Chairman Hickman opened the meeting and asked the Clerk to call the roll. Chairman 
spoke briefly about public parking and water bottle guidelines.
1.
ROLL CALL - LISTA
The Board of Supervisors of Maricopa County, Phoenix, Arizona, convened in Formal Session at 
9:30 AM on Wednesday, September 13, 2023, in the Supervisors' Auditorium 205 W. Jefferson 
Phoenix, AZ 85003, with the following members present:  Clint Hickman, Chairman, District 4; Jack 
Sellers, Vice Chairman, District 1; Thomas Galvin, Supervisor, District 2; Bill Gates, Supervisor, 
District 3; Steve Gallardo, Supervisor, District 5. Also present: Juanita Garza, Clerk; Kelly Gardiner, 
Minutes Coordinator; Jen Pokorski, County Manager; Andrea Cummings, Legal Counsel.

INVOCATION - INVOCACIÓN
Chairman Hickman asked to Supervisor Gates to introduce his guest who would offer 
the invocation and lead the pledge. Supervisor Gates said Shiba Walizada was from 
Afghanistan and escaped Kabul in 2021 while it was under Taliban’s control. He gave 
a brief biography and history of Ms. Walizada who was also an Arizona State University 
student. She offered the invocation.
3.
PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA
Ms. Walizada led the Pledge of Allegiance to the flag.
4.
PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL - 
PRESENTACIÓN DE ANIMALES DOMESTICOS POR EL DEPARTAMENTO DE
CONTROL Y CUIDADO DE ANIMALES
Kim Powell with Maricopa County Animal Care and Control introduced Queenie, who 
arrived at the Shelter on August 25, 2023. Queenie was emaciated and had a litter of 
puppies. Ms. Powell said Queenie has a great personality, is treat-oriented, has gained 
10 pounds, and with some tender loving care, has made great improvements. Queenie 
is available immediately at the West Shelter. Chairman Hickman thanked Kim for the 
work she does at the shelters.
Chairman Hickman asked the Clerk if there were any announcements or corrections to 
the agenda. The Clerk said item 15 had been withdrawn by the applicant.

PROCLAMATION- SUICIDE PREVENTION AWARENESS
Approve the 2023 Suicide Prevention Awareness Proclamation.

Chairman Hickman asked the Clerk to read the Proclamation, Suicide Prevention 
Awareness Month. 
Juanita Garza, Clerk of the Board, read the proclamation. A copy of the proclamation 
is on file with the Clerk of the Board's Office and retained in accordance with LAPR 
retention guidelines.

Supervisor Gallardo commented on the importance of this subject, saying it is startling 
to him the age that suicide is occurring. He stressed the need for society to help, 
particularly with young people in need, to ensure resources are available.  
Motion to approve by Supervisor Steve Gallardo, seconded by Supervisor Bill Gates
Supervisor Gates echoed Supervisor Gallardo’s comments and agreed on the serious 
nature of the subject. He thanked the many departments that came forward to assist.
Mike Peterson, resident, came forward to speak on the Proclamation. He stated he 
worked the suicide hotline on Christmas and New Years and said that would be the 
time to make the proclamation, to increase awareness when people are desperate. 
Supervisor Galvin and Chairman Hickman thanked Mr. Peterson for coming forward 
and agreed that it is a year-round issue.

PRECINCT COMMITTEEMEN VACANCIES AND APPOINTMENTS POLICY
Pursuant to A.R.S.§11-251, approve new Maricopa County Policy A1117 Precinct 
Committeemen Vacancies and Appointments.  In accordance with state statutes (A.R.S. §§
16-821 - 16-822), the policy establishes policies for Maricopa County Elections, A
Department of the Board of Supervisors, for: (1) Determining that precinct committeemen 
vacancies exists, (2) Processing requests from the County Political Parties to create precinct
committeemen vacancies, (3) Processing precinct committeemen appointments submitted 
by the County Political Parties, (4) Submitting Board Agenda Items for Precinct 
Committeemen Appointment and Vacancy Request.

Chairman Hickman asked the Elections team to come forward to provide elections 
procedural information.
 
Scott Jarrett, Elections Director, and Zach Schira, Executive Director for Elections, 
Government Relations, and Communications came forward and introduced 
themselves. 
Mr. Schira reviewed the Shared Services Agreement that was put in place for the 
division of responsibilities between the Recorder’s Office and the Board of Supervisors 
(BOS) regarding the elections processes. This agreement required the BOS approve 
the appointments of the Precinct Committeemen (PC) that were put forth by the Political 
Parties in Maricopa County. Mr. Schira said the Policy being proposed today was to 
clarify some of the processes to create a smoother appointment process of PCs.
Mr. Jarrett gave a brief overview of the policy being proposed and the  design to add 
transparency and accountability to the process. It focused on three procedures: 

Vacancies, (primarily due to the PC stepping down, moving away, party 
representation change, or insufficient PCs elected)

Appointment processes 

Voter registration updates for the PCs qualifying status within their district.

