Ms. LeAnn Basha to accept.
REV. LARRY FORTS, Arizona Interfaith Movement Executive Director, said 13 other cities in Arizona
are Golden Rule Cities. The Arizona Interfaith Movement promotes respect, civility, kindness, and
empathy. Rev. Fultz congratulated Mayor and Council and thanked them for this opportunity.

Proclamation – Disability Awareness Month
MAYOR HARTKE introduced the Mayor’s Committee for People with Disabilities, which serves as a
liaison between the City Council and citizens of Chandler to increase awareness and accessibility
for people with disabilities.
COUNCILMEMBER ORLANDO read the proclamation and invited Jeff Deaver, Kim Foy, and Erin
Fortner to accept.

Presentation – Teen Dating Violence Awareness, Domestic Violence Commission Chair Polly
Knape
POLLY KNAPE, Domestic Violence Commission Chair, shared the following presentation.
• Teen Dating Violence Awareness Month
• Teen Dating Violence is More Common Than We Might Think
o 1 in 3 teens in the U.S. will experience physical, sexual, or emotional abuse by
someone they are in a relationship with before they become adults.
o Nearly 1:11 females and 1:14 male high school students report having experienced
physical dating violence in the last year. CDC.gov
o 1:8 Females and 1:26 male high school student report having experienced sexual

o 33% of adolescents in America are victim to sexual, physical, verbal, or emotional

1.
Resolution No. 5552 Authorizing an Amended Grant Agreement with the Arizona
Department of Transportation (ADOT) for the Construction of a Wildlife Exclusion Fence at
the Chandler Municipal Airport
Resolution No. 5552 authorizing an amended grant agreement with the Arizona
Department of Transportation (ADOT) to accept a grant not to exceed $1,107,500 for the
construction of a wildlife exclusion fence at the Chandler Municipal Airport; authorizing the
City Manager, or designee, to execute the grant agreement and all other documents
necessary to effect the agreement.

Resolution No. 5553 Authorizing a Grant Agreement with the Federal Aviation
Administration (FAA) to accept a Bipartisan Infrastructure Law (BIL) Grant for Airport
Purposes
Move City Council pass and adopt Resolution No. 5553 authorizing a grant agreement with
the Federal Aviation Administration to accept a Bipartisan Infrastructure Law (BIL) grant not
to exceed $295,000 for airport purposes; and authorizing the City Manager, or designee, to
execute the grant agreement and all other documents necessary to effect the agreement.

COUNCILMEMBER HARRIS spoke on the importance of the grant dollars coming to Chandler in
these items. Councilmember Harris thanked staff and commissioners for their work.

Move City Council approve the Council Meeting minutes of the Special Meeting of February
7, 2022; Study Session of February 7, 2022; Work Session of February 10, 2022; and the
Regular Meeting of February 10, 2022.
City Magistrate

Resolution No. 5556 Approving an Intergovernmental Agreement with the City of Tempe
for the East Valley Regional Veterans Treatment Court
Move City Council approve Resolution No. 5556, authorizing the Mayor to execute an
intergovernmental agreement with the City of Tempe allowing City of Chandler Municipal
Court to participate in the Maricopa County East Valley Regional Veterans Treatment Court.
COUNCILMEMBER ORLANDO asked for a presentation.
ALICIA SKUPIN, Presiding City Magistrate, gave a brief presentation on the Veterans Court. This is
the seventh year in the Veterans Court, this intergovernmental agreement will continue it for five
more years. This program allows veterans who have interacted with the criminal justice system to
get resources and assistance to get them back on their feet. The Veterans Court partners with the
many different groups and agencies to provide multiple avenues for service. The Veterans Court
serves around 40 – 50 people per year. Funding has already been allotted from the last fiscal year.
COUNCILMEMBER HARRIS expressed his appreciation and noted the connection between the
Veterans Treatment Court and the Military and Veterans Affairs Commission in Chandler.

Agreement No. CAPA2-918-4421, with Davidson Belluso, for Digital Marketing Services for
Recruitment Campaigns
Move City Council approve Agreement No. CAPA2-918-4421, with Davidson Belluso, for
digital marketing services for recruitment campaigns, in an amount not to exceed $300,000
for a period of one year beginning March 1, 2022, through February 28, 2023, with the
option of up to four additional one-year extensions.

Final adoption of Ordinance No. 4993 adopting the 2021 Editions of the International
Building Codes

Move City Council adopt Ordinance No. 4993, adopting the 2021 editions of the
International Building, Plumbing, Mechanical, Residential, Fuel Gas, Energy Conservation,
Existing Building, Swimming Pool and Spa Codes, and the 2020 edition of the National
Electrical Code, with local amendments.

