Move City Council approve the transfer of General Fund, Non-Departmental, Contingency 
appropriation to the City Clerk Department in the amount of $95,000 to fund two temporary 
employees to support the increased demand of the Passport Program for Fiscal Year (FY) 
2021-22, offset by the passport program revenue.

Move City Council approve Agreement No. CS2-961-4389, with Umpires of Arizona, for 
softball umpire services, in an amount not to exceed $60,000, for the period of one year, 
beginning November 15, 2021, through November 14, 2022, with the option of up to four 
one-year extensions. 
Councilmember Orlando declared a conflict of interest on Item No. 3.

Agreement No. CS0-910-4120, Amendment No. 2, with UBM Enterprise, Inc., for Park 
Restroom Cleaning Services 
Move City Council approve Agreement No. CS0-910-4120, Amendment No. 2, with UBM 
Enterprise, Inc., for park restroom cleaning services, in an amount not to exceed $164,385, 
for the period of December 1, 2021, through November 30, 2022.

Re-naming of the Chandler Environmental Education Center, located at 4050 E. Chandler 
Heights Road, to the Chandler Nature Center 
Move City Council approve the renaming of the Chandler Environmental Education Center 
to the Chandler Nature Center.

Resolution No. 5530 Amendment to Memorandum of Agreement for Amusement Train 
Ride and Concession Services at Desert Breeze Park 
Move City Council approve Resolution No. 5530 third Amendment to Memorandum of 
Agreement with Chandler Amusements, LLC for Amusement Train Ride and Concession

repair facility on property zoned General Industrial District (I-2) subject to the conditions as 
recommended by Planning and Zoning Commission.

Program Awards between the Arizona Department of Homeland Security and the City of 
Chandler
Move City Council pass and adopt Resolution No. 5531 authorizing the acceptance of FY 
2021 Homeland Security Grant Program Awards between the Arizona Department of 
Homeland Security and the City of Chandler for Agreement Numbers 21-AZDOHS-HSGP-
210803-01, 21-AZDOHS-HSGP-210803-02, and 21-AZDOHS-HSGP-210201-01; authorizing 
the Mayor to execute the Agreements; and authorizing the Chief of Police to administer, 
execute, and submit all documents and other necessary instruments in connection with 
such Agreements.

Conservation District 
Move City Council introduce and tentatively adopt Ordinance No. 4995 granting an 
irrigation easement to Roosevelt Water Conservation District, at no cost, for irrigation 
facilities relocated on the south side of Chandler Heights Road between 122nd Street and 
124th Street as part of the Chandler Heights Road Improvement Project.

increasing the contract limit by $1,416,819.85, for a revised contract amount not to exceed 
$18,590,819.85.

Move City Council approve Agreement No. MU0-962-4219, Amendment No. 2, with 
Cartright's Drain Service, Inc.; PM Plumbing and Mechanical, Inc.; RKS Plumbing and 
Mechanical, Inc.; and TALIS Construction Corporation, for plumbing service, in an amount 
not to exceed $680,000, for a one-year period, November 1, 2021, through October 31, 
2022.
Consent Agenda Motion and Vote 
Councilmember Lopez moved to approve the Consent Agenda of the November 4, 2021, Regular 
City Council Meeting; seconded by Vice Mayor Stewart.
Motion carried unanimously (7-0), with Councilmember Orlando declaring a conflict of interest on 
Item No. 3.

Current Events
Mayor's Announcements
MAYOR HARTKE announced that the City has begun the Budget process and encouraged citizens 
to participate in the Budget Survey at chandleraz.gov/budget, until November 14.
MAYOR HARTKE stated that the Valley of the Sun would be hosting a Veteran’s Day service.  He 
invited the public to the Field of Honor Memorial ribbon cutting ceremony on November 11, 2021, 
at Veteran’s Oasis Park at 5 pm.

MAYOR HARTKE thanked the community for their trust in the City and Bond Committee 
recommendations on how funds would be appropriated and for the trust in City fiscal policies.  He 
assured the public that the city would continue to be wise stewards of taxpayer dollars and would
make sure that Chandler is a leader in fiscal policy that will continue to garner public trust.
Council's Announcements
COUNCILMEMBER HARRIS thanked everyone for the support he received in the recent loss of his 
mother-in-law. He wished all the veterans a happy Veteran’s Day. He stated that he would be 
speaking at the Sunbirds Veteran’s Day ceremony on November 11 and invited the public to 
attend.
COUNCILMEMBER LOPEZ thanked all the Veterans for their service and wished all a Happy 
Veteran’s Day.
VICE MAYOR STEWART stated the City would be participating in a blockchain technology mock 
election for Chandler residents ages 13 and over through November 30 and referred the audience 
to chandleraz.gov/blockchain for mor information. He reminded the audience that the Parade of 
Lights and Tumbleweed Tree Lighting ceremony will be taking place in downtown Chandler on 
December 4.
COUNCILMEMBER ROE thanked Veterans and public safety personnel for their service.
He 
mentioned that the Chandler Unified School District recently held a bond override election that 
was passed and congratulated schools. He stated that the City Clerk’s Office processes passport 
applications and encouraged the public to apply.
COUNCILMEMBER ELLIS stated that the Chandler Pride event would be taking place on November 
13 at Arrowhead Meadows Park and expressed the importance of elevate and celebrate people.
She mentioned that Tortas Guadalajara recently celebrated safety responders by providing 
breakfast, lunch, and dinner, and thanked the restaurant.
COUNCILMEMBER ORLANDO stated that U.S. News and World Report put out a survey on top 
schools in every state, Chandler had half a dozen schools on that list and stated that it is a 
testament to the Chandler school system.  He wished everyone a happy Thanksgiving.
City Manager's Announcements
CITY MANAGER, JOSH WRIGHT thanked Neighborhood Resources Director Leah Powell and staff 
for their work on coordinating the For Our City Event and thanked City staff that volunteered at 
the event.