Mr. Jarrett said the implementation of this policy would simply add a few additional 
forms to confirm the current and potential PCs of the Political Parties, allowing the BOS 
to make informed decisions/appointments to the pools of PCs.
Supervisor Galvin asked if the process of electing PCs was being done in other 
locations in the United States. Mr. Jarrett said Arizona is one of the few locations where 
this process of electing PCs takes place and it affects three political parties: Libertarian, 
Republican, and Democratic. It was also confirmed that this process is a hybrid of 
Arizona State law and the bylaws established by the individual Political Parties.
Chairman Hickman asked Andrea Cummings, Legal Counsel, to review the Public 
Comments guidelines.
Chairman Hickman said the policy being considered is a contested one and he was 
glad to have many people present to voice their opinions, including the Elections 
Department and all five Supervisors.
Linda Migliore, LD29 Chairman, PC, State Committee, and Executive Guidance 
Committee (EGC) member. Ms. Migliore stated she was opposed to the policy and 
talked in detail about how the process needs enforcement of existing forms not 
additional forms.
Supervisor Gates asked about any forms that cover the resignation process. Ms. 
Migliore said there is a resignation form that requires signatures. Supervisor Gallardo 
asked what happens if a PC is elected to a position and that individual stops showing 
up - what can be done? Ms. Migliore said if the member has been elected as a PC, the 
group is stuck with that individual and she said there is no process in place to remove 
them. 
Supervisor Galvin said Ms. Migliori raised some concerns regarding forms being 
completed properly. He asked Mr. Jarrett about the process and the forms and if there 
was a way to incorporate her concerns with the new policy. Mr. Jarrett talked about the 
importance of uniform forms across all political parties and relying on their accuracy. A 
discussion ensued about how PCs are appointed/elected and what happens when a 
vacancy or no show occurs.
Candace Czarny, LD3 Chairman, PC, State Committeeman. She thanked the BOS for 
the opportunity to speak. She read from the proposed policy and compared the verbiage 
with Arizona Revised Statutes (ARS) and said it was important for a policy document 
like this to be accurate. Ms. Czarny stated there was inaccurate information in this 
proposed policy document. Chairman Hickman acknowledged it is necessary for the 
Board to operate within the perimeters of the ARS as well as the bylaws of the three 
separate entities involved.
Frank Rizzo, resident, prior LD29 Chairman and current PC. He stated he has a 
problem with stipulations in the policy, giving authority to the County Chairman and 
taking the LD Chairman out of the equation. Mr. Rizzo said he was concerned that this 
policy would allow the County Chairman to continue to do what he has been doing, 
allowing him to make decisions outside of the LD Chairman’s authority. The policies in 
place need to be enforced and bylaws for each political party followed. Mr. Jarrett said 
this proposed policy would create accountability for the political parties and their 
appointment requests that go to the BOS for approval. 
Supervisor Galvin commented that two speakers in opposition to the policy have 
concerns that the LD Chairmen would be taken out of the appointment process. He

asked Mr. Jarrett if this policy would have that effect. Mr. Jarrett said it is not the intent 
to take any power away from the LD Chairman and that the individual bylaws that are 
in place would remain part of the process. 
Andrew Adams, LD14 Chairman, PC, and State Committeeman. He said he is in favor 
of decentralization of power and having the LD Chairman signature on the 
vacancy/appointment forms. Maricopa County Republican Committee(MCRC) 
Chairman does not seem to care and the bylaws are not being followed.
Lezley Sheppard, resident, echoed the previous speakers’ comments.
Dan Farley, LD4 Chairman. He said his district is nearly full. He said integrity and 
transparency is important to him and he thanked the BOS for this effort. He talked about 
appointments, favoritism, and how the bylaws are not being followed by the County 
Chairman and the Executive Committee. 
Timothy Swartz, PC, and LD Chairman. He stated these problems have been going on 
for a long time. The appointment process is not being handled properly and there are 
several LD Chairmen who are not doing their job in a timely fashion, leaving the County 
Chairman unable to do his job. Mr. Swartz said this policy action was brought up initially 
because they were told a “lawyer” had come to the BOS. He wanted to be provided the 
names of the lawyers who were involved. 
Tatiania Peña, LD11 PC, 2nd Vice Chairman of the MCRC, and State Committeeman. 
Ms. Peña said she was attending today representing herself and she stated the 
appointment process was problematic. As previous speakers have said, there is 
favoritism, and the Chairman is not signing off on appointments. Ms. Peña said she is 
in favor of this policy if it creates more accountability. She said the problem is bigger 
than what is being revealed today. 
Supervisor Galvin asked if she is in favor of this new process being proposed. Ms. Peña 
said she is in favor of the process if the rules are followed. Supervisor Galvin asked if 
she thinks there needs to be statutory changes. She replied yes, legislative changes 
would be good. Ms. Peña stated that she wants the process to be fair and if there are 
people who want to serve, let them serve with no favoritism. PCs are supposed to 
represent their basic, local community.
Chairman Hickman said he was hopeful that all those present have a better 
appreciation for what the BOS can do within their statutory authority. He made a 
statement regarding the Shared Services Agreement and the need for an update of the 
role of BOS in this PC appointment process. Chairman Hickman said the Board was 
contacted by many PCs regarding the PC appointment process. He said the policy 
being presented is a “pro-PC Policy” to better document and facilitate the process, 
increasing transparency. In speaking with State Chairman, Jeff DeWit, Chairman 
Hickman was asked to continue this item to the next meeting so he could be present 
and better understand the new process. The problem has been going on for years and 
the Board of Supervisors are looking to make the process more efficient so the BOS 
can do their ministerial duty in this regard. He said there were several LD Chairmen 
who had requested the Legislature look at this and make changes, but those requests 
fell on deaf ears. He noted the Maricopa County Democratic Committee Chairman and 
Libertarian Chairman were not present.

