RESOLUTION NO.  5527 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING REALLOCATIONS FOR THE USE OF THE 
AMERICAN RESCUE PLAN ACT (ARPA) GRANT AND REMAINING 
AZCARES GRANT CONTINGENCIES, AS WELL AS ALLOCATION OF 
FREED UP GENERAL FUND FROM ITEMS NOW FUNDED WITH ARPA, 
BEGINNING OCTOBER 15, 2021.  
 
WHEREAS, the State of Arizona authorized and implemented the AZCares Program fund to assist 
local governments through the allocation of the federal CARES Act funds received through the 
State; and   
 
WHEREAS, the AZCares Program funds were designed to address local governments’ unforeseen 
financial needs and risks created by the COVID-19 public health emergency and AZCares Program 
funds still remain in contingency; and 
 
WHEREAS, the ARPA Program funds are also designed to address local governments’ financial 
needs created by the COVID-19 public health emergency; and  
 
WHEREAS, the ARPA Program funds and AZCares remaining Program funds in the Grant Fund 
Contingency were allocated as outlined by the Mayor and Council in Resolution 5481 approved 
on May 13, 2021; and 
 
WHEREAS, additional guidance from the United States Treasury Department has since been 
received which affects some of the before determined program’s eligibility; and 
 
WHEREAS, the City of Chandler must comply with the certain terms and conditions for the receipt 
and expenditure of the funds; and 
  
WHEREAS, the ARPA Program funds will be allocated to allowable areas currently funded with 
General Fund, thereby freeing up General Fund for reallocation to priority projects that did not fit 
within the ARPA guidelines.  
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona, 
as follows: 
 
Section 1. 
That the ARPA Program funds ($34,560,795) and AZCares Program funds 
($8,562,956) totaling $43,123,751 in the Grant Fund Contingency, and $7,652,044 
of General Funded items now eligible as ARPA funded to be reallocated to priority 
projects that did not fit within the ARPA guidelines, as generally outlined in Exhibit 
A, to operating and capital priorities in the following City Council Strategic 
Goal/Focus Areas: Economic Vitality, Innovation and Technology, Quality of Life, 
Neighborhoods, and Good Governance, beginning October 15, 2021.

Section 2. 
That the City Manager, or his designee, is authorized to transfer appropriation 
from Grant Contingency to projects identified on Exhibit A as ARPA or AZCares 
funded, and between Departments within the General Fund and the Grant Fund 
to properly record budget and actuals in accordance with Exhibit A.  
 
Section 3. 
That the City Manager, or his designee, is authorized and approved to take all 
appropriate action necessary to receive and expend the ARPA Program funds 
including but not limited to: (a) submitting all documents, information, plans, 
and materials required by a grant agreement; and (b) disbursing the ARPA 
Program funds made available to the City of Chandler as authorized under any 
grant agreement; and (c) shifting the planned spending as detailed in Exhibit A 
depending on any new information, requirements, or direction received related 
to allowable projects, to the extent that these changes meet the intent of Council 
spending priorities.  
 
PASSED AND ADOPTED by the City Council of the City of Chandler, Arizona, this 14th day of
