RESOLUTION NO. 5536                
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, APPROVING AND AUTHORIZING THE REALLOCATION OF 
EMERGENCY RENTAL ASSISTANCE PROGRAM FUNDS (ERA 1 AND 
ERA 2) TO MARICOPA COUNTY FOR DISTRIBUTION TO ELIGIBLE 
CHANDLER HOUSEHOLDS ON AN INTERIM BASIS. 
WHEREAS, on February 25, 2021, the City Council adopted Resolution 5543 authorizing the City 
to accept ERA 1 funds in the amount of $7,946,091.60 to assist eligible Chandler households with 
rent and utility assistance; and  
WHEREAS, on September 23, 2021, the City Council adopted Resolution 5522 authorizing the 
City to accept ERA 2 funds in the amount of $6,287,370.40 to assist eligible Chandler households 
with rent and utility assistance; and  
WHEREAS, the City planned to utilize AZCEND to disburse ERA 1 and 2 funds to eligible 
Chandler households; and  
WHEREAS, Maricopa County also utilizes AZCEND to disburse ERA 1 and 2 funds to eligible 
county households; and  
 
WHEREAS, the City is authorized and empowered to enter into IGA for the provision of services, 
or for joint or cooperative action, pursuant to Arizona Revised Statute §11-952; and  
 
WHEREAS, AZCEND and Maricopa County utilize similar infrastructure for reporting the 
extensive programmatic and financial data to comply with the ERA 1 and 2 requirements; and 
 
WHEREAS, it is the desire of the City to work with other entities participating in ERA 1 and 2 to 
work together for the mutual benefit of the public; and 
 
WHEREAS, the City desires to partner with Maricopa County for the provision of rent and utility 
assistance for eligible Chandler households, as well as other necessary reporting and monitoring 
responsibilities. 
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chandler, Arizona 
as follows:  
 
Section 1. 
Authorizes staff to begin working with Maricopa County to facilitate the 
reallocation and disbursement of ERA 1 and 2 funds to Maricopa County. 
 
Section 2. 
Authorizes the City Manager, or designee, to enter into negotiation with Maricopa 
County to draft an intergovernmental agreement for future consideration by the 
Council and perform all acts necessary to give effect to this Resolution.
