MINUTES OF THE TRANSPORTATION COMMISSION MEETING

Chairman Dan Henderson called the meeting to order at 4:00 p.m.

2. APPROVAL OF MINUTES
a. Minutes of Wednesday, July 21, 2021
A motion was made by Vice Chairman Repar, seconded by Commissioner Smith to
approve the minutes of August 18, 2021, as presented. The motion passed unanimously
(7-0).

4. DISCUSSION ITEMS
a. Price/Ocotillo/Chandler Heights Shared Use Path Study:
CHRIS MILNER from TYLin International provided a presentation to the commission.
He noted that the study was updated to include Chandler Heights Road in addition to
Price and Ocotillo roads.
He highlighted the following:
Alternatives Analysis + Considered Alternatives
City of Scottsdale Input:
o The City of Scottsdale has implemented a similar project. Feedback
received from Scottsdale staff include concerns over side street and
driveway crossings; landscape buffers between curb and path
becoming maintenance issues; balancing maintenance issues with
providing user comfort/shade is a challenge. They noted that pavement
marking on path is beneficial to provide directional guidance and
delineation for nighttime users.
Chandler Heights Road Separated Bike Lane Planning Study
Project Area Bicycle Travel Time Map – Average commute time in Maricopa
County – 26 minutes. 0.8% of people living in the project area commute to
work by bicycle.
17.9% of residents living in project area work in project area.
6.9% of residents living in project area interested in bicycle commuting.
Evaluation Criteria:
o Origination-Destination Analysis to Price Road Corridor
o Connection to Recreational Destinations
o Driveway Density
o Cost
o Compatibility with Town of Gilbert Plan
COMMISSIONER BRENNAN asked why the bike lane in the street would be kept if a
shared use path would be in place.
MR. MILNER stated that there would be costs associated with removing the bike
lane, however, he stated that was something that could be looked at.
Transportation Planning Supervisor JASON CRAMPTON stated that the bike lane
could be left as an alternate bike path for bicyclists but that they could look into
removing it.
COMMISSIONER BRENNAN inquired who the stakeholders consisted of.

MR. MILNER stated that business owners, employees, and homeowner association
groups were the stakeholders that were reached out to in the area.
COMMISSIONER BRENNAN noted that trees/landscaping would be beneficial to the
project.
VICE CHAIRMAN REPAR commended the project.
In a response to a question from CHAIRMAN HENDERSON, Mr. Milner stated he
would reach out to City of Scottsdale staff to get specific information about their
concerns related to maintenance.
b. Regional Transportation Plan Update:
Transportation Planning Supervisor JASON CRAMPTON provided the commission an
updated on the Regional Transportation Plan. He reviewed with the commission the
Plan timeline, funding plan, projected revenue, investment plan, and estimated
benefits.
Mr. Crampton listed the various projects by phases, including the regional
contribution for each. He noted the numbers were estimates only and subject to
change throughout the life of the program.

In response to questions from commissioners, MR. CRAMPTON explained that the
proposed project at the Loop 101-Frye road was for traffic going north bound to get
on the Loop 101 without having to go to Chandler Boulevard. He further stated that
the McQueen Rd. (Pecos Rd. to Warner Rd.) project consisted of road widening and
adding bike lanes.
Chandler Projects – Phase III (2036-2040)
In responses to a question from Commissioner Smith, Mr. Crampton confirmed
that ADOT was part of the project discussions and approval for the Loop 202 –
DHOV at Hamilton St. project.

Commissioner Heineking inquired if inflation was factored into the estimated funding.

MR. CRAMPTON stated that costs and revenues were based off of 2021 numbers.
In response to a question from Commissioner Heineking, Mr. Crampton explained the
ability to reprioritize projects as time goes on if needed. He explained that City of
Chandler staff would work with the City Council, MAG staff, committees, and eventually
the Executive Committee for approval and reprioritization.
Mr. Crampton further stated that the projects highlighted were based off of the Chandler
Transportation Plan. MAG then provided an analysis and worked with city staff on moving
forward with development and prioritization.
5. OTHER ITEMS
a. Transportation Project Status:
Transportation Planning Supervisor JASON CRAMPTON reviewed the status report with
the commission.
b. Arizona Avenue Alternatives Analysis Report:
Transportation Planning Coordinator NANCY JACKSON stated that a copy of the report
was being sent to the commission members vis U.S. mail.
c. Future Agenda Items:
Commissioners requested the following future agenda items for discussion:
Complete Streets
Vision Zero – similar to City of Tempe initiative to reduce or eliminate bicycle
deaths
Park Strategic Master Plan – Bike and Trail Master Plan
Lindsay Road Design
Pedestrian/Bicyclist Safety Plan
Transportation Commission – Pedestrian/Bike Subcommittee
MAG Active Transportation Plan
Expansion of Intel facility – Dobson to Queen Creek – any plans to widen
Queen Creek
I-10 Widening Project Update (pertaining to Casa Grande and Chandler)
Gila River Casino – update of conversation between Mayor and Council and
Gila River Community regarding Transportation
Electric Scooter Program Update

The next meeting date was announced for November 17, 2021.
6. ADJOURNMENT
With there being no further business before the commission, Chairman Henderson
adjourned the meeting at approximately 5:08 p.m.
