1. Proclamation – 2022 Rotary Week of Service
MAYOR HARTKE read the proclamation and invited Susan Stevens-Clark and the Chandler-Horizon
Rotary Club to accept.
2. Proclamation – Water Awareness Month
COUNCILMEMBER LOPEZ read the proclamation and invited Daniella Rodriguez, Water
Conservation Specialist, to accept.
MS. RODRIGUEZ thanked Council for their support of the Public Works Department and
encouraged residents to look at chandleraz.gov for ways to conserve water.
3. Proclamation – National Child Abuse Prevention Month

MAYOR HARTKE read the proclamation and invited Polly Knape, LaTisha Codkind, Teresa Lynn,
Katie Cain, and Police Chief Sean Duggan of the Domestic Violence Commission to accept.
Ms. Knape encouraged people to reach out to local law enforcement if they see something and
stop child abuse in Chandler. She encouraged people to attend the Field of Hope Event to raise
awareness around child abuse.
4. Proclamation – Fair Housing Month
COUNCILMEMBER LOPEZ read the proclamation and invited Brenton Clark and Megan Bryant,
Housing Locator Specialists, to accept.
MR. CLARK said staff is committed to providing safe housing for residents and everyone who
resides in Chandler should be afforded safe housing and grow in the community. Mr. Clark
announced the first landlord partnership would be held to learn what housing opportunities the
City provides.
5. Recognition – 2022 Chandler Innovation Fair Competition Winners
MAYOR HARTKE thanked Councilmember Orlando for his work on this and invited staff to present.
MICAH MIRANDA, Economic Development Director, thanked Councilmember Orlando, CUSD,
event sponsors, and staff who contributed to this event. Mr. Miranda recognized teams from
Arizona College Prep, Hamilton High School, Andersen Junior High School, Knox Gifted Academy,
Basha High School, and the Si Se Puede Foundation.
6. Recognition – 2022 National League of Cities City Cultural Diversity Award
MAYOR HARTKE recognized DEI staff, Galveston Elementary School, Instituto De Folklor Mexicano,
Chandler Public Library Sunset and Downtown branches, Fortis Femina, Chandler Pride, and the
Chandler Human Relations Commission.

easement for the installation of a bus shelter and Americans with Disabilities Act
improvements, at the northwest corner of Chandler Boulevard and Hamilton Street, in the
amount of $4,000 plus closing and associated costs.

Agreement No. CM2-556-4450, for Micro Transit Services, with River North Transit (“Via”)
Move City Council award Agreement No. CM2-556-4450 to River North Transit for micro
transit services, in an amount not to exceed $2,173,471, for a two-year period, beginning

MAYOR HARTKE said we are starting this in July and asked for a future update in six months. Mayor
Hartke asked about the duration of the program.
MR. PETERS said that it is a two-year pilot program, starting in July, and the grant would go for two
years. Mr. Peters said they would check in with Council along the way.
VICE MAYOR ROE asked if the grant money could be extended longer than two years if it is not all
used.
MR. PETERS said that the pilot is two years, and then they would evaluate the demand. Success is
anticipated. After two years, because of other reduced transportation service, and Prop 400
extension regional funds, it should be able to be funded permanently without additional general
fund dollars.
COUNCILMEMBER ORLANDO was in support of the item.
COUNCILMEMBER ELLIS asked about an age limit for kids to use the service.
MR. PETERS said 13 years old is the youngest you could be to ride it and parental permission is
needed if you are under 18. Cameras have been acquired for the vehicles so that drivers can be
monitored, for both the driver’s and the passenger’s safety.
COUNCILMEMBER ELLIS asked if a 13-year-old could fully use this service.
MR. PETERS said yes, a 13-year-old could fully use the service with parental permission.
COUNCILMEMBER ELLIS asked if the parental permission is a form to fill out or if it is through the
app.
MR. PETERS said that would be worked out through the development of the app, the goal is to
have it app enabled.
COUNCILMEMBER HARRIS said he is looking forward to seeing the program go forward.

