14. Project Name: Stop The Bleed/Active Shooter Response Kit (ARK)
15. Purpose of Grant: The purpose of this grant application is to provide life-saving Stop The Bleed/Active Shooter
Response Kits (ARKs) for all Chandler Police Department (CPD) patrol vehicles, as well as all schools staffed by CPD
School Resource Officers. The Department is requesting funds to purchase 146 ARKs. These kits are designed to be
quickly distributed by Police first responders during mass casualty incidents to mitigate the effects of severe injuries
sustained during active shooter incidents. ARKs provide the supplies necessary to stop extreme blood loss and
hemorrhaging, allowing victims to survive long enough for medical assistance to arrive.

Narrative
Please structure your proposal to provide the following information in the order indicated. Provide the narrative in
paragraph form in the text field provided. Please be thorough but strive for brevity.
1. Briefly describe your organization’s history, mission and goals.
The City of Chandler was founded in 1912 as an agricultural town. Since that time, the City has evolved into a
high-tech industrial hub with a diverse population of over 267,000 residents. The City boundary spans an
incorporated area of approximately 64.9 square miles. As of March 2021, there are 109,801 housing units
within the city limits. There are 880 total miles of roadway within the City of Chandler, consisting of 860
miles of local roads and 20 miles of highway. The City is bordered by the Gila River Indian Community to the
south, the City of Phoenix to the west, the Cities of Tempe and Mesa to the north, and the Town of Gilbert to
the east. The City of Chandler serves as a vital part of the Phoenix metropolitan area, linked together by
Interstate 10/17, State Route 202, State Route 101, and State Route 87.
The Chandler Police Department, also established in 1912, is a highly successful, community service-oriented,
proactive agency, represented by 505 dedicated sworn and civilian staff. The mission of the organization is
to provide a safe community where people can live, work, and thrive. We are committed to being a leader in
law enforcement and will pursue and engage the best trained, equipped, and committed professionals who
demonstrate the highest performance standards and best policing practices in partnership with the
community.

describe your relationship with Arizona municipalities including past and present support, whether through
partnerships, collaborations, in-kind contributions, grants, tax-based funding or other. Describe the supporting
municipality’s role in this project. If the applying organization is a municipality or a municipal sub-division please

3. Describe the proposed project and your plan to implement.
The Chandler Police Department is requesting funding for approximately 146 Stop the Bleed/Active Shooter
Response Kits (ARKs). This backpack-style kit can be easily worn by Police Officers and contains lifesaving

supplies when responding to a mass shooter event. Each kit provides supplies for at least seven patients.
The kit contains multiple tourniquets, chest seals, blast bandages and pressure dressings for bleeding control,
individual ‘stop-the-bleed’ throw kits, which are sealed and contain a tourniquet and multiple modular
bandages for hemorrhage control, and simple bilingual instructions.
Police Officers are the first responders on scene that enter the location of an active shooter event. Police
Officers must act quickly and decisively to save lives. Victims on the scene may have received critical life-
threatening injuries that require an immediate medical response for survival. Currently, treatment for these
victims is delayed until medical response personnel can arrive on the scene. In many cases, police officers
must secure the scene to ensure safety prior to allowing other first responders, such as Fire Department and
medical personnel, to enter the scene and attend to victims. This can take a while and is usually chaotic.
During this time, the injured are left on scene without medical care and may pass away from blood loss. This
can be a significant time period from when the patient is injured, when police make contact, and when first
medical attention occurs. Sadly there are many examples, such as the Parkland, Sandy Hook, and Columbine
school shootings, as well as the Gilroy Garlic Festival and Las Vegas Harvest Music Festival. Although
Chandler hasn’t experienced an incident similar to the scale of these, the frequency of incidents, large and
small, necessitates being prepared. Chandler hosts many large events, such as the Ostrich Festival, Cajun
Fest, multiple 5K/10K race events, Jazz Festival, and Parade of Lights/Tree Lighting Event, that attract tens of
thousands of participants or more from various communities, that could be targeted.
The Chandler Police Department is requesting funding of the ARK backpack kit so every patrol vehicle is
equipped with one. Additionally, every School Resource Officer (SRO) assigned to a school within Chandler
will be provided an ARK that can be kept onsite at the school. CPD currently has 10 SROs assigned to every
high school and middle school within Chandler city limits that fall under the Chandler Unified School District,
Kyrene School District, and Mesa Public Schools. The kits are designed to be heat resistant and not
disintegrate when exposed to heat by being kept in patrol vehicles. They have been successfully used by US
Customs and Border Patrol, Clark County Fire Department (in response to the Las Vegas Harvest Music
Festival shooting), New York Police Department, and other departments around the country.
Infusing the ARK into each patrol vehicle provides an additional tool to save lives without changing the
primary mission of the officer. Instead, the officers are delivery agents – as officers advance through the
scene, they can either throw the entire kit or a smaller ‘stop-the-bleed’ kit to an able bodied victim so victims

