacts of COVID-19, including loss of employment; and 
 
WHEREAS, the United States Department of the Treasury, (hereinafter “Treasury”) included 
appropriations for an Emergency Rental Assistance Program, (hereinafter “ERA 2.0”) created 
under Section 3201 of the American Rescue Plan Act of 2021, Pub. L No. 117-2 (March 11, 2021) 
for eligible local governmental entities; and 
 
WHEREAS, an application was filed on behalf of the City, by and through the Neighborhood 
Resources Department, with the Treasury to obtain ERA 2.0 federal funds in connection with the 
City’s responsibility for the public health, safety, and welfare of its citizenry and its determination 
that a compelling public purpose exists for the expenditure of federal funds for rental and utility 
assistance to ensure a safer and more stable environment during the COVID-19 emergency; and  
 
WHEREAS, pursuant to such application, the Treasury has released the first payment of 
$2,514,948.16 (40%) in ERA 2.0 funds to the City; and  
 
WHEREAS, the non-profit organization AZCEND serves as the City’s Community Action 
Program (CAP) and works in partnership with the City to administer federal and local funds 
allocated for this purpose and can effectively meet Treasury requirements; and  
 
WHEREAS, the City and AZCEND desire to enter into a contract in an amount up to 
$6,287,370.40 (hereinafter “the Award”) so that AZCEND may assist the City in administering 
and distributing its Award of ERA 2.0 funds; and

WHEREAS, the Award allows the City to utilize up to ten percent administrative allowance to 
administer the ERA 2.0 Award and support the Chandler CARES Team. 
 
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chandler, Arizona, 
as follows: 
 
Section 1. 
Approves the agreement between the City and the Treasury, in the form presented 
in Exhibit A. 
 
Section 2. 
Authorizes an agreement with AZCEND, the CAP serving the City, in an amount 
up to $6,287,370.40, to administer and distribute ERA 2.0 funds to assist Chandler 
households in urgent need of rental and utility assistance as a result of COVID-19. 
 
Section 3. 
Authorizes the Neighborhood Resources Department to utilize up to ten percent of 
the Award to administer the ERA 2.0 and the Chandler CARES Team. 
 
Section 4. 
Authorizes and directs the City Manager, or his designee, to execute, on behalf of 
the City, the named agreements and such other actions as are necessary to carry out 
the intent of this Resolution.