Agreement No. CS1-745-4293 for Concrete Repair and Maintenance Services
Move City Council approve Agreement No. CS1-745-4293 with Andrew’s Concrete, Inc.;
Degan Construction, LLC; Lincoln Constructors, Inc.; Precision Concrete Cutting Inc,; Vincon
Engineering Construction, LLC; and W.L. Emshoff, for concrete repair and maintenance
services, in a combined amount not to exceed $1,968,000, for a one-year term, May 1, 2022,
through April 30, 2023, with the option of up to four additional one-year extensions.
Community Services

Resolution No. 5568 Intergovernmental Agreement No. CS22-018 with Kyrene Elementary
School District No. 28
Move City Council approve Resolution No. 5568 authorizing an Intergovernmental
Agreement between Kyrene Elementary School District No. 28 and the City of Chandler for
the shared use of City and District Property.
JOHN SEFTON, Community Services Director, said this agreement is centered on the joint use of
our collective facilities and amenities for the purposes of education, recreation, and leisure. The
agreement specifically includes the four lighted ball fields at Kyrene Aprende Middle School where
the City installed the lights and infrastructure, but it is on school district property. Staff would
collaboratively work with Kyrene Elementary School District in scheduling, programming, and
maintaining the jointly used spaces. Some of the program opportunities they seek to enhance in
West Chandler are access to youth sports, adult sports, and therapeutic recreation activities. Mr.
Sefton thanked staff for all of their work on this.
MAYOR HARTKE thanked staff for their work on this opportunity to provide recreational amenities
to our community.
COUNCILMEMBER ORLANDO thanked staff for their work. Councilmember Orlando said another
idea is for schools to host open gym facilities at night, where kids in the area could go to their local
school and use the open gym. Councilmember Orlando said this is something that was done many
years ago and requested staff to come up with ideas on a similar program.

Final Adoption of Ordinance No. 5005, Annexation and Initial City Zoning, ANX21-0001, of
Approximately 36.3 Acres Located East of the Northeast Corner of Riggs Road and Cooper
Road
Move City Council adopt Ordinance No. 5005 approving the annexation and initial city
zoning of approximately 36.3 acres for case ANX21-0001 East of the Northeast corner Riggs
and Cooper roads, as recommended by Planning staff.

for a single-family residential, located East of the Northeast Corner of Riggs and Cooper
Roads
Move City Council adopt Ordinance No. 5006 approving PLH21-0050 Magnolia, Rezoning
from AG-1 to PAD for a single-family residential, located east of the northeast corner of
Riggs and Cooper roads, subject to the conditions as recommended by Planning and Zoning
Commission.

Final Adoption of Ordinance No. 5010, ANX22-0001 De-Annexation of Val Vista Road Right-
of-Way between Cloud and Riggs Roads
Move City Council adopt Ordinance No. 5010 approving ANX22-0001 De-Annexation of Val
Vista Road Right-of-Way between Cloud and Riggs Roads of approximately 4 acres to the
Town of Gilbert, as recommended by Planning staff.

Introduction of Ordinance No. 5008, ANX21-0007 Annexation and Initial City Zoning of
Approximately 10.12 Acres Located at the Southeast Corner of Chandler Heights Road and
124th Street
Move City Council introduce and tentatively adopt Ordinance No. 5008 approving ANX21-
0007 annexation and initial City Zoning of approximately 10.12 acres located at the
southeast corner of Chandler Heights Road and 124th Street, as recommended by Planning
staff.
11.
Introduction of Ordinance No. 5009, Rezoning PLH21-0077/PLT21-0048 Hazelwood By
Keystone Homes, Located at the Southeast corner of Chandler Heights Road and 124th
Street, Approximately ½ Mile East of McQueen Road
Rezoning
Move City Council introduce and tentatively adopt Ordinance No. 5009 approving PLH21-
0077 Hazelwood By Keystone Homes, Rezoning from AG-1 to PAD for a single-family
residential located at the southeast corner of Chandler Heights Road and 124th Street,
approximately ½ mile east of McQueen Road, subject to the conditions as recommended
by Planning and Zoning Commission.
Preliminary Development Plan

COUNCILMEMBER ORLANDO asked why the ingress and egress is on the 124th Street side.