Supervisor Galvin thanked all those who came to the meeting and for serving their 
country. He said there is a legal question and a political question and the two are 
intersecting in this matter. He said his main interest is the legal question because that 
is the role of the Board. Supervisor Galvin stated he wants to be sure that any voting in 
the future regarding this process follows the law. Regarding the political question, he 
hopes that the Republicans can work together for their party and come to some 
resolution and a process that will be followed. He also thanked staff for helping identify 
the problem and come up with a possible solution that satisfies the criteria of integrity, 
transparency, and reliability.
Supervisor Gates echoed the comments of his colleague and thanked all those who 
attended the meeting today. He appreciated the audience participation in an effort to 
understand the issues. The issues brought forward today, including the adherence to 
the bylaws, need to be addressed within the County political parties. The Board’s main 
role currently is to determine if there is a vacancy in the PC group.
Supervisor Gallardo thanked the Chairman for slowing down this process and including 
the political parties in the discussion. He stated the PCs are the backbone of the political 
parties and it is important that this process is running smooth. Supervisor Gallardo 
agreed that it would be very important to have uniform forms across all parties. Each 
have their own bylaws, but we need standard vacancy/appointment forms to follow for 
all. Supervisor Gallardo said he would reach out to the MCDC Chairman to make sure 
they are informed on this matter.

Chairman Hickman said he does not want the PC appointment list to stack up and 
looked to the Board as to whether this item needed to be continued until after the forms 
policy was in place. He called on a public speaker to come forward.
Mike Peterson, resident, said he was concerned about the precinct boundaries that 
would potentially change after the redistricting. Supervisor Gallardo said the precinct 
boundaries did not change and so the PC representation would remain the same. 
Motion to continue item 98 to the September 27, 2023 meeting by Supervisor Thomas 
Galvin, seconded by Supervisor Jack Sellers
Supervisor Gallardo noted that the names that are on the appointment lists can attend 
district meetings for the political parties and if there were a Countywide vote that 
required the Board to appoint members, the Board would need to act on the 
appointments. Chairman Hickman agreed with Supervisor Gallardo’s perspective.
Supervisor Gates said he would prefer to hold on the names where there were 
questions about available vacancies and appoint those whose information was 
confirmed. However, he is willing to hold until the September 27, 2023 meeting.

This horse stands 16 hands tall and he is registered with the American Quarter Horse 
Association as "Denali." Denali has a calm temperament and disposition and will be a 
positive addition to the Sheriff's Mounted Patrol Unit, which operates out of the Lake Patrol 
Division. The anticipated annual cost to care for this horse is $3,750 to be funded within the

IGA WITH CITY OF BUCKEYE REGARDING HIGH INTENSITY DRUG TRAFFICKING 
AREA
Approve an Intergovernmental Agreement  (IGA) with the City of Buckeye regarding HIDTA 
(High Intensity Drug Trafficking Area) that allows Maricopa County Sheriff's Office (MCSO) 
to reimburse overtime and provide certain equipment for the Buckeye employee(s) assigned
to the Maricopa County High Intensity Drug Trafficking Area (HIDTA) Maricopa County Drug
Suppression Task force (MCDST). This IGA supersedes the current IGA with the City of 
Buckeye that was approved in agenda C-50-22-115-X-00 on February 23, 2022 and expired 
on June 30, 2023.
This IGA is effective retroactive to  July 1, 2023 upon board of Supervisors approval and 
ends June 30, 2024. The value of the overtime paid in this IGA is not to exceed $30,000.

Approve the transfer of ownership of retiring K-9, Stryker, #143, to Detention Officer Jambor,
SN #B1489. Stryker has served MCSO the past six years in the SWAT division with
exceptional dedication and valor throughout his career within the jail system. Stryker has 
conducted hundreds of deterrent actions, apprehension, and narcotic sniffs, showcasing his
skills, training, and unwavering commitment to public safety to countless individuals with 
County of Maricopa/State of Arizona.   
Stryker is more than 9-years-old and has recently experienced a mild seizure and is ready 
to be retired from service. Officer Jambor has created a strong bond with Stryker over the 
years as his handler/partner and will accept full care and financial responsibility for Stryker 
upon adoption and will be asked to sign the Canine Release and Indemnification.

Approve Amendment Four to Agreement Number 1024 between the Maricopa Association 
of Governments (MAG) and Maricopa County (County) through the Air Quality Department 
(MCAQD) in the not-to-exceed amount of $962,347. The purpose of this amendment is to 
fund the Unified Planning Work Program and revise the scope of services. This amendment
is effective from October 1, 2023, to September 30, 2024. All other terms and conditions of 
the Agreement remain in full force and effect.
The Agreement between MAG and MCAQD is reoccurring and has been approved by the 
Board of Supervisors in previous years. The cash or in-kind match is not applicable, indirect 
cost is fully recoverable, ongoing cash contributions not applicable. The Agreement is not 
mandated, and the activities are 100% financially supported by the Agreement from MAG. 
The Agreement does not go through the bid process. There are no costs that will need to be 
absorbed by the MCAQD’s operating budget.
An amount of up to $346,000 will be passed through to the Regional Public Transportation 
Authority as an external service provider upon separate agenda and approval for services 
provided between October 1, 2023, and September 30, 2024. 
This item has been budgeted and approved by the Board of Supervisors with the adoption 
of the FY2024 MCAQD budget. Grant revenues are not local revenues for the purpose of 
the constitutional expenditure limitation, and therefore expenditures of these revenues are

