MICAH MIRANDA, Economic Development Director, thanked Mayor Hartke and stated that the 
holiday shopping season has begun and encouraged the public to shop small businesses in 
Chandler as they make up 95% of the businesses in the Chandler community.

City Clerk

Transfer of General Fund, Non-Departmental, Contingency Appropriation to the City Clerk 
Department in the Amount of $95,000 to Fund Two Temporary Employees to Support the 
Passport Program
Move City Council approve the transfer of General Fund, Non-Departmental, Contingency 
appropriation to the City Clerk Department in the amount of $95,000 to fund two temporary 
employees to support the increased demand of the Passport Program for Fiscal Year (FY) 
2021-22, offset by the passport program revenue.

Move City Council approve a Public Defender Agreement between the City of Chandler and 
Ursula Gordwin in the amount of $32,374.

Move City Council approve Agreement No. CS2-961-4389, with Umpires of Arizona, for 
softball umpire services, in an amount not to exceed $60,000, for the period of one year, 
beginning November 15, 2021, through November 14, 2022, with the option of up to four 
one-year extensions.

Agreement No. CS0-910-4120, Amendment No. 2, with UBM Enterprise, Inc., for Park 
Restroom Cleaning Services 
Move City Council approve Agreement No. CS0-910-4120, Amendment No. 2, with UBM 
Enterprise, Inc., for park restroom cleaning services, in an amount not to exceed $164,385, 
for the period of December 1, 2021, through November 30, 2022. 
5.
Re-naming of the Chandler Environmental Education Center, located at 4050 E. Chandler 
Heights Road, to the Chandler Nature Center 
Move City Council approve the renaming of the Chandler Environmental Education Center 
to the Chandler Nature Center.
6.
Resolution No. 5530 Amendment to Memorandum of Agreement for Amusement Train 
Ride and Concession Services at Desert Breeze Park 
Move City Council approve Resolution No. 5530 third Amendment to Memorandum of 
Agreement with Chandler Amusements, LLC for Amusement Train Ride and Concession 
Services at Desert Breeze Park.

Marco, located 250 feet south of Frye Road on the east side of Nebraska Street, 
approximately 1/3 mile west of the intersection of Frye Road and Arizona Avenue
Rezoning
Move City Council introduce and tentatively adopt Ordinance No.4997 approving PLH21-
0039 The Marco, Rezoning from SF-8.5 to PAD for Medium Density Residential, subject to 
the conditions as recommended by Planning and Zoning Commission.
Preliminary Development Plan
Move City Council approve Preliminary Development Plan PLH21-0039 The Marco, for site 
layout and building design, subject to the conditions as recommended by Planning and 
Zoning Commission.
Preliminary Plat
Move City Council approve Preliminary Plat PLT21-0043 The Marco, subject to the condition 
recommended by Planning and Zoning Commission.

Move City Council approve Use Permit, PLH21-0049 Barnes Family Services, for the 
continued operation of a day treatment program for adults with special needs, subject to 
the conditions recommended by Planning and Zoning Commission.

located on the south side of Frye Road approximately ½ mile west of Kyrene Road.

repair facility on property zoned General Industrial District (I-2) subject to the conditions as 
recommended by Planning and Zoning Commission.

Move City Council pass and adopt Resolution No. 5531 authorizing the acceptance of FY 
2021 Homeland Security Grant Program Awards between the Arizona Department of 
Homeland Security and the City of Chandler for Agreement Numbers 21-AZDOHS-HSGP-
210803-01, 21-AZDOHS-HSGP-210803-02, and 21-AZDOHS-HSGP-210201-01; authorizing 
the Mayor to execute the Agreements; and authorizing the Chief of Police to administer, 
execute, and submit all documents and other necessary instruments in connection with 
such Agreements.

Conservation District
