CALL TO ORDER / ROLL CALL 
Subcommittee Chair Ryan Magel called the Youth Subcommittee to order at 5:04 p.m. 
 
Subcommittee Members present: Tony Alcala, Ryan Magel, Nikhil Dholakia, Arman Patra, 
and Heather Callis. 
 
Subcommittee Members absent: None. 
 
Staff present: Riann Balch, Community Resources Manager, Karin Bishop, Community 
Development & Resources Supervisor, Dylan Raymond, Community Resources 
Coordinator, Tawn Kao, Assistant City Attorney, and Monica Thompson, Community

DISCUSSION 
1. Discussion of FY2022-2023 Youth proposals; determine if additional questions are 
necessary.  
 
Subcommittee Chair Ryan Magel facilitated a discussion of each application to identify the 
need for additional information from agencies. The Youth Subcommittee requested 
additional information as follows: 
 
• East Valley JCC – Youth in Crisis 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe. 
 
• FANS Across America Charitable Foundation – Diaper Bank for Families in Need 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum

amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe. 
 
• ICAN: Positive Programs for Youth – Youth Development Program 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe. 
2. What DEI policies do you have in place outside of your current DEI statement?  
When will policies be created and available for review? 
 
• Junior Achievement of Arizona – Providing JA BizTown and JA BizTown Adventures to 
Low-Income City of Chandler Students 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe. 
2. In question 3, it is stated that students who attend Junior Achievement 
programs are more likely to earn 20% more in the workforce. What metrics are 
you using to measure this outcome?  
3. In question 2, you list 5 schools and only 2 of them meet the low-income 
category.  What are your plans to expand to more low-income neighborhood 
schools in the Chandler community?  
4. Please explain how those 5 schools are hitting that target population of isolated 
youth.   
 
• notMYkid, Inc. – Youth Mental Health Collective 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum

amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe. 
2. Do you collect the area median income (AMI) for individuals served with 
Chandler funds?  
3. Can you describe the difference between health equity and personal equity?  
4. What DEI policies do you have in place outside of your current DEI statement?  
When will policies be created and available for review? 
5. Do you have any sort of faith-based affiliation?  
 
• Read on Chandler – Kith and Kin Project 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe. 
2. Provide an updated budget that reflects less than 20% in administrative costs.  
 
• Si Se Puede Foundation – Si Se Puede Foundation STEM Center 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe. 
2. With the recent change of leadership at Si Se Puede, what is the long-term 
sustainability plan for the organization? 
 
• The Salvation Army, A California Corporation – Community Outreach and Engagement 
for Vulnerable Populations to move Beyond Barriers 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your 
proposed program will be impacted by a partial award. What is the minimum 
amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional

costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe.

• Valley of the Sun YMCA – Chandler Family YMCA I-Learn Program 
1. We are anticipating awarding pre-covid levels of funding (50% of previous two 
years) for FY 2022-2023. As such, it is important we understand how your

amount that your organization could accept to keep the program in operation, 
and describe how a partial award will impact operations and how the additional 
costs needed (ex/ positions, operating costs) will be offset? If a reduction in 
service levels would be necessary, please describe.

INFORMATION ITEMS 
Community Development & Resources Supervisor Karin Bishop provided an overview of 
how to review and score the applications in ZoomGrants.  She also demonstrated where 
to locate the applicant’s responses to the subcommittee questions. 
 
Community Resources Manager Riann Balch explained that the Salvation Army - 
Community Outreach and Engagement for Vulnerable Populations to move Beyond 
Barriers application is being moved from the Youth Subcommittee to the Basic Needs 
Subcommittee for review and recommendation. In addition, the City Help, Inc. – DBA East 
Valley Dream Center – General Funds application is being moved from the Special 
Populations Subcommittee to the Youth Subcommittee for review. 
 
Subcommittee Chair Ryan Magel reminded the Subcommittee panel to complete their 
scoring sheets, votes, and recommended amounts by April 7, 2022.  
 
Community Resources Coordinator Dylan Raymond provided the Youth Subcommittee 
with an estimated total amount of funding available for allocation to applicants in the 
Youth category for the Fiscal Year 2022-2023.