Final Plat PLT21-0056, Chandler Crossing 2nd Amended
Move City Council approve Final Plat PLT21-0056 Chandler Crossings 2nd Amended, located
at the northeast corner of Arizona Avenue and Chandler Heights Road, as recommended
by staff.
8.
Final Plat PLT21-0024, Hudson Crossings
Move City Council approve Final Plat PLT21-0024, Hudson Crossings, located on the south
side of Willis Road, east of McQueen Road, as recommended by staff.
Economic Development

Resolution No. 5551, Authorizing Support for a Foreign Trade Zone Application for the
Rinchem Distribution Facility; and Authorizing an Intergovernmental Agreement with the
City of Phoenix
Move City Council approve Resolution No. 5551, authorizing support for a Foreign Trade
Zone Application for the Rinchem Company, Inc., distribution warehouse located at 6805
W. Morelos Place; authorizing the execution of an Intergovernmental Agreement between
the City of Chandler and the City of Phoenix; and authorizing the Mayor to sign the
Resolution and related documents as approved by the City Attorney.
COUNCILMEMBER HARRIS asked for a presentation.
JOSH WRIGHT, City Manager, introduced Edyie McCall, Economic Development Manager.
EDYIE MCCALL, Economic Development Manager, gave a brief presentation on Rinchem, a Fortune
500 company in chemical management solutions providing high purity and prepackaged
chemicals and gases. They operate 16 warehouse locations in the United States, with operations
elsewhere in Asia, Europe, and the Middle East totaling 27 globally. They have 650 staff worldwide.
Rinchem supplies to one of Chandler’s targeted industries of high-tech manufacturing. Rinchem
is applying for a Foreign-Trade Zone subzone application, to allow for a reduction in custom duties
on tariffs on imported goods. She introduced Robert Toledo, Construction and Property Manager,
and Michael Gingerella, Global Business Developer from Rinchem.
COUNCILMEMBER HARRIS expressed his support.
MAYOR HARTKE also thanked Rinchem.

Agreement No. ED2-918-4422, with 2060 Digital, for Digital Marketing Services
Move that City Council approve Agreement No. ED2-918-4422, with 2060 Digital, for digital
marketing services, in an amount not to exceed $400,000, for the period of one year,
beginning March 1, 2022, through February 20, 2023, with the option of up to four
additional one-year extensions.
Fire Department

Final Adoption of Ordinance No. 4994 Amending the Code of the City of Chandler Chapter
28
Move that City Council approve final adoption of Ordinance No. 4994 amending Chapter 28
of the Code of the City of Chandler, by repealing and replacing Chapter 28 in its entirety,
and adopting the 2021 edition of the International Fire Code with local amendments.
Human Resources

Agreement No. HR9-962-4000, Amendment No. 3, with Devau Human Resources, for
Temporary Staffing Services
Move City Council approve Agreement No. HR9-962-4000, Amendment No. 3, with Devau
Human Resources, for temporary staffing services, in an amount not to exceed $1,054,600,
for the period of one year, beginning April 1, 2022, through March 31, 2023.

Agreement No. MS1-946-4303, for Procurement Card Services, with Bank of America
Move City Council award Agreement No. MS1-946-4303 to Bank of America, for
Procurement Card Services, for a two-year period, beginning January 1, 2022, through
December 31, 2023, with up to four two-year options to extend.
14.
New License Series 12, Restaurant Liquor License application for Acqua Di Mare, LLC, DBA
Acqua Di Mare
Move for recommendation to the State Department of Liquor Licenses and Control for
approval of the State Liquor Job No. 180113, a Series 12, Restaurant Liquor License, for
Jared Michael Repinski, Agent, Acqua Di Mare, LLC, DBA Acqua Di Mare, located at 106 S.
Oregon Street, and approval of the City of Chandler, Series 12, Restaurant Liquor License
No. 302783.

Adoption of Notice of Intention to Increase Certain Water, Wastewater, Reclaimed Water,
and Solid Waste Rates and Set the Date for Public Hearing
Move to adopt the Notice of Intention to increase certain Water, Wastewater, Reclaimed
Water, and Solid Waste fees and set the date for the Public Hearing on April 28, 2022.