DIESEL GRANT PROGRAM MATCHING FUNDS
Approve and authorize the Chairman to execute Amendment 7 to Intergovernmental Service
Agreement ADEQ18-182669 between the Maricopa County Air Quality Department 
(MCAQD) and the Arizona Department of Environmental Quality (ADEQ) for ADEQ to 
provide matching funds to MCAQD for the EPA FY23-24 Arizona State Clean Diesel Grant 
Program.
This IGA Amendment will provide matching funds to support MCAQD’s FY23-24 DERA Work
Plan to retrofit or replace diesel powered vehicles through annual sub-award agreements 
until December 30, 2026.  An annual Amendment will be required to update the Work Plan 
and any future match funding dollar amounts.  The Work Plan for Amendment 7 will expire

on December 30, 2026, and will provide for $400,000 in “matching” funds to allow additional
DERA funding in the amount of $222,604 from the EPA.
Title VII, Subtitle G, Section 793 of the Diesel Emissions Reduction Program (DERA) in the 
Energy Policy Act of 2005 authorizes the U.S. Environmental Protection Agency (EPA) to
support grant, rebate, and loan programs, administered by eligible states or territories, which
are designed to achieve significant reductions in diesel emissions.  This program is referred
to as the State Clean Diesel Grant Program.  The grant program is reoccurring and has been
awarded to the department in previous years.  Cash, indirect costs or in-kind match are not 
applicable as this amendment is for the “matching” funds required for the state program.  The
matching funds will be passed thru to sub-recipient(s) and is not subject to indirect cost 
recovery.

Approve an Agreement between the U.S. Environmental Protection Agency (EPA) and 
Maricopa County through the Air Quality Department (MCAQD) in the not-to-exceed amount
of $161,467. This assistance is funded by a grant from EPA, Award ID# 5A-98T64901 which
provides full federal funding in the amount of $161,467.
This grant supports the operation of the PM2.5 ambient air monitoring network.  The program 
is required by the EPA and 40 CFR Part 50, Part 53, Part 58.  The grant supports personnel,
maintenance, equipment purchase, and parts used in repair of sampling equipment. 
The Agreement and Budget is effective from May 1, 2023, until June 30, 2024. This 
agreement is subject to applicable EPA regulatory and statutory provisions, all terms and 
conditions of this agreement and any attachments. The FY2024 MCAQD composite indirect
rate of 35.34% will be applied to the direct charges of $11,428. Indirect costs of $4,039 are 
fully recoverable. A capital equipment expense of $146,000 is included in the budget but 
excluded for the purposes of Indirect cost calculations.
The grant award is one-time for the purpose of obtaining equipment to support the existing 
MCAQD PM 2.5 monitoring program. The cash or in-kind match is not applicable, indirect 
cost is fully recoverable, ongoing cash contributions not applicable. The grant activity is 
mandated by the Clean Air Act utilizing the 2012 Particulate Matter (PM) National Ambient 
Air Quality Standards (NAAQS). The activities are 100% financially supported by the grant
from EPA. The grant award is non-competitively bid. There are no costs that will need to be 
absorbed by the departments operating budget.
Grant revenues are not local revenues for the purpose of the constitutional expenditure

This agreement is retroactively effective from October 1, 2022, to September 30, 2023. The 
FY2023 Air Quality composite indirect rate of 25.15% will be applied to the direct charges of 
$965,920. The recoverable indirect cost of administering this grant is $242,936; the non-
recoverable indirect cost is $0.
The grant award is reoccurring and has been awarded to the department in previous years.

Approve an Agreement between the United States Department of Homeland Security (DHS)
and Maricopa County through the Air Quality Department, in the not-to-exceed amount of 
$784,429. This Agreement is funded by a grant from the DHS (Award Number 
06OHBIO00003-18-00) with the purpose of continuing funding for the BioWatch program. 
The BioWatch Program provides air-monitoring, analysis, notification procedures, and risk 
assessment to 30+ jurisdictions.  This program can substantially minimize the catastrophic 
impact of a biological attack.  Bio Watch is managed by the DHS Countering Weapons of
Mass Destruction Office.
The Agreement is effective from June 1, 2006, until May 31, 2025, while the budget program
period is effective from June 1, 2023, until May 31, 2024.
The FY2024 Air Quality composite indirect rate of 35.34% will be applied to the direct charges 
of $550,049.  The recoverable indirect cost of administering this grant is $194,380; the non-
recoverable indirect cost is $0. The award includes capital equipment expenses of $40,000 
which are excluded from the indirect cost recovery. 
The grant award is reoccurring and has been awarded to the department in previous years. 
The cash or in-kind match is not applicable, indirect cost is fully recoverable, ongoing cash

DEVELOPMENT OFFICE OF LEAD HAZARD CONTROL AND HEALTHY HOMES
Approve a non-financial Amendment to the Grant from the U.S. Department of Housing and 
Urban Development (HUD), Office of Lead Hazard Control and Healthy Homes (Grant No.
AZLHB0737-19). The Grant activities are administered by the Maricopa County Human 
Services Department. 
The purpose of the Grant is for the County to address lead hazards in pre-1978 housing units
which will provide safer homes for families with children under the age of 6 or pregnant
women with low- and moderate-income. The County will also perform healthy homes 
assessments in housing units and work with Maricopa County Department of Public Health 
to perform blood lead level testing for children living in the homes. 
The purpose of the Amendment is to extend the period of performance, at no cost to the 
government, for twelve (12) months. The period of performance is revised to read: June 29,

2020, to July 28, 2024, = 54 months. The Human Services Department submitted a request
to extend the period of performance due to the COVID-19 pandemic. 
The Grant funding remains unchanged at $1,782,710 with County’s match obligation

Also request authorization for the Chairman to sign the Assistance Award/Amendment for 
submittal to HUD.

