MINUTES HOUSING AND HUMAN SERVICES COMMISSION Neighborhood Resources Department Virtually via WebEx Phone: (415) 655-0001, Access Code: 2591-936-0463 Wednesday, February 9, 2022, 6:00 p.m. CALL TO ORDER / ROLL CALL Commission Chair Tony Alcala called the meeting to order at 6:01 p.m. Commissioners present on WebEx: Tony Alcala, Heather Mattisson (6:11p.m.), Cynthia Hardy, Greg Rodriquez, Julie Martin, Leonard Navarrete (6:43 p.m.), Ryan Magel, Steven Tepper, and Vanessa Dearmon. Commissioners absent: David Gonzalez (excused). Staff present: Leah Powell, Riann Balch, Amy Jacobson, Karin Bishop, Deborah Cooke, Erica Barba, Rosemary Rosales, and Monica Thompson. Public present: None. SCHEDULED/UNSCHEDULED PUBLIC APPEARANCES/CALL TO PUBLIC (Members of the audience may address any item not on the agenda. State Statute prohibits the Housing and Human Services Commission from discussing an item that is not on the agenda, but the Housing and Human Services Commission does listen to your concerns and has staff follow up on any questions you raise). None. PUBLIC HEARING 1. City of Chandler 2022 Public Housing Authority Plan. Chair Alcala opened the public hearing at 6:07 p.m. and introduced Housing and Redevelopment Manager, Amy Jacobson, to provide a staff presentation. Ms. Jacobson explained that federal regulations require the City of Chandler Housing and Redevelopment Division to hold a public hearing annually to collect public input regarding the Public Housing Authority Plan (Annual Plan). The City of Chandler Housing and Redevelopment Division, which serves as Chandler’s Public Housing Agency (PHA), currently administers 303 units of Low Rent Public Housing and 486 Housing Choice Vouchers (formerly known as Section 8). Ms. Jacobson explained that the Annual Plan is a comprehensive guide to PHA policies, programs, operations, and strategies for meeting local housing needs and goals. The PHA is required to submit the Annual Plan to the US Department of Housing and Urban Development (HUD) by April 15, 2022. The purpose of tonight’s public hearing is to solicit comments from the public about proposed or additional to the plan. The due date for public comment is March 9, 2022. All proposed policies are available at the Housing Office in hardcopy and on the website at https://www.chandleraz.gov/residents/neighborhood-resources/housing-and- redevelopment/public-notices. Residents may contact the Housing and Redevelopment office at 480-782-3200 with any questions or comments. Ms. Jacobson introduced Housing Administration Supervisor Deborah Cooke, to provide a briefing on the changes made to the Housing Choice Voucher Administrative Plan and Public Housing Admissions and Continued Occupancy Policy (ACOP), which are reviewed and updated each year. Changes are related to utility allowance schedules, housing quality standards (HQS) inspections, assistance animals, maintenance policy, and public housing house rules. The public comment period is from January 23, 2022, to March 9, 2022, for the City of Chandler Housing and Redevelopment Division’s 2022 Annual Housing Plan and Five-Year Capital Fund Action Plan. A Resident Advisory Board (RAB) Meeting was held on December 16, 2021, in English and Spanish. The second RAB meeting is scheduled for February 24, 2022, in English and Spanish. There were no comments from the public. Chair Alcala closed the public hearing on the 2022 Public Housing Authority Plan at 6:15 p.m. 2. City of Chandler 2022 Annual Action Plan. Chair Alcala opened the public hearing at 6:15 p.m., and introduced Community Development and Resources Supervisor, Karin Bishop, to provide a staff presentation. Ms. Bishop explained the City of Chandler is in the process of preparing its draft Annual Action Plan for Program Year 2022-2023, which details the use of Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program (HOME) funds for the program year. The one-year action plan is based on priority housing and community development needs, which are defined in the Five-Year 2020-2025 Consolidated Plan strategy section. The anticipated funding for each of these programs in the next fiscal year is: CDBG: Approximately $1,468,384 HOME: Approximately $409,881 The action plan guides the allocation of resources and other investment decisions and includes projected performance goals for the upcoming year. The purpose of this public hearing is to solicit feedback regarding housing and community development needs for the upcoming draft Annual Action Plan for Program Year 2022-2023. Interested parties may provide comments on this plan. There were no comments from the public. Chair Alcala closed the public hearing at 6:18 p.m. ACTION AGENDA 3. November 10, 2021, HHSC Meeting Minutes. Motion: Commissioner Heather Mattisson made a motion to approve the November 10, 2021, HHSC Meeting minutes. Commissioner Ryan Magel seconded the motion. Discussion: None. Results: Motion passed 8-0. 