Resolution No. 5554 Accepting $7,000,000 in redistributed ERA 1 funds from the US
Department of the Treasury and Approving an Intergovernmental Agreement with
Maricopa County for the Emergency Rental Assistance Program
Move City Council pass and adopt resolution No. 5554 accepting $7,000,000 in redistributed
ERA1 funds from the US Department of the Treasury and approving an Intergovernmental
Agreement between the City of Chandler and Maricopa County for the Emergency Rental
Assistance Program.
COUNCILMEMBER ORLANDO asked for a presentation.
LEAH POWELL, Neighborhood Resources Director, gave a brief presentation on Resolution No.
5554. This resolution is a companion item to another resolution considered last December. This
resolution allows the City to work with Maricopa County on Emergency Rental Assistance funding.
This enhances the community as it allows residents to be able to apply online for Emergency
Rental Assistance funds. Maricopa County will subcontract with AZCEND to process the
applications. Residents will be able to view the real-time status of their application online. This
resolution is for $7,000,000 in state-reallocated Emergency Rental Assistance funds. Chandler will
also be receiving $6,300,000 in Emergency Rental Assistance II funding and looking to approve the
intergovernmental agreement with Maricopa County for the administration of these funds.
COUNCILMEMBER ORLANDO asked if AZCEND will continue to help people receive these funds
without computer access.
MS. POWELL stated Maricopa County, CARES team, and AZCEND assist residents without
computer access.
COUNCILMEMBER ORLANDO asked if additional funding was expected.
MS. POWELL explained that the community was still estimated to be in need, so applications for
additional funds have been submitted. This could come from the Treasury, the state, or a national
collection of unused funds.
COUNCILMEMBER ORLANDO expressed his desire to keep AZCEND engaged with this program.
He asked if funding was going directly to those in need.
MS. POWELL explained that funding that goes to administration of these programs is limited.
Chandler’s programs utilized less of the allocation for administration. Additionally, Maricopa
County is using some of their own funding to pay for internal administrative expenses.

Resolution No. 5557, Agreement with Off Duty Management for Management and
Administrative Services for Police Department’s Extra Duty Program and Assignments
Move City Council approve Resolution No. 5557, repealing Resolution No. 5537 and
Authorizing an Agreement between the City of Chandler and Off Duty Management, Inc.
(ODM), to Provide Management and Administrative Services to the Police Department’s
Extra Duty Program and Assignments; and Authorizing the Chief of Police to Sign,
Administer, Execute, and Submit all Documents and Other Necessary Instruments in
Connection with Such Agreement.
18.
Purchase of Property and Evidence Walk-In Freezer and Installation Services
Move City Council approve the utilization of Maricopa County Contract No. 171203, with
Andrew’s Refrigeration, Inc., and City of Chandler Agreement No. BF8-936-3802, with
Western States Fire Protection Co., for the purchase of property and evidence walk-in
freezer and installation services, in an amount not to exceed $56,038.12.
Public Works and Utilities

Resolution No. 5471 Approving an Intergovernmental Agreement Between the City of
Chandler and Maricopa County for Right-of-Way Assistance for the Lindsay Road
Improvement Project, from Ocotillo Road to Hunt Highway
Move City Council pass and adopt Resolution No. 5471 approving an Intergovernmental
Agreement between the City of Chandler and Maricopa County for right-of-way assistance
for improvements to Lindsay Road from Ocotillo Road to Hunt Highway.

Resolution No. 5543 Acquisition of Real Property for the Lindsay Road Improvement Project
from Hunt Highway to Ocotillo Road
Move City Council approve the Roadway Alignment for the Lindsay Road Improvements
(Ocotillo Road to Hunt Highway), Project No. ST2001, and pass and adopt Resolution No.
5543 determining that acquisition of real property needed for the Lindsay Road
Improvement Project from Hunt Highway to Ocotillo Road is a matter of public necessity,
approving the purchase of such real property at market value plus closing and escrow fees;
authorizing the City’s Real Estate Manager to sign, on behalf of the City, the purchase
agreements and any other documents necessary to facilitate these acquisitions; approving
eminent domain proceedings as needed to acquire said real property and obtain
immediate possession thereof; and approving relocation services as may be needed and
required by law.

Recyclable Materials
Move City Council approve Agreement No. SW1-926-4307, with River Recycling, LLC, for
processing and marketing of recyclable materials, in an amount not to exceed or total

2027, with the option of one additional three-year extension.

exceed $660,000 for the period beginning March 1, 2022, through December 31, 2022.

Mayor's Announcements
MAYOR HARTKE thanked those who attended the State of the City on February 17. It is important
to recognize and celebrate industry, neighborhoods, staff, Council and especially the Chandler
Changemakers and winners of the Youth Art Contest.
MAYOR HARTKE announced Arizona Railway Day is Saturday, February 26 and a Arizona Railway
Day celebration will be occurring from 9:00 a.m. to 4:00 p.m. at Arizona Railway Museum.
MAYOR HARTKE announced the Ostrich Festival’s return on March 11-13, and March 17-20. The
celebration will include live entertainment, carnival, rides, and food.
MAYOR HARTKE shared information about the Senior Expo on March 9 from 9:00 a.m. to 12:00
p.m. at the Chandler Community Center. Information about healthcare, municipal services,
recreation, technology, and entertainment will be shared.
Council's Announcements
COUNCILMEMBER HARRIS shared information about the African American Banquet on February
25 at 6:00 p.m. at Chandler-Gilbert Community College to celebrate Black History Month.
COUNCILMEMBER HARRIS shared that the Chandler Center for the Arts is hosting a Black Music
History Concert Tribute to Miles Davis showcase on February 25 at 7:00 p.m.
