RESOLUTION NO. HO164 A RESOLUTION OF THE PUBLIC HOUSING AUTHORITY COMMISSION OF THE CITY OF CHANDLER, ARIZONA, APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT THE CITY OF CHANDLER HOUSING AND REDEVELOPMENT FIVE-YEAR PLAN AND 2021 ANNUAL PLAN SIGNIFICANT AMENDMENT FOR THE EMERGENCY HOUSING VOUCHER (EHV) AND TEMPORARY POLICY SUPPLEMENT (CHAPTER 18) TO ADMINISTRATIVE PLAN EHV POLICIES AND CERTIFYING COMPLIANCE WITH THE RELATED REGULATIONS. WHEREAS, On May 11, 2021, United States Department of Housing and Urban Development (HUD) notified the City of Chandler Housing and Redevelopment Division that Chandler Public Housing Authority (Chandler PHA) is eligible for Emergency Housing Vouchers (EH Vs) and funding as authorized by the ARP of 2021; and WHEREAS, the Public Housing Authority Commission approved and adopted Resolution HO161 on May 17, 2021 authorizing the City of Chandler Housing and Redevelopment Division to accept the EHV award and rental assistance to individuals and families who are: (1) homeless; (2) at risk of homelessness; (3) fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking or human trafficking; or (4) recently homeless and for whom providing rental assistance will prevent the family’s homelessness or having high risk of housing instability; and WHEREAS, the Housing and Redevelopment Division developed the attached Amended Five- Year Plan and 2021 Annual Plan for submittal to HUD to incorporate EHVs and their requirements; and WHEREAS, to accomplish these modifications an amendment to the City’s Five-Year Plan and 2021 Annual Plan must be completed during a public meeting of Public Housing Authority Commission, at which the amendment is adopted, and submitted to HUD for approval; and WHEREAS, the Agency Plan incorporates the attached Temporary Policy Supplement (Chapter 18) to Administrative Plan EHV Policies; and WHEREAS, the Public Housing Authority Commission of the City of Chandler is the entity charged with approving the Administrative Plan and authorizing the submittal of the revised plan to HUD for approval. NOW, THEREFORE, BE IT RESOLVED that the Public Housing Authority Commission of the City of Chandler, Arizona, as follows: Section 1. Approves the revised Five-Year Plan and 2021 Annual Plan, in the forms attached hereto, as well as the documents incorporated therein. Resolution HO164 Page 2 Section 2. Directs the City of Chandler Housing and Redevelopment Division to submit the Significant Amendment of the 5-Year Plan and 2021 Annual Plan to HUD with all documents, forms, and materials required. Section 3. Directs the staff of the City of Chandler Housing and Redevelopment Division to perform all acts necessary to give effect to this Resolution, including, without limitation, providing any required certification of compliance with applicable regulations.
