ORDINANCE NO. 5004 
 
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CHANDLER, 
ARIZONA, 
DECLARING 
THAT 
DOCUMENT 
ENTITLED 
“2022 
AMENDMENTS TO CHANDLER CITY CODE CHAPTER 43, SECTION 43-
4.5” TO BE A PUBLIC RECORD; AMENDING THE CODE OF THE CITY OF 
CHANDLER, 
CHAPTER 
43 
(PUBLIC 
WORKS 
AND 
UTILITIES 
DEPARTMENT), SECTION 43-4.5 TO ADOPT THE CITY OF CHANDLER 
ENGINEERING AND DESIGN STANDARDS MANUAL (2022 EDITION) AS 
MAY BE PERIODICALLY AMENDED BY THE PUBLIC WORKS AND 
UTILITIES DEPARTMENT DIRECTOR, OR DESIGNEE; PROVIDING FOR 
THE REPEAL OF CONFLICTING ORDINANCES; AND PROVIDING FOR 
SEVERABILITY.   
 
WHEREAS, the City of Chandler has previously adopted certain technical standards, codes, 
specifications, and details for the Fire Department’s review of construction plans and believes it 
prudent to adopt updated versions of these standards, codes, specifications, and details; and 
 
WHEREAS, the City of Chandler has previously adopted certain technical standards, codes, 
specifications, and details that establish minimum public works design and construction 
standards and believes it prudent to adopt updated versions of these standards, codes, 
specifications, and details; and  
 
WHEREAS, the City of Chandler proposes to consolidate adopted technical standards, codes, 
specifications, and details into the City of Chandler Engineering and Design Standards Manual to 
efficiently and effectively establish minimum public works design and construction standards, 
codes, specifications, and details; and  
 
WHEREAS, the City of Chandler seeks to efficiently and effectively update technical standards, 
codes, specifications, and details by permitting the Public Works and Utilities Director, or 
designee, to revise and amend the City of Chandler Engineering and Design Standards Manual 
consistent with the standards, codes, and policies adopted by City Council for public works 
improvements.  
 
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Chandler, Arizona, 
as follows:  
 
Section 1. 
That certain document known as the “2022 Amendments to Chandler City Code 
Chapter 43, Section 43-4.5” one paper copy and one electronic copy of which 
shall remain on file in the office of the City Clerk, is hereby declared to be a 
public record.  
 
Section 2. 
That existing Chandler City Code, Chapter 43, Section 43-4.5 is hereby repealed 
and replaced by adoption of the amendments set forth in “2022 Amendments to 
Chandler City Code Chapter 43, Section 43-4.5” said documents having been 
declared to be a public record.

Section 3.   
Providing for Repeal of Conflicting Ordinances. 
All ordinances or parts of ordinances in conflict with the provisions of this 
ordinance, or any parts hereof, are hereby repealed. 
 
Section 4.  
Providing for Severability. 
If any section, subsection, sentence, clause, phrase, or portion of this ordinance is 
for any reason held to be invalid or unconstitutional by the decision of any court 
of competent jurisdiction, such decision shall not affect the validity of the 
remaining portions thereof. 
 
 
INTRODUCED AND TENTATIVELY APPROVED by the City Council of the City of

Existing Chandler City Code, Chapter 43 (Public Works and Utilities Department), Section 43-
4.5 is hereby repealed in its entirety and replaced by the following amendments.  Chandler City 
Code, Chapter 43 (Public Works and Utilities Department), Section 43-4.5 is hereby amended by 
adding the following (additions in ALL CAPS, deletions in strikeout): 
 
43-4.5. THE FOLLOWING STANDARDS, CODES, SPECIFICATIONS, 
DETAILS, AND POLICIES APPLY TO PUBLIC WORKS IMPROVEMENTS 
IN THE CITY OF CHANDLER: 
 
A. CITY OF CHANDLER ENGINEERING AND DESIGN STANDARDS 
MANUAL ADOPTED. THAT CERTAIN DOCUMENT ON FILE WITH 
THE CITY CLERK MARKED, KNOWN, AND DESIGNATED AS "CITY 
OF 
CHANDLER 
ENGINEERING 
AND 
DESIGN 
STANDARDS 
MANUAL (2022 EDITION)” IS HEREBY ADOPTED BY REFERENCE 
AND MADE A PART HEREOF AS IF SET FORTH AT LENGTH 
HEREIN. 
 
B. CITY OF CHANDLER ENGINEERING AND DESIGN STANDARDS 
MANUAL AMENDMENTS. THE PUBLIC WORKS AND UTILITIES 
DIRECTOR, OR DESIGNEE, MAY PERIODICALLY REVISE AND 
AMEND THE CITY OF CHANDLER ENGINEERING AND DESIGN 
STANDARDS MANUAL (2022 EDITION) CONSISTENT WITH THE 
STANDARDS, 
CODES, 
AND 
POLICIES 
ADOPTED 
BY 
THE 
CHANDLER CITY COUNCIL FOR PUBLIC WORKS IMPROVEMENTS.
