Regular Meeting Minutes of Wednesday, January 5, 2022.
Consent Agenda Motion and Vote
Police Member Elect Shellum moved to approve the Consent Agenda of the February 2, 2022, Regular 
Public Safety Police Personnel Retirement Board Meeting; Seconded by Citizen Member Leonard.
Motion carried unanimously (4-0).
Executive Session - Pursuant to A.R.S. Section 38-431.03 (A), the Chandler Local Police 
Public Safety Personnel Retirement Board may vote to convene in executive session to discuss

or consider confidential records exempt by law from public inspection, and/or to consult with the 
Board’s attorney for legal advice and to consider the Board’s position and to instruct the Board’s 
attorney regarding its position on items 2 through 7. The Board will take action on those items in 
open session.

2. 
Accidental Disability Review for Wiley
Consideration, Discussion, and Appropriate Action regarding the review of the Accidental 
Disability for Paul Wiley.
Executive Session – Chairperson Turner asked for a motion to end the Open Session and to 
move into Executive Session for legal advice and confidential medical review. Police Member 
Elect Shellum made a motion to end the Open Session and to move into Executive Session for 
legal advice and confidential medical review in matter Action Agenda Item No. 2-7. Citizen 
Member Leonard seconded the motion, and the vote was unanimous to end the Open Session 
and move into Executive Session at 9:25 a.m.
Open Session – Chairperson Turner asked for a motion to end the Executive Session and move 
into Open Session. Police Member Elect Shellum made the motion to end the Executive E 
Session and to move into Open Session; Citizen Member Leonard seconded the motion, and 
the vote was unanimous to end the Executive Session and move into Open Session at 9:48 a.m.
Action Agenda Item No. 2 Motion and Vote
Police Member Elect Shellum moved to Approve Action Agenda Item No. 2 of the February 2, 2022, 
Regular Public Safety Police Personnel Retirement Board Meeting to further investigate and to obtain 
additional medical or other relevant records; Seconded by Citizen Member Leonard.
Motion carried by unanimous vote (4-0).

Survivor Benefits for Farrar
Consideration, Discussion and appropriate Action for Survivor Benefits for
Christopher Farrar (Riley Farrar, surviving dependent), effective January, 2022.
Action Agenda Item No. 3 Motion and Vote
Police Member Elect Shellum moved to approve the award of Survivor Benefits for Riley Farrar, 
surviving dependent of Christopher Farrar effective January 1, 2022. Confirming the incident on April 
28, 2021, established the death as a line of duty death because it was the direct and proximate result 
of the performance of his public safety duties as provided under A.R.S.§ 38-846(D). Action Agenda 
Item No. 3 of the January 5, 2022, Regular Public Safety Police Personnel Retirement Board; Seconded 
by Citizen Member Leonard.
Motion carried by unanimous vote (4-0).

Hall (Police Officer Recruit) with a hire date of January 10, 2022.

Police Member Elect Shellum moved to find Agenda Item No. 4 of the February 2, 2022, Regular Public 
Safety Police Personnel Retirement Board that for Tanner Hall (Police Officer Recruit) met the 
applicable PSPRS membership definitions for service with the City of Chandler Police Department with 
a hire date of January 10, 2022, and Tier 3 service date of April 10, 2022; Seconded by Citizen Member 
Leonard. 
Motion carried unanimously (4-0).
Police Member Elect Shellum moved to declare one abnormal lab as pre-existing conditions for Tanner 
Hall; Action Agenda Item No. 4 of the February 2, 2022, Regular Public Safety Police Personnel 
Retirement Board; Seconded by Citizen Member Leonard. 
Motion carried unanimously (4-0).

New Membership for Youcupicio
Consideration, Discussion, and appropriate Action for New Membership for Joseph
Youcupicio (Police Officer Lateral - Certified) with a hire date of January 18, 2022.

Police Member Elect Shellum moved to find Agenda Item No. 5 of the February 2, 2022, Regular Public 
Safety Police Personnel Retirement Board that for Joseph Youcupicio (Police Officer Lateral - Certified) 
met the applicable PSPRS membership definitions for service with the City of Chandler Police 
Department with a hire date of January 18, 2022; Seconded by Citizen Member Leonard. 
Motion carried unanimously (4-0).
Police Member Elect Shellum moved to declare three abnormal lab as pre-existing conditions for 
Joseph Youcupicio; Action Agenda Item No. 5 of the February 2, 2022, Regular Public Safety Police 
Personnel Retirement Board; Seconded by Citizen Member Leonard.

Consideration, Discussion, and appropriate Action for New Membership for Andrew
Mann (Police Officer Lateral - Not Certified) with a hire date of February 1, 2022.

Safety Police Personnel Retirement Board that Andrew Mann (Police Officer Lateral - Not Certified)

Safety Police Personnel Retirement Board; Seconded by Citizen Member Leonard.

Consideration, Discussion, and appropriate Action for New Membership for Christopher 
Williams (Police Officer Lateral - Not Certified) with a hire date of February 15, 2022.

Police Member Elect Shellum moved to find Agenda Item No. 7 of the February 2, 2022, Regular Public 
Safety Police Personnel Retirement Board that Christopher Williams (Police Officer Lateral - Not 
Certified) met the applicable PSPRS membership definitions for service with the City of Chandler Police 
Department with a hire date of February 15, 2022; and Tier 3 service date of May 16, 2022; Seconded 
by Citizen Member Leonard. 
Motion carried unanimously (4-0).
Police Member Elect Shellum moved to table the pre-existing condition investigation for Christopher 
Williams for clarification of medical records; Action Agenda Item No. 5 of the February 2, 2022, Regular 
Public Safety Police Personnel Retirement Board; Seconded by Citizen Member Leonard. 
Motion carried unanimously (4-0).

Termination of Membership Desper
Consideration, Discussion, and appropriate Action regarding the voluntary resignation of 
employment and termination of PSPRS membership for Tori Desper (Police Officer), effective 
January 1, 2022.

Police Member Elect Shellum moved to approve Agenda Item No. 8 of the February 2, 2022, Regular 
Public Safety Police Personnel Retirement Board the termination of PSPRS membership for Tori 
Desper (Police Officer) effective January 1, 2022, the date of her voluntary resignation; Seconded by 
Citizen Member Leonard. 
Motion carried unanimously (4-0).

Citizen Member Leonard moved to adjourn the meeting; seconded by Police Member Elect Shellum. 
Motion carried unanimously (4-0). The meeting was adjourned at 9:54 a.m.