AMENDMENT TO AGREEMENT WITH AREA AGENCY ON AGING REGION ONE, 
INCORPORATED FOR SERVICES
Approve Amendment No. 2 to the financial Agreement between Area Agency on Aging,
Region One, Inc. (Contractor) and Maricopa County administered by its Human Services
Department. The purpose of the Agreement is to coordinate and expand services in 
Maricopa County for adults 60 years of age and older and adults with disabilities. The County 
provided the Contractor with American Rescue Plan Act (ARPA) funds under ALN 21.027
for Agreement activities. The Agreement term is September 1, 2021, through June 30, 2024.
The Purpose of the Amendment is to address the following:
A. Reduce Agreement funding by $3,177,901 from $10,600,000 to a new funding amount of
$7,422,099. 
Funding shall be reduced in the following sections:
3.2  Analyst from $200,000 to $165,000 a reduction of $35,000.
3.3  Applications, administration of grants from $8,800,000 to $5,657,099, a reduction of 
$3,142,901.
B. Revise section 3.0 (Contractor Responsibilities), in the following subparagraphs and sub-
subparagraphs to be removed in their entirety and replaced with the following:
3.2  The Contractor shall utilize no greater than $165,000 to hire an analyst to research and
analyze factors affecting the recruitment and retention of Direct Care Workers in Maricopa 
County
3.3  The Contractor shall review applications, administer grants to qualified agencies, and 
distribute up to $5,657,099 on behalf of the County to partner agencies serving Maricopa 
County residents:
3.3.1  Distribute up to $1,968,499 in grants to Senior Centers located in Maricopa County. 
This will allow Senior Centers to reopen and provide services and/or address support gaps 
caused by or worsened by COVID-19.
3.3.2  Distribute up to $988,600 to support the recruitment and retention efforts by Home 
Care Agencies for Direct Care Workers in Maricopa County.
C. Revise section 10.0 (Funding, Invoicing and Payment) in the following subparagraph by
removing in its entirety and replacing with the following:
10.6 The County shall pay the Contractor an amount not to exceed $165,000 for the research
and data analysis activities as described in Section 3.2 on a cost reimbursement basis.
D. As noted in Section 10.7 of the Agreement: Upon execution of this Agreement, the County
shall transfer funds to the Contractor in the amount of $5,657,099 for the year one activities

Approve financial Amendment No. 3 to the Intergovernmental Agreement (Agreement) 
between the City of Surprise (City), and Maricopa County administered by its Human 
Services Department. The purpose of the Agreement is for the City to provide Tenant Based
Rental Assistance (TBRA) to eligible individuals that reside in the City of Surprise. The 
Agreement term is through September 30, 2025. The County and the City collectively are 
referred to as the “Parties.”
The purpose of the Amendment No. 3 is to address the following:
A. Revise Section 3 (Work Statement) to add two new Work Statements for HOME funded 
activities:
1. 2023 TBRA Work Statement. The City shall provide Tenant Based Rental Assistance 
(TBRA) to eligible individuals and families that reside in the greater Surprise area. The 
County shall provide the City with HUD PY2023 HOME under ALN 14.239 funding in a not-
to exceed amount of $252,694 funds for this activity. The expenditure timeframe is through 
June 30, 2024.
2. 2023 UC-TBRA Work Statement. The City shall provide Tenant Based Rental Assistance 
(TBRA) to eligible individuals and families that reside in the greater Surprise area. The 
County shall provide the City with HUD PY2019 HOME under ALN 14.239 funding in a not-
to exceed amount of $147,729 in HOME funds for this activity. The expenditure timeframe is
through June 30, 2024.
B. The Agreement funding amount shall be increased from $571,487 to $971,910 in HOME 
funds.
The Agreement is amended to incorporate the changes contained in this Amendment No. 3. 
All other terms and conditions of the Agreement and previous Amendments remain the same
and in full force and effect as executed by the Parties.

AMENDMENT TO IGA WITH CITY OF AVONDALE FOR COMMUNITY ACTION 
PROGRAM ACTIVITIES
Approve Amendment No. 2 to the financial Intergovernmental Agreement between City of
Avondale and Maricopa County, administered by its Human Services Department. The 
County contracts with the City for the provision of Community Action Program (CAP) services
in specific geographic areas and service boundaries. CAP services include the delivery of 
Crisis Case Management and the coordination of services to assist households in eligible 
crisis situations, and those with low-income to move closer to economic self-sufficiency.
The purpose of this Amendment No. 2 is to address the following:
A. Revise Section 4 (Budget and Compensation), paragraph 1.5 (Operating Budget) by 
removing in its entirety and replacing the Operating Budget. The County shall provide the 
Contractor with a not to exceed amount of $297,000 for the period of July 1, 2023, through 
June 30, 2024, Fiscal Year 2024.
B. The Fiscal Year 2024 Operating Budget incorrectly stated line item Total Costs in the 
Travel and Operating Services budget categories. The FY 2024 total Expense Budget was
not in error and the Total Expenses remain the same.
The forgoing paragraphs contain all the changes made by this Amendment No. 2. All other 
terms and conditions of the Agreement and approved Amendment remain in full force and 
effect.

