MINUTES OF THE HOUSING AND HUMAN SERVICES COMMISSION BASIC NEEDS SUBCOMMITTEE Neighborhood Resources Department Virtually via Webex Phone: (415) 655-0001, Access Code: 2596-397-0075 Monday, April 11, 2022, at 5:30 p.m. CALL TO ORDER / ROLL CALL Subcommittee Chair Heather Mattisson called the Basic Needs Subcommittee to order at 5:32 p.m. Subcommittee Members present on Webex: Cynthia Hardy, Heather Mattisson, Jo-el Miller, and Cecilia Hermosillo. Subcommittee Members absent: Greg Rodriquez. Staff present: Riann Balch, Community Resources Manager, Karin Bishop, Community Development & Resources Supervisor, Dylan Raymond, Community Resources Coordinator, Tawn Kao, Assistant City Attorney, and Monica Thompson, Community Development Coordinator. Public Present: Linda Sawyer, Chandler resident, and Mary Yanno, Chandler resident. ACTION AGENDA 1. Evaluation, discussion, and development of recommendations for funding for FY 2022- 2023 General Fund Basic Needs proposals. Community Resources Manager Riann Balch provided an overview of recommendation process, funds available for allocation and the need to develop contingencies. She also reminded the Subcommittee of the minimum award of $10,000. Subcommittee Chair Heather Mattisson facilitated a discussion of each of the following FY 2022-2023 General Fund Basic Needs proposals. Subcommittee members made initial funding recommendations, including a contingency plan, to be presented to the Housing and Human Services Commission at the special meeting scheduled for Wednesday, April 27, 2022, at 6:00 p.m. ▪ A New Leaf - East Valley Men's Center o Recommendation: $0 ▪ A New Leaf - La Mesita Family Shelter o Recommendation: $20,368.84 ▪ A New Leaf - SafeDVS/DVSTOP o Recommendation: $12,500 ▪ AZCEND - Community Action Program o Recommendation: $100,000 ▪ AZCEND - Chandler Food Bank Basic Needs Program o Recommendation: $35,000 ▪ AZCEND – Housing and Stability Specialist o Recommendation: $0 ▪ AZCEND – Interfaith Homeless Emergency Lodging Program (I-HELP) o Recommendation: $80,000 ▪ Catholic Charities Community Services, Inc. - My Sisters' Place Domestic Violence Shelter o Recommendation: $12,500 ▪ CeCe's Hope Center - Housing and Services for Survivors of Human Trafficking o Recommendation: $0 ▪ Community Bridges, Inc. - CBI Chandler Mobile Community Outreach and Crisis Stabilization o Recommendation: $10,000 ▪ Dsquared Homes for the Homeless Outreach - The GAP Program o Recommendation: $0 ▪ FANS Across America Charitable Foundation - Locker Room for Those in Need o Recommendation: $10,000 ▪ Hope for Addiction, Inc. - Freedom House o Recommendation: $10,000 ▪ Inspiring Women on a Mission - On a Mission o Recommendation: $0 ▪ Matthew's Crossing Food Bank - Emergency Food Assistance o Recommendation: $25,000 ▪ Mesa United Way - City of Chandler VITA Grant o Recommendation: $20,000 ▪ Midwest Food Bank, Arizona Division - Emergency Food Box Program o Recommendation: $30,000 ▪ Mission of Mercy - Access to Health Care for Uninsured Chandler Residents o Recommendation: $10,000 ▪ One Small Step, Inc. - One Small Step | Clothes Cabin o Recommendation: $10,000 ▪ Resurrection Street Ministry, Inc. - Feeding Chandler Neighbors 2022 o Recommendation: $20,000 ▪ The Salvation Army, A California Corporation - Client Choice Food Pantry o Recommendation: $10,000 ▪ The Salvation Army, A California Corporation - Community Outreach and Engagement for Vulnerable Populations to move Beyond Barriers o Recommendation: $20,000 ▪ The Salvation Army, A California Corporation - Housing Stability Assistance o Recommendation: $15,000 ▪ United Food Bank - Emergency & Supplemental Food Assistance in Chandler o Recommendation: $0 Subcommittee Chair Heather Mattisson facilitated a discussion to develop a contingency plan for a potential increase or decrease in funding. Dollar figures represent the total allocation: Contingency Plan for Basic Needs Proposals: A. If there is an increase in funds available for allocation, and depending on the amount of the increase, additional funding is recommended to program applicants prioritized by category as follows: 1) Additional funding up to the amount requested (noted in parenthesis), distributed proportionally if needed: a. AZCEND - Community Action Program ($190,000) b. AZCEND - Chandler Food Bank Basic Needs Program ($55,000) c. Catholic Charities Community Services, Inc. - My Sisters' Place Domestic Violence Shelter ($25,000) d. Matthew's Crossing Food Bank - Emergency Food Assistance ($30,000) e. Mission of Mercy - Access to Health Care for Uninsured Chandler Residents ($15,000) f. The Salvation Army, A California Corporation - Housing Stability Assistance ($60,000) 2) Additional funding up to a specific amount (noted in parenthesis): a. AZCEND – Housing and Stability Specialist b. Community Bridges, Inc. - CBI Chandler Mobile Community Outreach and Crisis Stabilization c. Dsquared Homes for the Homeless Outreach - The GAP Program d. Hope for Addiction, Inc. - Freedom House e. Inspiring Women on a Mission - On a Mission f. Mesa United Way - City of Chandler VITA Grant g. One Small Step, Inc. - One Small Step | Clothes Cabin h. The Salvation Army, A California Corporation - Client Choice Food Pantry i. United Food Bank - Emergency & Supplemental Food Assistance in Chandler B. If there is a decrease in funds available for allocation: 1) Apply the reduction across all program applicants recommended for funding using an equal percentage stopping at the minimum of $10,000. Chair Heather Mattisson asked if any members of the public would like to speak. Chandler resident, Linda Sawyer, address 1158 W. Linda Lane, Chandler, AZ 85224, said she would have liked to have a printed copy of the information displayed on the screen. She indicated that it was difficult to see the information where she was sitting. Ms. Sawyer asked the Subcommittee why they did not fund CeCe’s Hope Center or other Human Trafficking programs. Ms. Sawyer stated that the program was a better program to fund than others because it serves people who are victims due to circumstances that were no fault of their own. Ms. Sawyer also said she thought that there were tax preparation programs at the federal or state level that could be used instead of City funds. Likewise, there are other programs that can provide clothing via donations. Finally, Ms. Sawyer said she thought that uninsured residents could access state supported health care, rather than utilize City funding for Mission of Mercy – Access to Health Care for Uninsured Chandler residents could use state access healthcare which covers medical services for low-income individuals. Resident, Linda Sawyer spoke on behalf of Chandler resident Mary Yanno, address 780 N. Karen Drive, Chandler, AZ 85224. Ms. Yanno wanted to know which organization funded the food truck for Resurrection Street Ministry for its Feeding Our Chandler Neighbors program. Chair Mattison asked staff to respond. Ms. Balch explained that the food truck was funded through the City of Chandler’s American Rescue Act (ARPA) funds received to respond to COVID-19. The truck is used to bring food to residents when residents are unable to access services in a group setting. Motion: Subcommittee member Cynthia Hardy made a motion to approve the initial funding recommendations, including the contingency plan, for FY 2022-2023 General Fund Basic Needs proposals. Subcommittee member Jo-el Miller seconded the motion. Discussion: None. Results: Motion passed 4-0. MEMBERS COMMENTS / ANNOUNCEMENTS None. CALENDAR 2.