LAUREN SCHUMANN, Senior Planner, said there is a subdivision to the west of the subject
property, approved May 2020. As part of that development, due to the number of concerns
regarding traffic to 124th Street, the Council had a stipulation which deferred all off street
improvements until the east side of the road developed. Comparing the entrance off 121st Street
versus Chandler Heights Road, general traffic practice is to minimize the number of driveways on
arterials, as well as utilize those local and collector streets to filter to the arterial streets. At this
intersection, there is a signal, which would further allow for safe movement of residents to the
west. If there was access of off Chandler Heights Road, currently there is a Capital Improvement
Project happening, which is increasing Chandler Heights to two lanes of traffic in each direction
and a landscaped median. The distance from the intersection and any existing deceleration lanes
would require that the entrance line up with the elementary school bus entry at two times of the
day. It would be difficult with buses trying to access the property to the north.
COUNCILMEMBER ORLANDO shared his concern with potential liability issues with the location of
the traffic light and entrance. Councilmember Orlando asked if it were the case with not putting a
traffic light there or the entrance there.
MS. SCHUMANN said that was true.
DANA ALVIDREZ, Traffic Engineer, said yes, we do have our standards and we are following them
in this case. Ms. Alvidrez said they try to minimize driveways on arterials where we can. This site
also has access to 124th Street and it is the appropriate location for the driveway of this site.
COUNCILMEMBER ORLANDO said it is not in good practice to put it on Chandler Heights.
MS. ALVIDREZ said that was correct.
COUNCILMEMBER ORLANDO said the school buses are of concern. Parents picking up their kids
and the buses could create a backup on the street. Councilmember Orlando said another light
would expand the problem.
MS. ALVIDREZ said a light this close with the school traffic that we have at this location is something
to be avoided for the safety of all road users along Chandler Heights.
COUNCILMEMBER ORLANDO asked about putting do not enter signs on 124th to 122nd.
MS. ALVIDREZ answered that on the south side there are signs proposed that would say “private
drive”, or something similar, to indicate the end of the public roadway.
COUNCILMEMBER ORLANDO asked where the emergency egress is in event the main entrance is
blocked.

MS. SCHUMANN said that the emergency exit would be in that alignment of Chandler Heights,
there would be a drivable surface with gates installed.
MS. SCHUMANN said there has been multiple meeting with residents regarding the design of the
subdivision.
MAYOR HARTKE asked if past the turn-off of the road if it would remain dirt and if there was any
availability to put speed bumps that would further deter people from driving on 124th Street.
MS. ALVIDREZ said that they have looked at that option on 124th, but because it is a collector
roadway with higher speeds, it would not be an appropriate location for speed humps.
MAYOR HARTKE asked if it was possible to place speed bumps after where the road is asphalt.
MS. ALVIDREZ restated that this is not recommended for a collector road. Traffic calming at that
location would have striping to turn people into the Hazelwood entrance with additional signage
and a barricade south of the Hazelwood entrance. Drivers would have to maneuver out of that
lane to continue south.
MAYOR HARTKE said he was surprised to hear of the speed concern on a dirt road.
MS. ALVIDREZ said the concern was not necessarily from a speed standpoint but from a cut-
through standpoint from the request of the residents.
COUNCILMEMBER LOPEZ asked if this design is like roads going into county island land which are
the end of the City road.
MS. ALVIDREZ said it is like that, where a full-size street will turn into a half street. Due to the
circumstances with this property, the intention is to turn into Hazelwood and not continue
through.
COUNCILMEMBER HARRIS asked if there were efforts to ensure the exit from Hazelwood is closer
to the light so the deterrent could be going south on the road.
MS. ALVIDREZ said that staff worked with the Hazelwood development to put the exit as close to
Chandler Heights as possible, but still give enough distance to allow turning movements at the
intersection. This provides enough separation to have efficient turning movements but also
minimize the distance travelled south on 124th.
COUNCILMEMBER HARRIS asked about other traffic calming measures in place.

MS. ALVIDREZ shared that there were substantial striping changes going south into the driveway
at the Hazelwood entrance. Through striping, hatching, and posting signs they are directing
drivers into Hazelwood. There is a barricade to continue south so that someone would have to
leave the lane and maneuver over. These all function as traffic calming measures.
COUNCILMEMBER HARRIS asked if it was possible for the City to put something in that could track
speed, further south on 124th Street.
MS. ALVIDREZ said that south of 124th Street is not in Chandler’s jurisdiction. If it were annexed or
redeveloped in the future, it could be investigated.

Move City Council approve Use Permit PLH21-0080 Martinez Residence, allowing a single-
family residence located on a property zoned Medium-Density Residential District (MF-1),
located at 589 N Delaware Street, generally located east of the southeast corner of Arizona
Avenue and Galveston Street subject to the conditions recommended by Planning and
Zoning Commission.

Move City Council approve Final Plat PLT21-0051 Watchtower Carwash and Offices,