FY 2023 EDWARD BYRNE MEMORIAL JUSTICE GRANTS
1. Pursuant to A.R.S. 42-17106, approve acceptance of grant funds from the U.S. 
Department of Justice, Office of Justice Programs, Bureau of Justice Assistance, for the 
Edward Byrne Memorial Justice Assistance Grant (JAG) Program through the City of
Phoenix.
 
2. Authorize the Chairman of the Board of Supervisors to execute IGA between City of 
Phoenix, Maricopa County and City of Mesa. Because disparity exists between the City of 
Phoenix, Maricopa County and City of Mesa, an IGA is required pursuant to the grant 
application. This IGA includes allocation to City of Phoenix of $1,099,653 and $290,430 in 
funds reallocated to Maricopa County Office of the Medical Examiner (OME)($113,332) and 
City of Mesa ($177,098). Grant awards are to be expended within three (3) year period of 
time, starting on October 1, 2023 and ending September 30, 2026. The City of Phoenix has 
been designated as the fiscal agent for this consortium and municipalities.
 
3. Authorize Chairman of the Board to sign all documents related to the acceptance of the 
grant funds.
4. Retroactively, authorize OME Administrative Director to sign all non-financial documents 
related to the grant application.
5. Pursuant to ARS §42-17106(B), increase the FY 2024 Office of the Medical Examiner 
(D290) Medical Examiner Grant Fund (224) Operating (OPER) revenue and expenditure 
budget by $113,332.
 
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation and, therefore, expenditures of these revenues are not prohibited by the budget 
law. This budget adjustment does not alter the budget constraining the expenditures of local 
revenues duly adopted by the Board pursuant to A.R.S. 42-17105. The grant award is 
reoccurring and has been awarded to the department previously. The department has no in-
kind match requirement or ongoing cash contributions during the grant award period. The 
grant allows up to 10% for administration which includes indirect costs. The grant award is 
not a mandated function but provides a benefit to the citizens by providing states and units 
of local governments with critical funding necessary to support a range of program areas 
including law enforcement, prosecution and court programs, prevention and education 
programs, corrections and community corrections, drug treatment and enforcement, crime 
victim and witness initiatives, and planning, evaluation, and technology improvement 
programs. The grant award is competitively bid and other eligible agencies may or may not 
bid on this grant award. Any unallowable indirect costs will be absorbed by the departments.

and Human Services (DHHS), Centers for Disease Control and Prevention (CDC) and 
Maricopa County by and through its Department of Public Health (MCDPH) to address 
Alzheimer’s Disease and Related Dementias with an in the not-to-exceed amount of 
$250,000 per year. This budget period starts on September 30, 2023, and ends on 
September 29, 2024. The non-competing continuation award period begins on September 
30, 2023, through September 29, 2028.
This is a competitive grant award, and it will be reoccurring. This is the first time it has been 
awarded to the department. The department has an in-kind match requirement of $78,379.00
during the grant award period. The grant award does not require ongoing cash contributions 
for the next five years to maintain the program after the grant period end date.

The Department of Public Health’s indirect rate for FY24 is 15.65%.  Indirect costs are 
estimated at $33,830.52, all of which is recoverable.  Departmental Indirect Rates are 
reestablished at the beginning of each fiscal year and the future Indirect Rate will be collected 
at the corresponding rates.
The grant award is not a mandated function but provides a benefit to the citizens in Maricopa
County for collaborative work with community partners and subject matter experts for create, 
maintain, or expand a coalition to inform and create a local strategic plan to address 
dementia and Alzheimer’s.

Pursuant to MC1-329, approve an Amendment 2 to Public Health Contract #PH RFP 220159
between Maricopa County (County), a political subdivision of the State of Arizona, through
its Department of Public Health (MCDPH) and The Arizona Adverse Childhood Experiences 
Consortium, ("Contractor'') for expanded training related to Community Support for Adverse 
Childhood Experiences (ACE’s).  
This amendment extends the term date from December 31, 2024, to June 30, 2025. No 
additional funds are being added and the total not to exceed remains unchanged at 
$3,333,588.   
Terms and Conditions have been updated to include two newly required clauses: WRITTEN 
CERTIFICATION PURSUANT to A.R.S. § 35-393.01 and WRITTEN CERTIFICATION 
PURSUANT to A.R.S. § 35-394.  
This amendment is funded by ARPA funds that were approved on the 6/08/2022 BOS 
agenda as a COVID-19 related award.

