Suite 400 Phoenix, AZ 85016 P: 480.499.9200 ameresco.com Project Description: 2575 W Chandler Blvd, Chandler, AZ 85224 Ameresco is proposing the installation of three wind turbines on the central parking garage at the Bank of America Chandler campus. Over the past few years, Bank of America has been integrating renewable energy and sustainability programs across the country on their Admin Centers, Data Centers, Financial Branches, and stand-alone ATMs. These projects include advanced renewable technologies such as various solar applications, EV charging, battery energy storage, and wind energy. This proposed wind project is a small portion of the 8.1 MW across 17 sites Ameresco has been awarded in the West and will couple with the recently installed 3.78 MW of solar and EV charging stations at the Bank of America Chandler campus. The location of these turbines in this submittal has been altered to prevent visibility of the units from Chandler Blvd by relocating to the parking garage in the center of the campus. This new location allows Bank of America to showcase their dedication to renewable energy for the employees and clients that visit the facility. These turbines will be minimally visible from Ellis Street and will be painted to match the exterior building color with the intent of blending into the existing parking garage design (see attached Updated Renderings and Color & Material Board for reference). The selected cream color also aligns with some of the new solar carports installed in the parking lots of the campus. Additionally, the number of units have been reduced from four to three turbines from the original submittal to evenly distribute the turbines along the East edge of the garage and minimize visual obstruction. The components of the proposed wind system consist of general electrical equipment like other renewable energy systems – wind turbines, inverters, disconnects, and monitoring hardware – and will be interconnected to the parking garage electrical panel behind the meter. This electrical interconnection will be designed as a load side, or breaker connection and does not require any busbar modifications. The electrical conduit will be routed from the top deck, through the interior of the garage and interconnected in the electrical room on the first floor. The wind turbines proposed in this project were selected for their compact, minimalistic design. Most of today’s commercial wind turbines are designed with a horizontal axis of rotation with extreme heights and long, exposed blades. Although efficient, these turbines tend to be an eye- soar in developed municipalities. The selected turbine for this project features a vertical axis of rotation, sleek double-blade design for additional production, and front deflector for protection, wind optimization and creates the cohesive-look of the unit. For wind turbines to function however, these units must be mounted above the parapet of the parking garage. As wind enters the turbines and rotates the blades, a generator is spun to create electricity. This electricity can be used to offset the existing building’s load and generate savings for the customer. Although these units as designed will not be performing at maximum potential due to the location, the inclusion of the turbines are a top priority for Bank of America as it pertains to their renewable energy and sustainability goals. Installing wind turbines below EXHIBIT A: PLH21-0052 Bank of America - Wind Project Delaney Van Winkle November 5, 2021 Page 2 the parapet would result in minimal renewable energy generation or electrical savings as well as a lack of visibility for the Bank’s employees and visitors. As it relates to the City of Chandler’s Municipal Code, the wind energy systems should be categorized similarly to that of a free-standing solar energy system installed on a rooftop (defined in Section 35-2210 (1) as “a ground mounted solar energy system containing a support structure that is designed solely for the purpose of supporting the system's equipment”). The proposed system is designed to be mounted on an existing structure for the purpose of generating renewable electricity, with no additional functionality. Therefore, this system could be correlated to Section 35-2210 (3)(d)(1) that states “Free-standing ancillary solar energy systems shall not be required to be concealed and/or screened from street view or from a non-residential zone property”. These wind turbines should be analyzed separate from typical mechanical equipment that must be screened, as shielding a turbine unit with a cover or parapet would prevent functionality of the system, as described previously.