can use the kit to help themselves and/or other injured victims. It can take a while to secure a scene. This is
valuable time where the injured typically do not receive medical care. Reducing the time from the original
incident to hemorrhage control is a must to save lives after a mass casualty incident or active shooter
scenario. The throw kits have an exponential impact and are designed to decrease the time it takes to render
hemorrhage control to patients, thus increasing survivability chances. These kits are a way to infuse life-
saving equipment at first contact with the injured instead of waiting for the fire department to respond. It’s
also important to note that the number of victims may outnumber emergency personnel, so these kits could
still be used by non-first responders after medical is on scene, similar to what happened in Las Vegas. Having
an ARK in every CPD patrol vehicle and all schools that have a CPD School Resource Officer, will undoubtedly
save lives in the City of Chandler and surrounding communities should an active shooter incident occur.
4. Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River
Indian Community.
The project supports the Public Safety priority by providing funding for Stop the Bleed/Active Shooter
Response Kits for the Chandler Police Department, which would be used during active shooter/mass casualty
events for Chandler and other communities where Chandler would respond. Having these kits on all CPD
vehicles and at schools with CPD resource officers will ensure that Chandler officers have the equipment that
they need to act effectively and save lives during these incidents.
5. Identify the needs/problems to be addressed, target population and number of people to be served by the
project.
The problem being addressed is the need to drastically reduce the response time for hemorrhage control of
victims during an active shooter/mass casualty incident. In these situations, every second counts, and having
the kits available on scene for CPD officers will allow them to quickly render tourniquets and other forms of
life-saving aid without having to wait for medical response personnel to arrive. The project will primarily
provide services for the citizens living and working within the City of Chandler, which has a current
population of more than 267,000 people. In addition, these kits can be used in the surrounding communities
wherever CPD responds to an active shooter/mass casualty event.
6. Define the project as a new or continuing program. Has GRIC previously funded this project?

The funding of the ARK is a new program to the Chandler Police Department and CPD does not currently have
any ARKs. GRIC has not previously funded this project.
7. Provide a brief timeline including start and finish dates. Indicate if the timeline is flexible.
The timeline to start the project is flexible. The desire is to purchase ARKs as soon as funds are available so
they can be put in to service immediately. It is anticipated the process would take three to five months to
complete the purchase, receive the ARKs, and place the ARKs in to service.
8. Identify other organizations, partners or funders participating in the project and their roles.
This is a Chandler Police Department project. No additional funding sources are indentified for this project.
9. Would you be able to implement the proposed plan if your organization received partial funding for this project?
Yes, partial funding would allow the Chandler Police Department to fund a portion of the ARKs requested.
Full project funding is preferred; however, CPD would gratefully accept any level of funding for this project.
10. Describe your plan for project financial sustainability beyond the grant period. If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described
sustainability plan.
There is no on going costs for the kit. There is no expiration on the equipment in the kits, and the bandages
and tourniquets will not degrade in the heat. If part or an entire ARK are used, CPD would fund the
replacement costs of the supplies.
11. Describe your plan to document progress and results.
During the grant period, progress and/or annual reports addressing the implementation status will be
provided as required by the Gila River Indian Community.
The progress documentation would consist of tracking the procurement process and the distribution to all
patrol vehicles and CPD School Resource Officers. All purchases made with grant funding will be tracked
separately in the City of Chandler accounting system to ensure an accurate and complete recording of

expenditures. Upon receipt of funding, CPD will purchase all active shooter response kits. Distribution would
then occur to all patrol vehicles and CPD School Resource Officers. It is the hope of the Department that
these kits will never have to be used. However, in case of a mass casualty incident, the number of lives saved
would be documented based on the throw kit distribution.
12. Indicate any application to and/or awards made by a tribe other than the Gila River Indian Community for state
shared revenues for this and any other project for the past five (5) years. If this information is included in a
separate attachment, please indicate that here.
The Chandler Police Department has not applied to or received any awards from any other tribe.