AMENDMENT TO AGREEMENT WITH DIGNITY HEALTH DBA ST. JOSEPH’S 
HOSPITAL AND MEDICAL CENTER, MERCY GILBERT MEDICAL CENTER, AND 
CHANDLER REGIONAL MEDICAL CENTER
Approve the third Amendment to the Dietitian Observer Agreement with Dignity Health, a 
California nonprofit public benefit corporation d/b/a St. Joseph’s Hospital & Medical Center
and Mercy Gilbert Medical Center, and Dignity Community Care, a Colorado nonprofit 
corporation d/b/a Chandler Regional Medical Center to provide clinical nutrition training 
experience for graduate students in the dietetic internship. The agreement is non-financial, 
and the term is to be from the later of August 1, 2023, or the last date signed through July 
31, 2028.
As a part of its established accredited dietetic internship program, the Department of Public 
Health seeks to provide its dietetic interns with a broad and diverse practicum experience. 
This agreement with Dignity Health will allow dietetic interns to continue to receive approved

CONTRACT WITH NATIVE HEALTH FOR COMMUNITY HEALTH NEEDS 
ASSESSMENT
Approve a Contract for Service and Business Associate Agreement between Native Health 
and Maricopa County by and through its Department of Public Health for participating in a 
Community Health Needs Assessment (CHNA). Native Health shall pay the County for the 
services described, in the amount of $13,000 per year, for a total not-to-exceed amount of 
$39,000.  The term of this Contract is from July 1, 2023, through June 30, 2026. The Contract 
may be extended for one (1) additional month, not to exceed a total extended term of eight 
(8) months, except that the cost will be subject to renegotiation.
 
The Department of Public Health’s FY24 indirect rate for the Fee Fund is 18.67%, indirect 
costs are estimated at $6,135.75 and are fully recoverable.
This contract will provide funds to support MCDPH’s Community Health Needs Assessment
(CHNA) aimed to identify the unmet need for health services in the service area and/or 
proposed service area based on the population served. The Patient Protection and 
Affordable Care Act (ACA) approved by Congress in 2010 requires hospitals to conduct 
regular CHNA’s and adopt implementation strategies to meet the needs identified. Maricopa
County Department of Public Health (MCDPH) and the Maricopa County Synapse coalition,
a coalition of non-profit and federally qualified health care partners, will work collaboratively 
to implement a comprehensive assessment of health needs of residents in Maricopa County
through this contract.

IGA WITH ARIZONA BOARD OF REGENTS ON BEHALF OF THE UNIVERSITY OF 
ARIZONA FOR EPIDEMIOLOGY SERVICES
Approve an Intergovernmental Agreement (IGA) between the Arizona Board of Regents for
and on behalf of the University of Arizona (U of A) and Maricopa County by and through its 
Department of Public Health (MCDPH) to provide funding for epidemiology services.
The purpose of this IGA is for Student Aid for Field Epidemiology Response (SAFER), a 
team of students to provide infection disease case investigations and response aid, including
during outbreaks and public health emergencies and will receive practical experience to 
public health and epidemiology students. The SAFER students function under the County’s 
Division of Epidemiology and Informatics (DEI).
The term of this IGA begins July 1, 2023, through June 30, 2028, with a not to exceed amount
of $60,000 per year.  The budget period begins July 1, 2023, through June 30, 2024. Subject
to the availability of funds, the County shall pay the Contractor for the services described, 
not to exceed the amount listed on the Cover page of the Agreement per year. Compensation
will be reimbursed on a monthly fixed rate. The IGA may be extended for additional one-year
periods, not to exceed a total extended term of five (5) years, except that the cost will be 
subject to renegotiation. This IGA is being funded by the EPI General Fund. 
Any extension of this Agreement shall be in writing mutually acceptable to the Department 
and the Contractor and signed by both Parties.

This Assignment and Assumption of Grant of Easement releases the Maricopa County

drainage channel adjacent to Camelback Road from 145th Drive to 127th Avenue.
On December 8, 2021, Maricopa County and Litchfield Park entered into an 
Intergovernmental Agreement (C-64-22-096-X-00) for the Improvements and Annexation of 
Camelback Road from the 145th Drive Alignment to 127th Avenue. Litchfield Park’s 
annexation of the Project (Ordinance 22-257) unintentionally encroached into the City of 
Glendale’s 10’ Strip Annexation.

correcting the encroachment, and revised Litchfield Park’s jurisdictional boundary, not to

Park.

Approve the Intergovernmental Agreement between Maricopa County and the City of 
Glendale for the exchange of services or reimbursement of services (Entente). This 
Agreement shall become effective as of the date the Maricopa County Board of Supervisors
approves it and remains in full force and effect until either Party terminates it. Either Party 
may terminate this Agreement at any time before the expiration date of this Agreement by 
furnishing the other Party with a thirty (30) day written notice.
This Intergovernmental Agreement aims to identify and define both Parties' respective roles
in the execution of the responsibilities of specific maintenance tasks in areas that cross
jurisdictional boundaries.
The Agreement provides the opportunity to focus on specific maintenance tasks or 
emergency highway projects and the availability of the most economical resources by 
extending beyond jurisdictional or geographical boundaries. The Agreement's application will 
benefit areas in the County and the City where the other Party could complete specific types
of routine maintenance or emergency highway project activities based on scheduled work 
within the area. Individual tasks performed by either Party will be executed upon completing
a Letter of Agreement (LOA) approved and signed by the County Department of 
Transportation Director, City Manager, or their designees. 
If the value of goods or services exchanged by the Parties is not of equal value, the total 
aggregate reimbursement to the respective Party will not exceed $250,000 per fiscal year. If 
no services are exchanged, there is no financial impact. An accounting mechanism will be 
utilized to track each LOA, as applicable, to identify specific tasks and services and ensure