4. January 11, 2022, CDBG/HOME Subcommittee Orientation Meeting Minutes. Motion: Commissioner Julie Martin made a motion to approve the January 11, 2022, CDBG/HOME Subcommittee Orientation Meeting minutes. Commissioner Vanessa Dearmon seconded the motion. Discussion: None. Results: Motion passed 8-0. BRIEFING 5. Review of draft of City of Chandler 2022 Public Housing Authority Plan. Ms. Jacobson presented the draft copy of the City of Chandler 2022 Public Housing Authority Plan and Capital Fund during the Public Hearing. Ms. Jacobson asked Commission members if they had any questions regarding the suggested policy updates. Commissioner Magel asked Ms. Jacobson how many individuals were in attendance during previous meetings with members of the community. Ms. Jacobson stated that a dozen residents were in attendance at the December 16, 2021, RAB meeting. There were no further questions from the Commission. 6. HOME-ARP (American Rescue Plan) Allocation Plan. Ms. Bishop presented the HOME-ARP Allocation Plan. She explained that the American Rescue Plan Act, which was enacted in March 2021, included $5 billion in HOME-American Rescue Plan (HOME-ARP) to provide homelessness assistance and supportive services. Ms. Bishop shared to the activities that are eligible for funding and the qualifying populations to be served with the HOME-ARP funds. The Maricopa HOME Consortium received a HOME-ARP allocation of $16,756,617. The City of Chandler anticipates receiving $1,717,654 in HOME-ARP funds through the Consortium. The City proposes to use the funds for rental development and support for affordable rental housing for qualifying populations. A public hearing is scheduled at the end of the month to collect public comments. 7. Status update of the City of Chandler 2022 Annual Action Plan. Ms. Bishop said the purpose of this briefing item is to provide an opportunity for the Commission to discuss the City of Chandler 2022 Annual Action Plan and allow members of the Commission to make suggestions for how to allocate the CDBG/HOME funding. The CDBG/HOME Subcommittee, a subcommittee of the HHSC, will make initial funding recommendations for CDBG and HOME funds, along with a contingency plan, to the HHSC at the March 2, 2022, meeting. 8. Open Meeting Law Presentation. Assistant City Clerk Erica Barba and Senior Assistant City Attorney Rosemary Rosales provided an Open Meeting Law presentation. Ms. Rosales explained that commissioners must complete Open Meeting Law training and Records training during their tenure. Ms. Rosales informed the Commission that a Boards and Commissions Handbook will be made available at a future date. MEMBERS COMMENTS / ANNOUNCEMENTS Community Development Coordinator Monica Thompson shared with Commissioners that Rori Minor from the Diversity, Equity & Inclusion Division is looking for HHSC Commissioners members from the Housing and Human Services Commissions to review volunteer recognitions nominations and help choose winners. The event will take place on Thursday, March 3, 2022, from 6 p.m. to 7 p.m. Commissioners were asked to let Ms. Thompson know if they were interested in participating and their information would be forwarded to Ms. Minor. CALENDAR 9. The next HHSC Community Development Block Grant/Home Subcommittee meeting is scheduled for February 16, 2022, at 5:30 p.m. 10. The next HHSC Special Populations Subcommittee meeting is scheduled for Tuesday, February 22, 2022, at 6:00 p.m. 11. The next HHSC Youth Subcommittee meeting is scheduled for Wednesday, February 23, 2022, at 5:30 p.m. 12. The next HHSC Basic Needs Subcommittee meeting is scheduled for Thursday, February 24, 2022, at 5:30 p.m. 13.