FEDERAL HIGHWAY ADMINISTRATION FEDERAL-AID PROJECT AGREEMENT: 
UNIVERSITY DRIVE - HIGLEY ROAD TO POWER ROAD
Authorize the Maricopa County Department of Transportation (MCDOT) to accept federal 
funding reimbursements as approved by Maricopa Association of Governments (MAG) and 
expend the grant funds for the Department of Transportation: Transportation System 
Management Project, sub-project TT0612 MCDOT University Drive - Higley Road to Power 
Road up to the total cost of the project.
Estimated construction cost of the project is $2,843,952.  MAG has authorized $2,672,417 
in federal reimbursement funds which are available in FY 2024. MCDOT’s local match 
portion is $171,535 and will be absorbed by the department’s operating budget from HURF 
funds.
The grant awarded is a one-time award.  There are no future or ongoing contributions 
required after the grant period ends. The grant fulfills a mandated service that the department

of Arizona, and the signatory of the license has the legal authority to enter the Company into

This Agreement in effect will replace original Agreement #C-64-23-009-X-00, via the 
attached Termination of Solar Power Electrical System License Issued request.

AGREEMENT WITH ARIZONA COMMUNITY ACTION ASSOCIATION DBA WILDFIRE 
FOR UTILITY ASSISTANCE PROGRAMS
Approve a revenue Agreement between Arizona Community Action Association DBA 
Wildfire, an Arizona nonprofit corporation (Wildfire) and Maricopa County, administered by 
its Human Services Department. The purpose of this Agreement is for Wildfire to provide the
County with funding for the administration of the weatherization services, utility repair and 
replacement, utility deposits and bill assistance (Utility Assistance Programs) to eligible 
Maricopa County residents.
Wildfire will provide the County with Utility Repair, Replacement and Deposit (URRD) funding
in the amount of $256,140, comprised of the following:
• $213,450 for (A) Direct Services
• $42,690 for (B) Program Delivery
The term of the Agreement shall be retroactive to July 1, 2023, through June 30, 2024.
Wildfire contracts with the County on an annual reoccurring, non-competitive basis to 
administer the URRD program activities in the County outside the City of Phoenix.
The Human Services Department provisional indirect rate is 22.2% by the U.S. Department 
of Health and Human Services for FY2024 for salaries and employee related expenses. The 
total Agreement funding amount is $256,140 of which $34,935 is for salaries and employee 
related expenses. The total estimated indirect costs are $7,755 and fully recoverable and 
shall be effective as of July 1, 2023.
Receipt of the funds from Wildfire does not require in-kind or match funds and no future or 
ongoing contributions by the County are required at the end of the Agreement term.
The services provided under this Agreement are not a mandated function but provides a 
benefit to the citizens by providing weatherization, utility repair and replacement and utility 
deposits in dwellings occupied by eligible residents, which will assist in reducing the 
household’s energy burden. The URRD services focus on providing assistance to persons 
who are elderly, persons with disabilities, families with children, and households with high-
energy burdens to reduce energy costs and improve their health and safety.
Grant revenues are not local revenues for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the revenues is not prohibited by the budget law. The 
approval of this funding does not alter the budget constraining expenditures of local revenues
duly adopted by the Board pursuant A.R.S. §42-17105. The overall grant budget will be 
adjusted as necessary to accommodate this grant through future budget reconciliation.

Chairman Hickman asked the Clerk if there was anything to report regarding Public 
Comment email responses. The Clerk said there were a variety of email comments, 
and all have been shared with the Board offices. She said there were Public Speaker 
forms and she handed them to Chairman Hickman.
 
Chairman Hickman asked Andrea Cummings, Legal Counsel, to read the guidelines on 
Call to the Public, Public Comment.
Chairman Hickman commented on the importance of public comment and offering that 
opportunity to the public. He mentioned the previous Elections items as an example of

Lezley Shepherd talked about her opposition to the public speaking rules and restriction 
of bringing water bottles into the auditorium.
Elwood Kuentzler and William Brettner were called on but had left the meeting.
Michael Rogers, resident, talked about his concern regarding sex trafficking and his 
support of the law enforcement and how there needs to be more. 
Wendy Jonessee and John Chadwick were called on but had left the meeting.
Blue Crowley, resident, talked about a recent Regional Public Transportation Authority 
meeting and the bond funding that was extended but was not funding light rail projects 
as stated. He said only maintenance was being funded. He asked why the two 
transportation agencies are not working together.

Supervisors'/County Manager's summary of current events - Resumen de temas de

Supervisor Gates recognized and welcomed his new Chief of Staff for District 3, TJ 
Mitchell.
Supervisor Galvin said he has been busy traveling all over his district but wanted to 
highlight the Flood Control District Taskforce kick off yesterday. He thanked the County 
Manager’s office staff and others who contributed to the event. The goal is for process 
improvement with recommendations by stakeholders being put forward for 
consideration. 
Supervisor Sellers said Maricopa County just received a record number of awards at 
the NACo Conference. He also attended a Chandler Chamber Leaders Unplugged 
meeting with a variety of speakers from around the state.
Chairman Hickman talked about the importance of people showing up and giving the 
public an opportunity to speak. He said he went up to Wickenburg to attend a leadership 
forum where they discussed public interest and services. He mentioned Wickenburg 
occupies a unique geography where Yavapai and Maricopa County share Wickenburg. 
This allows Maricopa County to compare service levels between the two counties.
